Banks often fund their operations by borrowing for 90 days at the London interbank rate, which is now just over 5 percent. Allowing banks to borrow at a significantly lower rate from the Fed\u2019s discount window, and for longer terms, economists said, would send a clear signal to financial institutions to encourage more activity.<\/p>\n<p><a href=\"http:\/\/www.nytimes.com\/2007\/12\/12\/business\/12fed.html?_r=1&#038;hp&#038;oref=slogin\">Read the whole article<\/a>.<\/p>\n<p><b>Update<\/b>: <a href=\"http:\/\/online.wsj.com\/article\/SB119739876442121375.html?mod=hps_us_whats_news\">Greg Ip in today&#8217;s Wall Street Journal has this<\/a>:<\/p>\n<blockquote><p>Fed officials, however, continue to consider ways of using various tools &#8212; including the discount rate &#8212; to combat banks&#8217; unwillingness to lend even to each other, which they view as a threat to economic growth.
