(Psephizo) Andrew Goddard–Is what the Church of England Bishops are Doing Theologically Coherent?

Many—including a number of leaders of various networks in a letter, subsequently supported by 22 bishops—are arguing the only proper route, given the subject matter, is the usual process of Synodical scrutiny and approval under canon B2. This would require two-thirds support in each of Synod’s three Houses in order to determine the prayers had consensus and were not indicative of a departure from doctrine. This seemingly technical procedural matter raises important questions as to the sort of church we want to be—the update opens by talking about “inclusive participation” (para 1)—and whether any route other than B2 exceeds the powers of non-Synodical bodies on such a contentious matter and is unconstitutional. I have explored these questions in some detail here (with a summary here).

Third, it originally appeared the prayers might be offered for a wide range of non-marital committed relationships. This is now less prominent (although the still undefined and novel category of “covenant friendship” continues to be highlighted) with more focus on same-sex relationships and an emphasis on these being “demonstrably faithful, exclusive, and permanent” (para 12). How a relationship could prove it meets these three criteria remains unclear. Making a legal status act as the gateway is problematic because the service would then appear to be affirming that status and civil partnerships do not require vows. The most contentious matters here are whether they can be used for sexual relationships other than marriage and/or for those in a civil same-sex marriage.

It would appear the bishops originally thought that the prayers, as they are silent in relation to sexual intimacy or the legal status of the couple, had gained sufficient consensus but this now looks less secure. This is in part because while the prayers may be silent and hence ambiguous, to enable their use in such contexts would require a change in teaching relating to sex and marriage. This is something which cannot be so easily camouflaged, which many are unwilling to embrace, and for which there has not yet been sufficient legal and theological justification. The focus of attention has therefore moved from the prayers to the second area of work which was totally undeveloped back in February but where the bishops perhaps should have begun their discernment…’

(Church Times) Letters reveal divisions among the Bishops over prayers for same-sex couples

The Church Times has seen a letter sent on Wednesday by a group of 22 bishops — including nine diocesans — who have written to their colleagues to welcome the letter from the “alliance of network leaders” and to support its call for the Prayers of Love and Faith to be returned to the Synod under Canon B2.

It is understood, however, that a larger group of bishops, believed to number more than 40, have warned against subjecting the prayers to a long, uncertain, and, they argue, unnecessary synodical process. Instead, they call for the prayers to be approved by the Archbishops under Canon B4.2.

(Canon B4.2 states: “The archbishops may approve forms of service for use . . . on occasions for which no provision is made in The Book of Common Prayer or by the General Synod under Canon B2 or by the Convocations under this Canon, being forms of service which in both words and order are in their opinion reverent and seemly and are neither contrary to nor indicative of any departure from the doctrine of the Church of England in any essential matter.”)

The larger group is also thought to suggest that, if a route is taken that delays the use of blessings, some diocesan bishops might break ranks and commend the prayers for immediate use.

The Archbp of York’s Presidential Address at General Synod yesterday

Let me begin with some words from Pope Francis –

“In today’s world, the sense of belonging to a single human family is fading, and the dream of working together for justice and peace seems an outdated utopia. What reigns instead is a cool, comfortable and globalised indifference, born of deep disillusionment concealed behind a deceptive illusion: thinking that we are all powerful, while failing to realise that we are all in the same boat… How wonderful would it be, even as we discover faraway planets, to rediscover the needs of the brothers and sisters who orbit around us.”i

With this in mind, I want to turn to the prayer that Jesus taught his friends, the Lord’s Prayer as we call it. Just the opening word is a powerful and challenging declaration of solidarity; a defiant rebuke to all who would reduce us to isolation from each other and from God.

For if this God to whom we pray is ‘Father’ – and, yes, I know the word ‘father’ is problematic for those whose experience of earthly fathers has been destructive and abusive, and for all of us have laboured rather too much from an oppressively, patriarchal grip on life – then those of us who say this prayer together, whether we like it or not, whether we acknowledge it or not, even if we determinedly face away from each other, only turning round in order to put a knife in the back of the person standing behind us, are sisters and brothers, family members, the household of God.

That little word ‘our’ is a revolution.

Archbishops’ Commission on Families and Households continues to engage with a number of people and organisations on influencing positive change

The report of the Archbishops’ Commission on Families and Households, ‘Love Matters’, was launched by the Archbishops of Canterbury and York on 26th April at Coram’s conference centre in London. This was a very appropriate venue in which to emphasise the importance of supporting children and families.

Over 120 people came to hear about the Commission’s messages and recommendations. It was a joyous occasion, rendered particularly special by the presence and contributions of pupils from four schools representing different faiths and members of the Family Justice Young People’s Board (FJYPB).  These schools and the FJYPB had previously taken part in the Commission’s evidence-gathering activities. Their personal stories and reflections demonstrated the enormous value of listening to and learning from young people. Their contributions at the launch can be heard on the Commission’s YouTube channel.

(Church Times) Bishop Philip North–Bridge the gap between rich and poor dioceses

Christians care about justice. The Bible sets before us a vision of a Kingdom in which the hungry are fed, the sick are healed, and all live in harmony with one another and the created world. We know that it is our duty and joy to build that future Kingdom now, which is why we are so quick to condemn inequality and speak out against poverty.

But, if we are to condemn injustice and inequality when we see it elsewhere, we must also be willing to address it in our own structures. And one area where we stubbornly refuse to do this is finance.

The new Bishop of Liverpool, Dr John Perumbalath, wrote to colleagues recently to outline the severity of his diocese’s financial situation — one that has resulted in urgent engagement with the national Church and a partnership with an independent reviewer to help them identify financial solutions.

This is not because of mistakes on the part of Liverpool diocese; indeed, that diocese has for years benefited from some of the finest financial managers in the Church, and has shown courage and agility in naming and addressing underlying issues. The problem is that it has no inherited assets, whereas the average level of endowment in dioceses nationally is £40 million.

Friday food for thought from JC Ryle–on the importance of thinking carefully before you act in Jeremiah

“Jeremiah 6:16 says to you, “Stand, and see, and ask.” I take these words to be a call to thought and consideration. They are as though the prophet said, “Stop and think. Stand still, pause, and reflect. Look within, behind, and before. Do nothing rashly. What are you doing? Where are you going? What will be the end and consequence of your present line of action? Stop and think.” Now to set men thinking is one great object which every teacher of religion should always keep before him. Serious thought, in short, is one of the first steps toward heaven. “I thought on my ways,” says the Psalmist, “and turned my feet unto Thy testimonies” (Ps 119:59). The prodigal son in the parable “came to himself” before he came to his father. He began to consider quietly the folly and uselessness of his conduct, and then, and not till then, he returned home, saying, “Father, I have sinned” (Luke 15:18). Want of thought is, in truth, the simple cause why many make shipwreck for ever. There are but few, I suspect, who deliberately and calmly choose evil, refuse good, turn their back on God, and resolve to serve sin as sin. The most part are what they are because they began their present course without thought. They would not take the trouble to look forward and consider the consequence of their conduct. By thoughtless actions they created habits which have become second nature to them. They have got into a groove now, and nothing but a special miracle of grace will stop them. That is a solemn charge which Isaiah brings against Israel: “My people doth not consider” (Isa. 1:3). “I never gave it a thought,” is the sad excuse which I have heard many a man or woman in the lower classes make for sin. The words of Hosea are strictly true of thousands: “They consider not in their hearts” (Hos. 7:2).”

(WSJ) Major New Study shows Cannabis abuse Is Linked to Mental Illness

Several studies have shown that chronic cannabis use is linked to a higher incidence of schizophrenia among men in their early 20s, the age when the disease is usually diagnosed. The first paper on the topic, a Swedish study published in 1997, found that heavy cannabis use was associated with a sixfold increase in schizophrenia risk. In the decades since, social scientists have unearthed a strong link between heavy cannabis use and other severe psychological illnesses, including clinical depression and bipolar disorder.

Now a new longitudinal study has examined the medical records of all citizens of Denmark over the age of 16, some 6.5 million people in all, for patterns of diagnosis, hospitalization and treatment for substance use between 1995 and 2021. In the paper, published in the journal JAMA Psychiatry in May, Dr. Oskar Hougaard Jefsen of Aarhus University and colleagues showed that people who had previously been diagnosed with cannabis use disorder were almost twice as likely to be diagnosed later with clinical depression. According to the Centers for Disease Control and Prevention, cannabis use disorder is characterized by craving marijuana, using it more often than intended, spending a lot of time using it, and having it interfere with friends, family and work.

Even more dramatically, the paper also found that people with cannabis use disorder were up to four times as likely to be diagnosed later with bipolar disorder with psychotic symptoms.

(NYT front page) Globally, the Heat Hasn’t Just Been Scalding, It’s Setting Records

The past three days were quite likely the hottest in Earth’s modern history, scientists said on Thursday, as an astonishing surge of heat across the globe continued to shatter temperature records from North America to Antarctica.

The spike comes as forecasters warn that the Earth could be entering a multiyear period of exceptional warmth driven by two main factors: continued emissions of heat-trapping gases, mainly caused by humans burning oil, gas and coal; and the return of El Niño, a cyclical weather pattern.

Already, the surge has been striking. The planet just experienced its warmest June ever recorded, researchers said, with deadly heat waves scorching TexasMexico and India. Off the coasts of Antarctica, sea ice levels this year have plummeted to record lows.

(Economist) East Asian governments must try to manage a momentous social change they cannot prevent

The concept of “Asian values”, once championed by leaders across the region, went out of vogue after the Asian financial crisis of 1997. The idea that East and South-East Asia’s disciplined governments had a unique economic edge over the decadent West suddenly seemed less compelling. Today in prosperous East Asia a different facet of those ballyhooed values is looking even more parlous. In China, Japan, South Korea and Taiwan, Asians’ supposed commitment to conservative family life is collapsing. As we report in our Asia and China sections this week, millions of young people are opting for looser, often lonelier and—in the East Asian context—less male-dominated arrangements. In a region that is home to over a fifth of humanity, the socioeconomic and demographic consequences will be vast, potentially destabilising and will shape millions of lives.

In Japan, where the shift first became evident, married couples with at least one child accounted for 42% of households in 1980, and single people 20%. That has flipped. In 2020 couples with children accounted for 25% of households, and singletons 38%. And the decline is continuing. Last year 17% of Japanese men and 15% of women aged 18-34 said they would not marry, up from 2% and 4% in the early 1980s, and China recorded its lowest-ever number of marriages, half as many as a decade ago.

In some ways young Chinese, Japanese, Taiwanese and South Koreans are following a path charted in rich countries elsewhere.

Archbishops and UK faith leaders urge Government to adopt “just and compassionate” asylum policy

In a joint letter in The Times…[Wednesday], the faith leaders write: “The Illegal Migration Bill falls short of our obligation towards the most vulnerable. It fails to meet the basic test of an evidence-based and workable policy. We need an alternative approach that reflects our country’s history, values and responsibility.”

They add: “The UK should take a lead in setting out a just, compassionate approach, ensuring that people seeking sanctuary are protected, claims decided quickly and justly, human traffickers are punished, and the root causes of mass migration are properly addressed.”

The intervention comes on the final day of the Report Stage of the Illegal Migration Bill in the House of Lords. The Archbishop of Canterbury will be speaking in the House of Lords this evening in the final debate, during which Peers will vote on amendments.

The Archbishop will speak in support of his amendment, which has been tabled with the support of Peers from the Government and Opposition benches.

New Bishop of Winchester Announced to be Philip Mounstephen, currently Bishop of Truro

Bishop Philip will serve as the 98th Bishop of the Winchester Diocese, which covers 255 parishes across most of Hampshire and part of Dorset. He will be welcomed at a service of installation in Winchester Cathedral later this year.

Today (6 July), Bishop Philip will be introduced to representatives from across the Diocese of Winchester, first meeting students and staff at St Mark’s Church of England School in Southampton, before visiting the port chaplain at the Mission to Seafarers at Southampton Docks and being introduced to the crew on board a container ship. Bishop Philip will then spend time with representatives from the rural Benefice of Bright Waters, before concluding the day attending a service of Evensong at Winchester Cathedral.

The appointment marks a return to the diocese for Bishop Philip who was born in Hampshire and who studied English Literature at the University of Southampton where he came to Christian faith.

A Short description of Jan Hus from the Virtual Museum of Protestantism

He protested against the ecclesiastical system, he preached in favour of reform in the Church and advocated a return to the poverty recommended by the Scriptures. Indeed, the Scriptures were the only rule and every man had the right to study them. In Questio de indulgentis (1412) he denounced the indulgences.

He admired Wyclif’s writings and defended him when he was condemned as a heretic. He was excommunicated. An interdict was pronounced over Prague and he had to leave it and go to southern Bohemia, where he preached and wrote theological treatises, notably the Tractatus de ecclesia (1413), known as «The Church».

(Church Times) C of E General Synod motion seeks debate on ISB affair and inquiry by a senior lawyer

A General Synod member and survivor advocate, Gavin Drake, has tabled a following motion to ensure that the recent débâcle surrounding the sacking of the Independent Safeguarding Board (ISB) is up for debate in York.

His motion asks for an independent inquiry into the Church’s safeguarding bodies, policies, and practice — conducted by a senior lawyer, to report within a year, and the report to be debated by the Synod at that time.

It is his second attempt to bring the ISB onto the agenda. His first attempt was ruled out of order because the presentation on the ISB to which it was attached was deemed “free-standing” and not linked to a report.

(Seen and Unseen) Jeremy Begbie–Bach’s boundless abundance: the making of a musical genius

So in what does Bach excel? Why is he the most revered musician in history? People answer this in different ways, but for me, it comes down to something very simple: he turns the Christian life into sound to a degree no one before or after has come close to matching. This is not to say he is always preaching at you. He does proclaim, certainly, but the musical sounds he generates do not generally send “messages”. Rather, they help you feel what it’s like to live in this world—and understand the world—as a Christian.

Take for example his mammoth masterpiece that tells the story of the suffering and death of Jesus as told by Matthew in the New Testament: the St Matthew Passion.

 Right from the start, you do not simply hear about or observe the drama; you are taken inside it. In the opening scene Jesus trudges on the via dolorosa to his crucifixion. String basses and cellos pound away on one note in a faltering, dragging rhythm; other instruments tug away from each other in fierce dissonance. All this is in a dark minor key. We are made to feel in our bodies the slow, lumbering, doom-laden march of this man to his execution. But that is not all. On top of this, two choirs enter, singing to each other: the one asks puzzled questions (who is this?) and the other replies by unfolding the meaning of this strange procession: the condemned man is carrying the weight of the world’s human guilt. But that is not all. Over this, a third choir enters (usually a boy choir in today’s performances). These are the singers of the heavenly Jerusalem, far above the action, intoning an ancient hymn (“Lamb of God…”). Fittingly, they sing in a secure rhythm, and in a positive (major) key. Here God is winning back, healing his broken world, our world. Bach piles all these layers on top of each other so we hear them all at once—something only music can pull off (it is impossible with words alone). We trudge with Jesus as he identifies with us at our worst, yet at the same time we are surrounded by an eternal assurance that here God is doing his climactic work.

(NYT) Barred From Grocery Stores by Facial Recognition

Simon Mackenzie, a security officer at the discount retailer QD Stores outside London, was short of breath. He had just chased after three shoplifters who had taken off with several packages of laundry soap. Before the police arrived, he sat at a back-room desk to do something important: Capture the culprits’ faces.

On an aging desktop computer, he pulled up security camera footage, pausing to zoom in and save a photo of each thief. He then logged in to a facial recognition program, Facewatch, which his store uses to identify shoplifters. The next time those people enter any shop within a few miles that uses Facewatch, store staff will receive an alert.

“It’s like having somebody with you saying, ‘That person you bagged last week just came back in,’” Mr. Mackenzie said.

Use of facial recognition technology by the police has been heavily scrutinized in recent years, but its application by private businesses has received less attention. Now, as the technology improves and its cost falls, the systems are reaching further into people’s lives. No longer just the purview of government agencies, facial recognition is increasingly being deployed to identify shoplifters, problematic customers and legal adversaries.

(Local paper front page) South Carolina coastal cities prepare for Fourth of July holiday and ‘dirtiest day on the beach’

“It’s amazing what trash is left in our parks, both on our beach and in the interior of the park,” Wilson said, adding that park rangers cannot issue littering citations. “So much work goes in from volunteers to staff, both in parks and on the beach, just picking things up.”

In the U.S., the upcoming Fourth of July holiday typically brings millions of visitors to coastal beach areas for holiday festivities. The significant amount of litter and trash left behind has led the California-based Surfrider Foundation to dub July 5 as the dirtiest day on the beach.

Wilson, who has worked at the park since 1994, said she is bracing herself for what she will find that day. She urges the public to pick up their trash in order to protect the environment.

“A lot of times, we just throw up our hands and think, ‘What can I possibly do? I’m just one person.’ But everybody can make a difference,” Wilson said. “If you pick it up, that means an animal won’t.”
