I don’t think it was. But US courts (or more accurately, the judges) typically have strict and idiosyncratic rules about the fonts they use (and spacing, and copies, and page numbering…), and this one apparently uses Courier or a similar typewriter-like typeface.
It is not often that you see a document produced on a typewriter these days.
