Trump and many of his former staffers have frequently bemoaned that \u201crogue bureaucrats\u201d inhibited his policymaking power during his first stint in the White House.<\/p>\n\n\n\n<p>Though President Biden quickly rescinded Schedule F when he took office in 2021\u2014before any positions could be converted out of the federal government\u2019s competitive service\u2014that hasn\u2019t stopped Trump and his allies from working on the initiative in absentia.
