America isn\u2019t prepared."},"content":{"rendered":"\n<p>From last year\u2019s disaster in Asheville to this month\u2019s&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/nation\/2025\/07\/06\/texas-flood-camp-mystic-timeline\/\">catastrophic floods in Central Texas<\/a>, the world has entered a&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/weather\/2025\/07\/15\/extreme-rainfall-deadly-flooding-explained\/\">new era of rainfall<\/a>&nbsp;supercharged by climate change, rendering existing response plans inadequate. A Washington Post analysis of atmospheric data found a record amount of moisture flowing in the skies over the past year and a half, largely due to rising global temperatures. With so much warm, moist air available as fuel, storms are increasingly able to move water vapor from the oceans to locations hundreds of miles from the coast, triggering flooding for which most inland communities are ill-prepared.<\/p>\n\n\n\n<p>\u201cWe\u2019re living in a climate that we\u2019ve never seen, and it keeps throwing us curveballs,\u201d said Kathie Dello, North Carolina\u2019s state climatologist. \u201cHow do you plan for the worst thing you\u2019ve never seen?\u201d<\/p>\n\n\n\n<p>To understand why inland regions are so vulnerable to heavy rainfall, The Post compared the response to Helene in western North Carolina with that of Florida\u2019s Gulf Coast, where&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/weather\/2024\/09\/26\/hurricane-helene-deadly-storm-surge\/\">the storm hit first<\/a>. The investigation, based on analysis of cellphone data and interviews with two dozen meteorologists, disaster experts and storm survivors, revealed how scant flood awareness and a lack of effective warnings led to far fewer evacuations in North Carolina\u2019s mountainous western counties.<\/p>\n\n\n\n<p>Yet it was in these inland areas that Helene wrought its greatest&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/weather\/interactive\/2024\/hurricane-helene-death-toll-north-carolina\/\">human toll<\/a>.
