The Russian Defense Ministry didn\u2019t respond to a request for comment.<\/p>\n<p class=\"css-k3zb6l-Paragraph e1e4oisd0\" data-type=\"paragraph\">The move represents a remarkable setback for Russian President\u00a0<a class=\"css-1h1us5y-StyledLink el06won0\" href=\"https:\/\/www.wsj.com\/topics\/person\/vladimir-putin\" data-type=\"phrase\">Vladimir Putin<\/a>, whose military seizure of Crimea in 2014 marked the opening shots in his attempt to take control of Ukraine.
