Procedural reasons? A revisionist Dean suggested that the COI Canons (on the basis of which the first resolution was drafted) contradicted a marriage rite of the COI liturgy. On this basis, the first motion was extraordinarily ruled out of order and the subsequent two withdrawn by their proposers.
