Forty-four Democrats voted against the bill, while just eight Republicans crossed the aisle to back it.<\/p>\n<p>Despite the tough path to passage, the legislation is a significant win for House Speaker Nancy Pelosi (D-Ca.) and the bill\u2019s two main sponsors \u201d\u201c House Energy and Commerce committee chairman Henry Waxman (D-Ca.) and Massachusetts Rep.
