Ian you must have overlooked the date on the letter it was posted in July when the bishop was still here–ed..
Withdrawing from voluntary structures is fine, but I’d be very careful about something like resigning from the House of Bishops. They’d countenance that as “abandonment”. Don’t give 815 that kind of ammunition.
