Reilly, who is co-chairman of the commission with former Democratic Sen. Bob Graham of Florida.<\/p>\n<p>&#8220;Each company is responsible for one or more egregiously bad decisions,&#8221; said Reilly, who was an administrator of the Environmental Protection Agency under President George W.
