    Odd they described the assessment systems (flat and progressive) to leave them with large surplusses. It could have been 5%, or 5% to 10%.

    Actually, our (Catholic) diocese is funded with something like what they call “the Texas system”. There’s a tax on parish income (something like 4% or 5%, I think) for basic operating experiences, then an annual appeal to the people of the diocese to fund programs, outreach and help poorer parishes. It works pretty well, actually.

    I like the “Texas Plan”, being in the Diocese of Texas. I would say it works well: there is a reasonable tax on parish income, and then they have a whole range of outreach programs that you can look at and choose to fund. Your program funding goes directly to that program.
