Those odds are perhaps even conservative at this point. Momentum is building. And it doesn’t help that some in the GOP are pushing the envelope in their opposition. I have it from several sources that Sen. Coburn (R-OK) royally ticked off a lot of the fence sitting Democrats with some comments that are being seen as a naked attempt at intimidation not to mention meddling in the affairs of the other House (which is a serious no no in Congress).
Barring something unforeseeable I think they are going to pass it. And I think it will be near to impossible to repeal it.
