The White House wouldn\u2019t sign on to the plan.<\/p>\n<p>\u201cWe offered to do it for free to prove a point, and they turned us down,\u201d\u009d Palmisano said. \u201cOur recommendations weren\u2019t aligned with the priorities of the administration. Their priority was not to reduce fraud and improve productivity.
