Roberts Jr., writing for six members of the court, roundly rejected Mr. Trump\u2019s signature tariffs program. It was the Supreme Court\u2019s first merits ruling \u2014 a final judgment on the lawfulness of an executive action \u2014 on an element of the administration\u2019s second-term agenda.
