Dame Christine Ryan to step down from Safeguarding Structures Programme Board

The independent Executive Chair of the Safeguarding Structures Programme Board, Dame Christine Ryan, is to step down after only a year in post, it was announced on Tuesday.

Dame Christine took up the post last October having been chair of Ofsted for five years (News, 3 October 2025). Her remit was to implement safeguarding reforms agreed by the General Synod last year (News, 14 February 2025).

A spokesperson for the Archbishops’ Council thanked Dame Christine “for her contribution to advancing our commitment to independent Church safeguarding”.

The spokesperson continued: “Under her direction as Executive Chair of the Safeguarding Structures Programme Board, we have established a clear vision and much of the detailed design for a new safeguarding structure built on greater independence, accountability, and consistency. This blueprint, subject to final approval, details how the organisation intends to operate in the future.
