To me, the most significant part of the cartoon is the fact that the “spoke of the wheel” is not drawn in. I suspect that the cartoonist assumed a common of understanding of whom that would be. But maybe different members of the Communion would put in different people.
As someone pointed out, this could also apply to Orthodoxy (but for very different reasons).
