The Rev. Jim Simons of Pennsylvania asked whether provinces \u201cengag[ing] in \u201d\u00a6 jurisdictional incursions\u201d\u009d will face any discipline. He said the Southern Cone and the Province of Rwanda are \u201cfunctioning in [the Episcopal Diocese of Pittsburgh] without licenses and laying claim to some of our parishes \u201d\u00a6 in clear violation of the canons.\u201d\u009d<\/p>\n
Canon Kearon responded that the Province of the Southern Cone has received a letter relating to these matters and \u201cthere is a deadline to this response.\u201d\u009d He added that questions related to breaches of the third moratorium of the Windsor Report, which calls for an end to interventions in other provinces, \u201c[have not] been answered by any [instruments] of the Anglican Communion\u201d\u009d and he \u201cwould like to see it on the agenda of the Anglican Communion.\u201d\u009d<\/p>\n
Later, the secretary general said he believed \u201cthe Southern Cone has breached [the third moratorium]\u201d\u009d but refrained from making a similar statement about Rwanda. \u201cWhat would it mean to be out of fellowship with Rwanda?\u201d\u009d he asked.<\/p>\n
\u201cI don\u2019t think [Canon Kearon\u2019s] responses clarified matters,\u201d\u009d the Rev. Canon Mark Harris told The Living Church.<\/p>\n
Sarah Dylan Breuer of Massachusetts said she felt disappointed, particularly over \u201cremov[ing] people from [ecumenical] conversation,\u201d\u009d but added: \u201cWe have opportunities to get creative.\u201d\u009d<\/p>\n
