The Archbishop of Canterbury<\/a> has suggested that he may not have been personally responsible for the Church of England\u2019s mishandling of a child sexual abuse<\/a> scandal.<\/p>\n\n\n\n

In his final House of Lords speech as Archbishop, the Most Rev Justin Welby implied that the institution\u2019s failure to stop serial predator John Smyth<\/a> would have warranted his resignation regardless of his own personal culpability.<\/p>\n\n\n\n

He said that a \u201chead\u201d had to \u201croll\u201d, and that this would have been the case \u201cwhether one is personally responsible or not\u201d.<\/p>\n\n\n\n

\u201cThe reality is that there comes a time, if you are technically leading a particular institution or area of responsibility, where the shame of what has gone wrong, whether one is personally responsible or not, must require a head to roll,\u201d he said.<\/p>\n\n\n\n
