A wide range of papers was prepared for the meeting and discussed, taking the Commission further towards its goal of producing an agreed statement. The mandate for this third phase of ARCIC is to explore: the Church as Communion, local and universal, and how in communion the local and universal Church come to discern right ethical teaching. In exploring this mandate, the members of the Commission engaged in theological analysis and shared reflection on the nature of the Church and those structures which contribute to discernment and decision-making. Time was spent considering some case studies of ethical issues which members had prepared, and analysing the ways in which the two Communions have come to their present teaching on these matters.

Over the forty years of its work, ARCIC has produced a number of Agreed Statements. The work of ARCIC I received official responses from the two Communions. The Commission continued its task of preparing the documents of ARCIC II for presentation to the respective Communions to assist with their reception. Members reviewed responses already given to each of the five Agreed Statements and will prepare introductions for them that place each of these documents within the current ecumenical situation.

The dialogue committee commended the Grand Imam for establishing “Beit el Aila” for the promotion of national unity in Egypt. The dialogue committee also expressed its appreciation for the UK Christian Muslim Forum initiated by the Archbishop of Canterbury in the UK.

The Anglican delegation presented a paper on the understanding of “Citizenship in Christianity”. Although the context of our meeting was Egypt, the conversation was enriched by hearing of positive experiences in Muslim Christian relationships in many other parts of the world, including Pakistan, Malaysia and the United Kingdom. The paper was accepted with great appreciation.

The Commission commends for study the work of the Anglican-Old Catholic International Co-ordinating Council (AOCICC), Belonging Together in Europe: a joint statement on ecclesiology and mission, and hopes that ACC-15 will support the renewal of AOCICC’s mandate. IASCUFO also commends the Jerusalem Report of the Anglican-Lutheran International Commission, To Love and Serve the Lord: Diakonia in the Life of the Church, and supports proposals for developing that work. Following exploratory talks in 2011 between the Anglican Communion and the World Communion of Reformed Churches, IASCUFO also hopes that ACC-15 will support the re-establishment of a formal dialogue with the Reformed Churches. IASCUFO commends the text of the WCC Faith and Order Commission, The Church: Towards a Common Vision, to ACC-15 for referral to the churches of the Anglican Communion, and itself intends to undertake further study of this text. Transitivity (the question of the relationship of different ecumenical agreements to one another) is the subject of a further report by IASCUFO to ACC-15.

(ACNS) In the name of the Triune God, and with the blessing and guidance of our Churches, the International Commission for Anglican-Orthodox Theological Dialogue (ICAOTD) met at the University of Chester, United Kingdom during 3-10 September 2012. The Commission is grateful for the hospitality extended by the Anglican Communion.

The ICAOTD is continuing in its in-depth study of Christian anthropology, particularly in regard to what it means to be a human person created in the image and likeness of God. The Commission discussed the draft of its joint theological work on this subject, developed through the collaborative studies of previous meetings and enriched by presentations at this meeting on nature and grace, marriage, celibacy and friendship, and creation. Recognizing the need for our churches to address the urgent issues of contemporary humanity, the Commission explored the application of its study, particularly in the area of ecology.

The sixth meeting of the Anglican-Jewish Commission of the Chief Rabbinate of Israel and office of the Archbishop of Canterbury was hosted by the latter, at Mansfield College Oxford, on 31st July and 1st August 2012 / 12th and 13th ….

The Commission’s mandate is taken from the provisions of the joint declaration of the Archbishop and the Chief Rabbis made at Lambeth Palace on 6th September 2006 and confirmed at their subsequent meeting in Jerusalem.

The meeting opened with the reading of a message from the Archbishop of Canterbury expressing his appreciation of the important ongoing relationship that the Commission represents and his own warm relationship with the Chief Rabbis of Israel with whom he had met earlier in the year in Jerusalem.

The Commission continues to take careful note of bilateral conversations between Anglicans and Methodists in a variety of places around the world. In listening to these reports the Commission was able to further its understanding of the various and diverse challenges posed by ecumenical dialogue.

Considerable benefit was gained from meeting with some of those in the dialogue taking place in the United States of America between The Episcopal Church and The United Methodist Church. This gave the Commission an opportunity to learn more about the way that that dialogue is seeking Full Communion between the two churches….

5. We are concerned about the persistent fragile nature of many of the states in our continent ”“ the rise in post-election violence, deep-seated corruption, dysfunctional economies, all affecting economic, political and social development. We urge our political leaders to create frameworks for national multi-stakeholder dialogue as a means of responding to the growing discontent.

6. We are deeply disturbed by the growing tension between Muslims and Christians, resulting in unnecessary loss of lives and property. We offer ourselves to work in collaboration with leaders of other faith communities to lobby respective governments on greater civilian protection towards stabilizing our communities. We call for solidarity with Christians in the Sudan, Zimbabwe, Nigeria and Egypt.

7. We are concerned with the destructive impact that small arms in the hands of civilians has on the welfare of people in our communities and sustainable development. We join other stakeholders in a campaign against their proliferation.

In preparation for the forthcoming meeting of the Anglican Consultative Council (ACC-15) in 2012, the Commission devoted its third meeting to consolidating its work in the five areas initially identified as falling within its remit in 2009.
These areas of work involve:

–reflecting critically on the Instruments of Communion and the relationships among them. Our discussions continue to develop the potential of these in the wider contexts of Anglican and ecumenical ecclesiological reflection;
–studying the definition and recognition of churches;

The Anglican-Old Catholic International Co-ordinating Council (AOCICC) met in York, England from 4 to 8 November 2011.

In its most important piece of work the Council finalized the text of a joint statement on ecclesiology and mission Belonging Together in Europe. An earlier version of the text was the major focus of the International Old Catholic and Anglican Theological Conference held in Neustadt, Germany from August 29 to September 2, 2011.

ICAOTD is deepening and consolidating its work on a joint study of the theological riches, in Scripture and our traditions, of the understanding of the nature of the human person, created in the image and likeness of God. From this understanding flow many implications which are of particular importance to our world today. These relate directly to human rights, ecology, the environment and agricultural practices, and the questions that arise around the ethics concerning the beginning and the end of human life, the nature and relationship of man and woman, technology, and the constant warfare that plagues many parts of the globe. At this meeting the Commission developed a framework for its fundamental theological work on the question of the human person.

In the course of their discussions and in intercessory prayers members of the Commission were made aware of the violation of human rights taking place in many parts of the world, and expressed great concern.

11. In our reflections, we found that our Anglican Communion has also undergone a tremendous transformation in recent decades. Today, the majority of Anglicans are found no longer in the west, but in churches in Africa, Asia and Latin America that are firmly committed to our historic faith and order.
12. At the same time, it grieves us deeply to observe many Anglican churches in the west yielding to secular pressure to allow unacceptable practices in the name of human rights and equality. Beginning with the undermining of Scriptural authority and two millennia of church tradition, the erosion of orthodoxy has gone as far as the ordination and consecration of active gay and lesbian clergy and bishops, and the development of liturgies for same-sex marriage.
13. We are wholeheartedly committed to the unity of Anglican Communion and recognize the importance of the historic See of Canterbury. Sadly, however, the Anglican Communion’s Instruments of Unity have become dysfunctional and no longer have the ecclesial and moral authority to hold the Communion together.

Provincial Secretaries from around the Anglican Communion met in Mexico from 25 August to 1 September 2011 for the seventh in a series of informal meetings started in the 1980s.

The conference programme was designed to further the professional development of the participants, who are each key administrators within their respective Provinces. It provided space for exploring the particular challenges and opportunities facing individual Provinces, sharing lessons learned from experience over the past few years and strengthening knowledge and understanding within the Communion.

Representatives from 25 Provinces…and from the Church of Ceylon attended. Four were unable to attend at the last minute because of illness or visa difficulties and a number of others sent regrets and best wishes. Around half of those present had moved into their present roles since the last meeting of Provincial Secretaries in 2007.

We are aware that there has not been such an act of violence to strike your nation since World War II, and that in a nation of just under 5 million people, a tragedy of this dimension will affect the whole population. That the gunman sought to attack the nation’s youth, gathered to think and reflect together about issues concerning the future of the country, adds to the pain of this immense tragedy….

The Anglican paper presented by Mrs. Clare Amos highlighted the dialectic of whether the Psalms should be considered as ‘our words to God’ or ‘God’s words to us’ and reviewed the changing place and role of Psalms in Anglican liturgy and life. In response, Chief Rabbi Shear Yashuv Cohen examined the place of David as temporal and spiritual leader and how this was reflected in specific Psalms.

The papers and the ensuing discussion reflected on the way in which Psalms may serve as a calibrating resource to curb human arrogance and combat despair. Furthermore, in highlighting the creative tensions between the transcendent and the immanent, the Psalms demonstrate both the constancy and intimacy of the Divine Presence.

Bishop Suheil Dawani, the Anglican bishop, hosted an ecumenical reception for local church leaders, and the Commission was addressed by His Beatitude Theophilos III, the Greek Patriarch of Jerusalem. The Commission spent one of its sessions with Bishop Dawani and Bishop Younan. At both this session and at the reception, members of the Commission heard of the struggles of Christians in Jerusalem and Palestine: of the strain of living a restricted life, of the lack of jobs and opportunities particularly for young people, and of lacking peace with justice for all in society, all of which lead many Christians to leave the holy land and diminish the witness of Christianity in the very places of its birth. At the same time, they heard of the dedication of the local churches to be the hands and feet of Christ: to advocate for a just peace among all, to seek good relations among all the faith communities, and to offer high quality education and health care to the whole society.

Delegates attending the first consultative conference for the Anglican Alliance in Nairobi have called for the Communion initiative to have as two of its key priorities the development of an Anglican Bank for savings and loans and a public education campaign on financial literacy and rights.

The consultation to take forward proposals for development, relief and advocacy across the Anglican Communion yesterday (April 14th) received a strong endorsement from Archbishop Eliud Wabukala, the Primate of Kenya.

Yesterday’s economic empowerment workshop heard presentations from Peter Warutere of the World Bank, Moses Ochieng of the Consultative Group to Assist the Poor and Peterson Kamau from the church’s own micro-finance agency Five Talents. They set out the challenges facing developing countries and set out strategies to overcome poverty globally, nationally and locally.

With great sadness we have been witnessing a day of tragedy in a school environment, at Tasso da Silveira elementary school, in Rio de Janeiro.

It is time for us to discuss our security system, especially the security in our public schools. It was a beautiful day, which looked like a normal day, just one more day of school for so many young students of Tasso da Silveira elementary, in Rio de Janeiro.

Two weeks have passed since the devastating earthquake on the 11th March. At least I have been able to visit the devastated area in Sendai. The night of the 26th March I flew from Tokyo to Yamagata Airport. The next morning I entered Sendai City. Sendai is the main city of the Tohoku region where the Cathedral of Tohoku Diocese of Nippon Sei Ko Kai (the Anglican Church in Japan) is located.

On Sunday morning, I visited the Cathedral (Sendai Christ Church) and saw that parts of the walls had fallen down, the walls were cracked. It looked to me as the whole building was lopsided. On the floor of the Cathedral there were various piles of goods sent from churches in different parts of Japan such as foodstuff, fuel and clothing. Because of the frequent aftershocks, the church council members have decided that it is too dangerous to use the Cathedral for worship, so they are having services in the nearby church hall.

In Sendai City they have restored water and electricity supplies, but the supply of gas to houses has not been restored. Although food is available it is still very difficult to get hold of petrol and other fuel. So some of the parishioners who gathered for worship on the Sunday walked a long distance to get there. Due to the continuing aftershocks, some people go to bed fully clothed, wearing shoes. There are those who have not slept at all since the earthquake and look exhausted. The Bishop of Tohoku Hiromichi Kato who preached at eucharist, he tried to encourage the congregation by saying that their faith would lead them to hope even through the hardship and difficulties of the present situation.

On the 11th of March at 2:46pm, the biggest earthquake ever to hit Japan struck just off the coast of the Tohoku region. This caused a tsunami and fires that brought massive devastation to a very wide area. This unimaginably strong earthquake triggered an explosion at the Fukushima No.1 nuclear reactor. The people living in the area around that and the No. 2 reactor have been evacuated. The stories and images constantly broadcast by the media have left people lost for words, unable to describe the sheer scale of the unbelievable devastation caused by the earthquake, tsunami and fires.

We see homes devastated, whole towns that were swallowed by the tsunami, and houses that continue to burn because fire fighters are unable to reach both the properties and the people who were the victims of this catastrophe. With hearts filled with grief and helplessness we see people who are mourning their lost loved ones and others who search tirelessly for missing family members. There are so many who have lost their homes and possessions. Towns and villages were obliterated by the tsunami, everything was gone in a second.

The Commission recognises that, if the goal of fuller communion is to be realised, in the course of the next two years significant work will need to be undertaken on some specific areas. These include issues relating to the interchangeability of ordained ministries and the ministry of oversight (episkope). Our hope is to find ways in which, in every place, the churches of our two world families may work as one in the urgent task of mission.

The Commission took careful note of the bilateral conversations between our communions. These are taking place in the United States, England, Ireland, and New Zealand, and in Canada and Australia between Anglicans and the united or uniting churches. In listening to the experience of two United Churches (Church of South India/Church of North India) the Commission has become more aware that questions of identity and belonging to wider Christian fellowships require ongoing attention. The Commission would welcome hearing news of any other bilateral conversations.

In the interval between the 57th and 58th Japanese general synods, the Primates’ Meeting, the Lambeth Conference, and the Anglican Consultative Council made “requests and recommendations” that the US and Canada forebear from pursuing gay bishops and blessings, while the “Archbishop of Canterbury has repeatedly given appeals and requests to address the problems.”

Yet, “in spite of the recommendations and appeals [TEC] and the [ACC] have proceeded with the ordination of a homosexual Bishop and recognising the ”˜marriage’ (union) of same sex couples, further complicating the situation and resulting in some provinces threatening to sever relations” with the two North American provinces, while other “provinces have expressed their intention of establishing a separate ”˜Province’.”

“These unfavourable movements have created the situation where a number of Provinces, Dioceses and Churches are unsure of where they stand, dangerously affecting their identity within the Anglican Communion,” Archbishop Uematsu warned.

Our concern was that extremist groups would take advantage of the demonstrations to push for violence. We thank God that this did not happen. It seems that the majority of the youth who are demonstrating are aware of this possibility. Many of them started to see this possible risk. The youth who were interviewed by the television yesterday mentioned that all what they need is democracy. Many groups this morning are demonstrating in support of President Mubarak, the new government, and peaceful transfer of authority at the end of the Presidents term.

Egypt is a very important country in the whole of the Middle East, and whatever happens in Egypt affects the rest of the countries. I was amazed at how the President of Yemen, this morning, announced that he will not seek re-election and will not promote his son to be the next president. We pray that we can set a good example to the surrounding countries.

For the Anglican Communion, 2010 was not a year on which it could look back with undiluted pleasure. While not quite the Annus Horribilis that was 2003, the communion remained divided and distracted, nursing a colossal hangover watered by decades of doctrinal abandon. While individual provinces, dioceses and church movements flourished in different parts of the globe””as an international body the Anglican Communion ended 2010 crapulous, dispirited and decrepit.

The pace of decline has quickened: 2008 saw the collapse of the Lambeth Conference as a pan-Anglican body, losing its credibility through the absence of a majority of the African bishops and its rationale for being; 2009 witnessed the breakdown of the Anglican Consultative Council at its meeting in Kingston; and 2010 foreshadowed the end of the primates meeting as a credible body of leadership for the wider church and a mounting distrust of the London-based bureaucracy.

On Nov 7, 2006 the Primate of Uganda, Archbishop Henry Orombi told his general synod: “There is a proverb that says, ”˜When America sneezes, the rest of the world catches a cold’.”

Beware “the sickness that is coming from America,” he warned.

Speaking on Friday, he said that his intervention was not prompted by pressure from any individual, “but by my conviction to work for the unity of this communion”.

He said that he feared that some of the Primates had “not actually consulted properly” before announcing their intention to boycott the meeting. There was “a huge desire” among “ordinary members” of the Church of Nigeria for the Communion to stay together, he said.

Responding to the suggestion made by the Primates that “the current text” of the Anglican Covenant is “fatally flawed”, Dr Idowu-Fearon said: “If those Primates believe they have a superior wisdom than the collective wisdom of those who produced the Covenant, let them meet and present their wisdom and not start throwing tantrums.”

In a conference convened at the Marriott Airport Hotel in Orlando, Florida on November 15 ”“ 17, 2010, Communion Partners, the fellowship of bishops, clergy and laity from The Episcopal Church who are committed to biblical orthodoxy, traditional Christian practice and the Anglican Communion, met to equip and encourage one another for the work of the Great Commission. The focus of the conference was establishing mission partnerships within The Episcopal Church and the Anglican Communion for the Gospel ministry. The participants heard from the Rt. Rev. Josiah Idowu-Fearon (Kaduna Diocese, Church of Nigeria) about opportunities for mutual ministry in northern Nigeria and in a workshop were instructed about reaching out to our Muslim neighbors. The Very Rev. Kuan Kim Seng (Dean of St. Andrew’s Cathedral, the Diocese of Singapore and diocesan Director of Missions) and the Very Rev. Yee Ching Wah (Dean of the Missionary Deanery of Thailand/Anglican Church of Thailand) introduced those gathered to the need for English-speaking people to come, teach English and share their faith in Southeast Asia. The Bishop of the Diocese of South Carolina (the Rt. Rev. Mark Lawrence) and members of the new Anglican Communion Development Committee (the Rev. Michael Clarkson and the Rev. Robert Lawrence) shared their vision and model for strengthening our bonds with the Anglican Communion through mutual mission and ministry. In addition to the workshop by Bishop Fearon, three other workshops entitled “Discerning the mission ethos of the parish,” “The biblical basis for remnant theology,” and “Mission opportunities in SE Asia” were offered.
