You need to guess the context and identity of the speaker before you look.
And by identity just to be clear I do not mean the name of the speaker I mean what he or she does, i.e. is it a nurse, a battalion commander, etc.

As for the other failing-and-stretched-to-capacity social structures here, all I can say is, Nevada is a very, very hard place to be between the cracks. Thanks be to God for the ministries of Catholic Charities here, one of the true lights in the desert.
