Numerous things could be done to put the system in the green.<\/p>\n<p>Possible Ways to Make Social Security Actuarially Sound<\/p>\n<p>    Raise retirement age<br \/>\n    Raise or eliminate the cap on payroll taxes<br \/>\n    Cut benefits<br \/>\n    Collect Social Security on personal income<br \/>\n    Implement a Tiered Cap structure<br \/>\n    Means Testing<\/p>\n<p>Democrats would oppose 1 and 3. Republicans might oppose all but 3.
