North America\u2019s fentanyl crisis thrust China-linked criminal networks and their expanding international connections, such as with the\u00a0<a href=\"https:\/\/www.brookings.edu\/articles\/the-china-connection-in-mexicos-illegal-economies\/\" target=\"_blank\" rel=\"noopener\">Sinaloa Cartel<\/a>, to U.S. policy forefront.<\/p>\n<p>However, the scope of organized crime from China extends far beyond global drug trafficking and\u00a0<a href=\"https:\/\/www.smh.com.au\/national\/nsw\/property-grab-afp-smashes-alleged-10-billion-chinese-money-laundering-operation-20230201-p5ch7k.html\" target=\"_blank\" rel=\"noopener\">money laundering<\/a>. Internationally, Chinese criminal groups engage in\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-tanzania-poaching\/chinese-ivory-queen-smuggler-sentenced-to-15-years-jail-in-tanzania-idUSKCN1Q81L7\" target=\"_blank\" rel=\"noopener\">poaching and wildlife trafficking<\/a>, cybercrime, and elaborate fraud and scams, also\u00a0<a href=\"https:\/\/www.nytimes.com\/interactive\/2023\/12\/17\/world\/asia\/myanmar-cyber-scam.html\" target=\"_blank\" rel=\"noopener\">featuring people trafficking and enslavement<\/a>. Long experienced in\u00a0<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/j.1745-9125.2002.tb00972.x\" target=\"_blank\" rel=\"noopener\">illegally bringing people<\/a>\u00a0to the United States and Canada, criminal networks from China have intensified activities at the U.S.-Mexico border.<\/p>\n<p>Chinese fishing vessels, often\u00a0<a href=\"https:\/\/digital-commons.usnwc.edu\/ils\/vol99\/iss1\/10\/\" target=\"_blank\" rel=\"noopener\">illegally devastating<\/a>\u00a0protected marine areas and other countries\u2019 exclusive economic zones, can facilitate drug trafficking and serve as the Chinese government\u2019s\u00a0<a href=\"https:\/\/www.csis.org\/analysis\/pulling-back-curtain-chinas-maritime-militia\" target=\"_blank\" rel=\"noopener\">maritime militia proxies<\/a>\u00a0in extraterritorial claims and military confrontations.
