Deprived of American funding by an executive order, aid programmes around the world are on the brink of collapse. But for the\u00a0<a href=\"https:\/\/www.economist.com\/united-states\/2025\/01\/29\/donald-trump-goes-to-war-with-his-employees\">intervention of a judge at the 11th hour<\/a>\u00a0on January 28th, large parts of America\u2019s federal government might have suffered a similar fate.<\/p>\n\n\n\n<p>However, when it comes to another kind of cutting\u2014of rules, rather than spending\u2014Mr Trump is part of a global trend. From Buenos Aires and Delhi to Brussels and London, politicians have pledged to slash the red tape that entangles the economy. Javier Milei has&nbsp;<a href=\"https:\/\/www.economist.com\/the-americas\/2024\/11\/28\/javier-milei-free-market-revolutionary\">wielded a chainsaw against Argentine regulations<\/a>. Narendra Modi\u2019s advisers are quietly confronting India\u2019s triplicate-loving babus. Rachel Reeves, Britain\u2019s chancellor, plans to overhaul planning rules and&nbsp;<a href=\"https:\/\/www.economist.com\/britain\/2025\/01\/29\/backing-heathrow-expansion-suggests-labour-is-serious-about-boosting-growth\">expand London\u2019s Heathrow Airport<\/a>. Even Vietnam\u2019s Communists have a plan to shrink the bureaucracy.<\/p>\n\n\n\n<p>Done right, the anti-red-tape revolution could usher in greater freedom, faster economic growth, lower prices and new technology. For years excessive rules have choked housebuilding, investment and innovation. But Mr Trump risks giving deregulation a bad name. His impulse to start by demolishing essential functions of government before reinstating the ones he likes is a formula for&nbsp;<a href=\"https:\/\/www.economist.com\/leaders\/2025\/01\/30\/by-cutting-off-assistance-to-foreigners-america-hurts-itself\">human misery and economic harm<\/a>.
