Holder Jr. and Kathleen Sebelius, the secretary of health and human services, said that \u201celectronic health records have the potential to save money and save lives.\u201d\u009d But the letter continued: \u201cThere are troubling indications that some providers are using this technology to game the system, possibly to obtain payments to which they are not entitled.
