Because the election falls within 120 days of the General Convention, Provenzano must receive the consent of the General Convention (the House of Deputies and the House of Bishops).
The linked newspaper article states he was born in ’55. So he came to St. Andrew’s at ago 40. Where was he before that? Hope this isn’t another priest being elevated to bishop after only one prior church position. The chart for St. Andrew’s doesn’t show unqualified success, either. They’re in pretty much the same place in 2007 that they were in 1997 (ASA) and down slightly from 2004.

Long Island could elect a mushroom bishop and it would be an improvement. It is simply incredible that the present ordinary has survived as long as he has without facing legal action or presentment. The destruction of the Diocese has included closing of parishes, schools, and hospitals; suing of convents for their endowment funds; persecution of clergy; financial irregularities; sexual scandals; and the deliberate promotion of heterodox and homosexual agenda. Having suffered in the Diocese for a decade (in the last cowering Anglo-Catholic parish), I have lost all respect for the House of Bishops who never require accountability from liberal offenders and all hope for TEC as an institution.
