The archbishop of Canterbury has called for a new \u201ccovenant\u201d on social care between the state and the people, similar to the provision of the NHS and education, which makes \u201cabsolute value and dignity\u201d the top priority.<\/p>\n
Justin Welby, the leader of the Church of England, said that focusing on managing the cost of social care, a priority in the latest government reforms, is \u201cthe wrong way round\u201d because it fails to consider what people who need care want.<\/p>\n
\u201cYou start with the value of the human being,\u201d Welby said. \u201cThen you say, \u2018what is the consequence of that? [in terms of the care system]\u2019. We did that for the health service. We haven\u2019t done that for social care.\u201d<\/p>\n
