Churchill did, in fact, make this statement. At the time of the debate in question (1909), Churchill was one of the economizers.

LOL One of many great Churchill quotes. My favorite was his heated exchange with Lady Nancy Astor that ended thus…

Lady Astor: Winston, if you were my husband I would poison your tea!

Churchill: Madam, if I were your husband I would drink it!

George Bernard Shaw to Winston Churchill:

I am enclosing two tickets to the first night of my new play; bring a friend . . . if you have one.

Churchill’s reply:

Can’t possibly attend your first night. Will attend the second night . . . if there is one.

MP to Churchill re Clement Attless, Labor Prime Minister: You know, Winston, Clement is a very humble man.
WC: He has a lot to be humble about.
