One clue: National Security <span id=\"4481cade-40ea-11eb-937f-308d99722a50\">Advisor<\/span> Robert O\u2019Brien cut short a trip overseas early this week to rush back to Washington to help manage the crisis.<\/p>\n<p>But on Thursday, the reality of just how sprawling &#8212; and potentially damaging &#8212; the breach might be came into sharper focus. It started with a bulletin from the U.S. Cybersecurity and Infrastructure Security Agency, known as CISA, warning that the hackers were sophisticated, patient and well-resourced, representing a \u201cgrave risk\u201d to federal, state and local governments as well as critical infrastructure and the private sector. It didn\u2019t take long to see how accurate the agency\u2019s assessment was.<\/p>\n<p>Bloomberg News reported that at least three state governments were hacked. That was followed by reports of other breaches: the <a title=\"link to Intercept story\" href=\"https:\/\/theintercept.com\/2020\/12\/17\/russia-hack-austin-texas\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">city network<\/a> in Austin, Texas, and the U.S. <a title=\"Link to Politico story\" href=\"https:\/\/www.politico.com\/news\/2020\/12\/17\/nuclear-agency-hacked-officials-inform-congress-447855\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">nuclear weapons agency<\/a>.
