It provides for unprecedented open expression and access to information. Government officials say it was essential for the democratic transition that swept them into office in 2015.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"341\" data-total-count=\"5609\">But where institutions are weak or undeveloped, Facebook\u2019s newsfeed can inadvertently amplify dangerous tendencies. Designed to maximize user time on site, it promotes whatever wins the most attention. Posts that tap into negative, primal emotions like anger or fear, studies have\u00a0<a href=\"https:\/\/iae-aix.univ-amu.fr\/sites\/iae-aix.univ-amu.fr\/files\/42_kraemer-the_good_rev.pdf\">found,<\/a> produce the highest engagement, and so proliferate.<\/p>\n<p id=\"story-continues-9\" class=\"story-body-text story-content\" data-para-count=\"392\" data-total-count=\"6001\">In the Western countries for which Facebook was designed, this leads to online arguments, angry identity politics and polarization. But in developing countries, Facebook is often\u00a0<a href=\"https:\/\/twitter.com\/heysarah\/status\/976125761076760576\">perceived<\/a>\u00a0as synonymous with the internet and reputable sources are scarce, allowing emotionally charged rumors to run rampant. Shared among trusted friends and family members, they can become conventional wisdom.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"196\" data-total-count=\"6197\">And where people do not feel they can rely on the police or courts to keep them safe,\u00a0<a href=\"https:\/\/www.nytimes.com\/2016\/09\/12\/world\/asia\/the-philippines-rodrigo-duterte-vigilante-violence.html\">research shows<\/a>, panic over a perceived threat can lead some to take matters into their own hands \u2014 to lynch.<\/p>\n<p><a href=\"https:\/\/www.nytimes.com\/2018\/04\/21\/world\/asia\/facebook-sri-lanka-riots.html\">Read it all<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">\u201cThe germs are ours, but Facebook is the wind.\u201d On how the social media giant fanned the flames of a pogrom that lay waste to Muslim homes and businesses in Sri Lanka.
