I wonder, when they say that Cardinal Dias addressed Lambeth, do they mean that he spoke before all the assembled bishops or just a few few who showed-up to hear him speak at some smaller venue? If you live in Canada and have ever watched Question Period from the House of Commons you often see some Parliamentarian proposing some bill or making a speach before a virtually empty house. The same thing happens here so often in the House and the Senate, speakers surrounded by empty seats. Inquiring minds want to know.
