Mike McManus: The Anglican/Episcopal Battle Sharpens

When I interviewed Missionary Bishop Martyn Minns of the Convocation of Anglicans of North America (CANA) this week, he was already in Jerusalem a week before the Global Anglican Future Conference (GAFCon) which will gather 300 conservative bishops representing 35 million Anglicans, more than half of those in the world.

Most are from the “Global South,” such as Africa, Asia, South America, Australia. However, many are “missionaries” from those countries to the U.S., such as Minns, who has attracted 55 conservative congregations, most of which have fled the increasingly liberal Episcopal Church. Another 250 have left for such groups as the Anglican Mission in America.

The gathering of GAFCon bishops is almost revolutionary, because only weeks later, the Archbishop of Canterbury will preside over Lambeth, a conference for the world’s Anglican bishops. The Global South bishops decided not to attend Lambeth, but to hold their own gathering instead.

Does this mean there will be split in the Anglican Communion?

Minns thought not: “We are in a process of realignment. When children grow up, you have to re-do your relationship, and begin to relate as equals. They are no longer kids and want to share in the leadership of the family. Institutional change is difficult.”

Bishop Graham James of Norwich: On Refusing Lambeth invitations

I have lost count of the number of people who have commiserated with me because I am going to the Lambeth Conference. They either assume it will be an ecclesiastical punch-up or imagine the company of over six hundred bishops must be a foretaste of everlasting punishment.

An overload of episcopal fellowship will be bearable because of the cultural and theological diversity among the bishops, let alone their varied personalities. My real regret is that the diversity will be diminished compared with the last two Lambeth Conferences, because there have been so many refusals of the Archbishops invitation. While I wouldn’t relish any sort of ecclesiastical punch-up, I will be disappointed if we don’t discuss the issues which are currently so divisive. We need to do so in ways less oppressive than some of the plenary sessions last time, but it is difficult to have a debate if some of the main contenders are not represented.

Those bishops who refuse to come stand in a longer tradition than they may realize. Archbishop Longley invited 151 bishops to the first Lambeth Conference in 1867. (He even included all retired bishops: we would need an extra university campus if that was tried again.) In the event 76 bishops turned up, almost exactly half those who were invited. This time the proportion will be a good deal higher.
Bishops will stay away from this year’s Lambeth Conference for the opposite reason given by the original refuseniks. They think the Lambeth Conference has too little authority. They also believe its standing has been fatally weakened by the way in which Resolution 1.10 from the last conference has not been obeyed in some parts of the Anglican Communion. There seems to be less concern over the failure of the Communion to implement and obey many other resolutions over the years. But they ask, not unreasonably, what is the point in passing Resolutions if nothing is resolved? Doesn’t this simply reveal a vacuum of authority at the heart of Anglicanism?

It is intriguing that the Lambeth bishops have, from the beginning, produced a stream of resolutions, reports and pastoral letters. The Colenso affair (the hot topic at the first conference), evolution, birth control, the South India scheme or the ordination of women: there has always been some Communion-breaking issue which has tested episcopal unity and also spawned lengthy pronouncements. The current convulsion over sexuality doesn’t seem at first sight so very different.

But it has introduced a new, if not entirely unprecedented, factor. The Dean of Sydney, the Very Reverend Phillip Jensen, was recently reported as saying that the problem with the Lambeth Conference was the attendance of bishops who had consecrated Bishop Gene Robinson (who has not received an invitation himself). Those who consecrated him, argued Dean Jensen, were ‘false teachers who have acted in a way which makes fellowship with them impossible’. So it seems you cannot even confer, let alone worship, with those whom you believe have led the Church into error.

I am glad the same stance was not taken by the vast majority of English Anglicans when the decision was made to ordain women to the priesthood. The Act of Synod on episcopal ministry, as well as the provisions within the Measure itself, were grounded in a desire on both sides of that issue to remain in fellowship with each other despite profound differences. If things had been different, then I don’t suppose I would even be writing this article. If progress is slow on the ordination of women to the episcopate, it is the desire to remain in fellowship and with as much sacramental unity as possible which makes the task of devising legislation exacting.

Perhaps in these matters we need to renew our acquaintance with the Donatists. The parallels are inexact, though Dean Jensen’s words do carry some echoes of those fourth-century schismatics who thought they were more faithful to the Gospel than anyone else. The origins of the Donatist controversy centred on the consecration of Caecilian as Bishop of Carthage around 311. The claim, especially of bishops in Numidia, was that the consecrators included those who had betrayed the Christian faith in the Diocletian persecution and so were false teachers.

As time went on, the Donatists exploited economic unrest in North Africa, and consequent resentment of Rome as an imperial power and ecclesiastical authority, to add fervour to their cause. More locally, Numidia had no fondness for Carthage. In the current controversies within our own Anglican Communion, resentment of American hegemony and Western cultural imperialism is frequently exploited too.

St Augustine cut the branch on which the Donatists sat by stressing that the unworthiness of the minister did not effect the validity of the sacrament, a theological position so central to Anglicanism that it found its way into the Thirty-Nine Articles. But the long-lasting nature of the Donatist controversy weakened severely the North African Church. The Donatists only disappeared when almost the whole of the North African church was wiped out by Muslim conquest in the seventh century. If parallel it is, it is a grim one.

Back in the 1860s, Archbishop Longley recognized the imperfections of Anglican ecclesiology but placed considerable faith in the determination of this developing worldwide Communion to remain in fellowship. He believed that conferring with one another was a way to unity. In his day, St Augustine challenged the Donatists to public debate about that theological imperative derived from Christ himself – the unity of the Church. They were not responsive. I fear that those who have refused the Archbishop’s invitation to this Lambeth Conference will damage the unity of the church and the mission of Christ in our own time more than they seem to know.

Sydney Morning Herald: The Archbishop says No

Pilgrims to the mount of olives late this month may be startled to see a couple of hundred Anglican divines kitted out in purple toiling up the slope. Most of the faces will be black. Back home these men are princes of the church; their followers run into tens of millions. But somewhere among the bishops, dressed incongruously in civvies, will be the humble, smiling face of Peter Jensen, the Archbishop of Sydney.

What’s afoot in Jerusalem is the destruction of the Anglican Communion, the worldwide church loosely aligned to the Archbishop of Canterbury. It spread with the empire and has so far survived, despite all its contradictions, for about 450 years, guided by the tart good sense of its founding monarch, Elizabeth I: “There is only one Jesus Christ and all the rest is a dispute over trifles.”

Archbishop Greg Venables predicts end of Anglican Communion

The South American primate who has welcomed dissenting Canadian Anglican parishes into his province says he sees the beginning of the end of the world-wide Anglican Communion.

“I believe we’re in the early stages of divorce,” Archbishop Gregory Venables, presiding (national) bishop of the Anglican Province of the Southern Cone, told a news conference during a meeting of the Anglican Network in Canada from April 25 to 26.

“I think there comes a point when a marriage is no longer a marriage and you have to recognize it,” he said. But Archbishop Venables suggested that Anglican churches could still stay together in some form. “Maybe we can have an Anglican federation,” he said.

In an interview with the Anglican Journal, Archbishop Venables noted that air travel and the Internet have re-structured international networks.

Statement from the Global South Primates Steering Committee, London, Mar 13-15, 2008

2. Following the inconclusive response to the repeated calls for repentance and the specific requirements of The Episcopal Church in the Windsor Report and the various Communiques (Dromatine Feb 2005, Dar es Salem Feb 2007), the undifferentiated invitations to the Lambeth Conference (July 2008) of the un-repenting Bishops who have clearly flouted the bonds of trust and “torn the fabric at the deepest level” of the Communion is causing a significant number of Bishops to be troubled, in deep consternation and dilenma as to their own Lambeth participation.

The controversial visit involving the Joint Standing Committee of the Primates and the ACC (Oct 2007), without prior consultation with the Primates on its composition, procedure and accountability process, and its un-critical and overly generous assessment of the response of the House of Bishops (TEC) has further weakened the remaining fragile threads of trust in the Communion and severely affected hope for any genuine resolution.

These have caused various deepening negative assessments and cast further doubts on the state, will and ability, of the Communion to continue as a recognizable living and witnessing expression of the one, holy, catholic and apostolic church. Consequently, initiatives and challenges have emerged which could lead to further fragmentation and disintegration in the Communion, which is already in the nadir of collegial trust and confidence.

This was not just an instance of the West defining itself against Christianity, but also, more tellingly, of a post-Christian West, still recovering from seeing religion as contagion, mobilizing behind a domesticated highbrow view of culture for safeguard.

At Lambeth itself, and subsequently, there was widespread consternation among Western bishops that the Third World bishops seemed misguided enough to think that the Bible could replace enlightened reasonableness as a standard of guidance and Christian teaching. The unprecedented large conversions taking place in Africa and elsewhere were viewed as unwelcome resistance in the path of the West’s cultural juggernaut.

A Communiqué from GAFCON leadership meeting

We met in England as the leadership team of the Global Anglican Future Conference and Jerusalem Pilgrimage from March 10-12, 2008 and were encouraged by the support and enthusiasm of bishops, clergy and lay leaders around the Anglican Communion who have welcomed GAFCON and expressed their desire to attend.

We affirmed that the goals of GAFCON are to:

1. Provide an opportunity for fellowship to continue to experience and proclaim the transforming love of Christ.
2. Develop a renewed understanding of our identity as Anglican Christians within our current context.
3. Prepare for an Anglican future in which the Gospel is uncompromised and Christ-centered mission a top priority.

We received reports from our various task forces involved in logistics support and program development and are grateful for the remarkable progress already made. We are confident that our time together in the Holy Land will be one of great blessing for the wider Christian community, a positive witness of Jesus Christ as Lord and Saviour and anticipation of our future as Anglican Christians.

What does commitment to “Global South work” mean for two iconic primates from Africa and Asia? Such clarification is necessary. Without which Anglicans across the Southern Hemisphere do not have a shared platform on which they can discuss how to support one another in promoting the common good.

In what follows, I shall chart the emergence of “Global South Anglican”, and place its rise within the broader historical developments of churches in the Southern Hemisphere. I shall end with some broader questions for the future of the Communion.

The Bishop of Fort Worth Announces Plans to Attend the GAFCOn Conference

The Rt. Rev. Jack Leo Iker, Bishop of the Episcopal Diocese of Fort Worth, announced today that he plans to participate in the Global Anglican Future Conference (GAFCON), to be held in Jerusalem, June 22”“29, 2008. Described as “a full week of planning and pilgrimage,” the event is being organized by the leading orthodox Primates of the Anglican Communion, and participation in the conference is by invitation only.

“I want to demonstrate my solidarity with the Bishops of the Global South,” Bishop Iker said, “and to stand with them as we seek a positive way forward for the mission of the Anglican Communion during this time of dissension. I expect it to be a time of spiritual renewal and refreshment.”The conference program will focus on worship, prayer, discussion, and Bible study, shaped by the context of the Holy Land.

Bishop Iker said that he “remains in consultation” with several other bishops regarding attendance at the upcoming Lambeth Conference of Bishops, which is to be held at the University of Kent in Canterbury from July 16 to August 3. He also will be seeking the advice of his own clergy about participating in this gathering of Anglican bishops from around the world that meets once every ten years. Bishop Iker was among those in attendance at the last Lambeth Conference, which was held in 1998.

Both GAFCON and Lambeth are international conferences that will occur during the time the Bishop will be away from the diocese on a three-month sabbatical, beginning in early May.

Gafcon conference 'rearranged'

The Gafcon organizing committee, which is arranging an alternative to the Anglican Lambeth Conference, has announced that the dates and venue of the Jerusalem conference have been changed.

Following consultations with the Bishop in Jerusalem, the Rt Rev Suheil Dawani, the conference will now be broken into two parts: a consultation for church leaders in Jordan from June 18-22 and a pilgrimage to Jerusalem from June 22-29.

“We are very grateful for the feedback that we have received on the many complex issues that confront us,” the Archbishop of Sydney, Dr Peter Jensen (pictured) said on Feb 19.

GAFCON Response to Evangelical English Bishops

We think it is important to let you know our reasons for not acceding to your request, and also to make them public since your letter is public. We have a number of concerns.

First, the Lambeth Conference is not a two hour seminar discussing a contentious issue. It is three weeks in which we bishops and our wives are called to share together our lives, our prayer, our bible study, our meals, our worship and the Lord’s Supper, to be a family together.

You will know that some of us have not been able to take communion with the Presiding Bishop of The Episcopal Church since February 2005, – a period of about three years. The reason is that TEC took an action to consecrate Gene Robinson as Bishop in 2003 contrary to the resolution of the Lambeth Conference, an action of which they have not repented. The consecrators of Gene Robinson have all been invited to Lambeth, contrary to the statement of the Windsor Report (para 134) that members of the Episcopal Church should “consider in all conscience whether they should withdraw themselves from representative functions in the Anglican Communion”.

You will know that some of those who objected to this consecration in the United States and have made arrangements for orthodox oversight from other provinces including ours have been charged with abandonment of communion. Their congregations have either forfeited or are being sued for their properties by the very bishops with whom you wish us to share Christian family fellowship for three weeks.

The Bishop of Durham Responds to Gafcon

ST PAUL, facing shipwreck off Malta, spotted the soldiers getting into a small boat to rescue themselves. “Unless these men stay in the ship,” he said to the centurion, “you cannot be saved.”

A similar urgent plea must now be addressed to those who, envisaging the imminent break-up of the good ship Anglican, are getting into a lifeboat called GAFCON, leaving the rest of us to face the future without them.

I have shared the frustration of the past five years, both in the United States and around the world. I have often wished that the Windsor report could have provided a more solid and speedy resolution. But the ship hasn’t sunk yet.

The rationale of GAFCON (the Global Anglican Future Conference) is: “The Communion is finished; nothing new can happen; it’s time to split.” No mention is made of the Windsor report, the proposed Anglican Covenant, or, indeed, the Archbishop of Canterbury’s Advent letter, insisting as it does on scriptural authority, which GAFCON seems to regard as its monopoly.

Chris Sugden: Why hold a conservative Anglican conference?

Archbishops and bishops from both the Evangelical and Anglo-Catholic wings of the Church, who lead 30 million of the world’s 55 million active Anglicans, will make a pilgrimage to the Holy Land in June 2008 for the Global Anglican Future Conference (GAFCON: News, 4 January). They are travelling to the places of Christ’s ministry, where the gift of the Holy Spirit was first poured out, in order to strengthen them for what they believe will be difficult days ahead.

The vision, according to the Archbishop of Kenya, the Most Revd Benjamin Nzimbi, is to inform and inspire the invited leaders “to seek transformation in our own lives and help impact communities and societies through the gospel of our Lord Jesus Christ”.

The convening Primates have said that their pastoral responsibility requires that they provide an opportunity for their bishops, who would normally have looked to the Lambeth Conference, to meet for prayer, fellowship, and counsel, on matters vital to their Church’s mission and ministry.

Jeremy Bonner reviews Miranda K. Hassett's Anglican Communion in Crisis

In examining the origins of the conservative movement in the Episcopal Church, Hassett challenges some widespread opinions held by members of the liberal community. The oft-repeated charge that the support of Global South bishops for American conservatives at the 1998 Lambeth Conference and subsequently was “bought,” she dismisses as reflecting an inadequate grasp of where most of the Southern bishops stood. That there are problems with the disparities of wealth between North and South and how wealth is shared between the two cannot, she believes, explain why the crisis has developed as it has done. More controversial, especially in America, will be the conclusion she draws from her experience of worshipping and talking with the St. Timothy’s, regarding the genuineness of the professions of concern for moral teaching that come from groups like AMIA. “Although homosexuality is often singled out for particularly vehement opposition,” she writes, “my time at St. Timothy’s showed me that evangelical Episcopalians’ responses to homosexuals are framed in the same language of sin and the need for transformation through a relationship with Jesus Christ that they apply to their own lives.” (42)

Conservatives, however, should not become complacent. Hassett has her own view of the myth that has grown up around Philip Jenkins, The Next Christendom, which has led some to see the shift in the locus of power to the Global South as the inevitable triumph of Christian orthodoxy. (249-52) Her Ugandan experiences demonstrate that the sense of a monolithic Southern Church that one can sometimes derive from the statements of certain primates is far from accurate. She notes, for example, the greater degree of tolerance for homosexuality (though not a denial of its sinful nature) displayed by the Bakolole fellowships that emerged from the East African Revival; the understanding of homosexuality as an imported “colonial” practice that has made it a matter of nationalist well as religious significance; and the continued reservations expressed by Ugandan bishops and priests about the wisdom of constituting AMIA.

Washington Times: Bishops to protest Anglican liberal tilt

A coalition of conservative Anglican and Episcopal bishops has announced an eight-day conference in Jerusalem in mid-June to register their disenchantment with the liberal direction of the Anglican Communion.

It will be six weeks before the once-per-decade Lambeth Conference of Anglican Bishops, scheduled for July 20-Aug. 3 at the University of Kent in Canterbury, England. Although more than 800 bishops are invited to Lambeth, up to one-third may boycott it to protest the 2003 consecration of the openly homosexual New Hampshire Bishop V. Gene Robinson.

Bishop Robinson has not been invited to the Lambeth gathering, but the 18 active bishops who helped consecrate him in November 2003 were invited, sparking furious reactions from Anglican conservatives, who declared they would not attend the same conference.

“The idea is to provide pastoral support for bishops and their wives, who would have normally been expected to go to Lambeth for that, but for reasons of conscience cannot,” said Canon Chris Sugden, one of the Jerusalem organizers and executive director of the Oxford-based Anglican Mainstream.

Regional Anglicans fear Jerusalem conference could 'inflame tensions'

The head of the Anglican Church in the Middle East, Bishop Mouneer Anis of Egypt, has also urged caution about the date and venue of the Jerusalem meeting. In correspondence with the meeting’s chief organizer, Archbishop Peter Akinola of Nigeria, Anis cited internal Anglican political considerations in opposing a June gathering.

He also questioned meeting in Jerusalem, saying it was unlikely Palestinian Anglicans would support the meeting “for various reasons.”

Arab Anglican leaders are concerned the conference, known as GAFCON, could wreck the Anglican Church’s carefully balanced position within Palestinian society and the Anglican Communion.

The Palestinian church is strongly opposed to gay or female clergy and follows the conservative tradition within Anglicanism. However, it receives financial support from American dioceses that are at the forefront of the gay rights movement. Highlighting the diocese’s conservative position in the midst of the Anglican Communion’s civil war over homosexuality could have immediate financial consequences, church leaders note.

Plans for pre-Lambeth meeting for conservatives do not signal disloyalty – Archbishop of Canterbury

The Archbishop of Canterbury told a national radio audience on December 19 that the gist of his Advent letter was that he “wanted to encourage bishops around the world to come to the Lambeth conference because I think that it is better to meet face to face and talk about these things rather than dealing with them at right angles or through other people or through slogans.”

He said he intended his Dec 14 Advent letter to ”˜set out what I thought were the basic minimum conditions for staying in a close relationship as a world wide church. I wanted to suggest some practical steps in the next few months to make some conversation happen and get some facilitated meeting moving among the Anglican Communion’s disparate factions.’

Plans to hold a pre-Lambeth meeting for conservatives did not signal disloyalty, Dr Williams said, as such a meeting ”˜would not have any official status as far as the Communion is concerned’.

Michael Poon asks Archbishop Peter Jensen for clarification on several crucial points

I read with interest your 27 December 2007 Statement on the proposed Global Anglican Future Conference. Thank you for unpacking the background, and for your reassurance to your faithful in Sydney that the Conference “is not designed to take the place of Lambeth”. I appreciate your conviction in upholding orthodoxy. I also share you passion in standing together with those Anglicans in North America who are courageously contending for the faith that was once delivered to the saints. I hope we can work together for the good of the Communion in the time to come, to the glory of God.

Your Statement at the same time leaves me, and perhaps others in the Southern Hemisphere, unclear on several crucial points. I look to you, as an archbishop charged with huge responsibility under God, for your further clarification, that your actions can lead to the strengthening of the faithful across the worldwide Communion at this time of deep crisis and uncertainty.

1. What is the particular nature of the crisis before the Communion today? You mentioned several times in your Statement that the issue is over “biblical standards”, especially “in the biblical view of sexual ethics”. I wonder if that depiction adequately reflects the crux of the matter. After all, some other churches and congregations from different traditions have also departed from the “biblical views”. I wonder if the issue before the Anglican Communion is rather this: How do we see ourselves keeping the faith and witnessing together as part of the “one, holy, catholic and apostolic church” across the ages and across the oceans? Perhaps at the heart is an ecclesiological issue. So the contention has never been simply on biblical view of sex, but on the particular issues of episcopal election of a candidate living in a committed same-sex relationship, and on the rites of blessing for same-sex unions. The process of discerning the Word and on keeping faith to what is revealed as a community go hand in hand. I suggest this interpretation may perhaps be fundamental, and determines how we respond and map the way forward.

Michael Poon asks some questions on 'The Global Anglican Future Conference'

Has the Global South Anglican Primates Steering Committee endorsed this Statement? So far, it has remained silent on the matter. It is important to note that the authority of the Global South Anglican “movement” and of the Steering Committee arise from the South-South Encounter and most recently the Kigali Meeting in 2006. The Global South represents a broad spectrum of Anglican churches that hold onto the historic faith and ecclesiology informed by the historic formularies. It does not answer to the dictates of the radical evangelical wings within the Communion. It is regrettable that Asia, West Indies, and Middle East are glaring omissions among the “conveners” of the proposed Conference. Have they been consulted? Have they rejected the proposal? In their place, we find names of colleagues (with due respect) from a particular strand in the Northern churches. Why was this Statement issued with such haste? And without broader representation?

Religion and Ethics Weekly: A Look Ahead to the Likely Major Religion Stories of 2008

[BOB] ABERNETHY: One of the things that will certainly be going on in the New Year is more and more of something that we’ve already seen, which is this closer relationship between religious organizations in the United States and those in other countries. Rachel, you’ve been writing a lot about this.

Ms. [RACHEL] ZOLL: The growth or explosion, really, of Christianity overseas is having an impact within the United States. As just one example, the United Methodist Church, which is considered and is and always has been very much of a middle class American church, if the current growth trends continue will become a majority African church within the next couple of decades. They’re already dealing with the fact that there are Methodists from the Philippines and from Korea who are planting churches within the United States as well, and they’re trying to figure out the relationship there. Another impact of it is that a lot of very entrepreneurial, very evangelical-minded or evangelically minded African pastors are coming over here to plant churches in the United States. Now, for people who don’t watch these things closely, they are puzzled. Why does, in a very religious country, does anyone need to plant more churches? But these are very fervent believers, and they think that the American church has lost its spirit and has become co-opted so much by the culture that they’re here to save us.

ABERNETHY: Meanwhile, some U.S. Episcopalians are separating themselves from the main Episcopal Church and putting themselves under the authority of Nigerians or others in Africa or South America. Bring us up to date on that.

Ms. ZOLL: Sure. The Christians overseas tend to have a very theologically conservative view on the moral issues that we’re grappling with here, and what’s happening is that theological conservatives in the United States are making common cause with like-minded conservatives overseas. The Episcopal Church is not cracking up. It’s a very small comparative number of churches that have actually left the Episcopal Church, about 55 as of this date out of more than 7,000 congregations in the United States. But it’s not just the numbers. It’s the — a lot of those churches are some of the most vibrant churches within the Episcopal Church, and just recently an entire diocese voted to leave.

ABERNETHY: But do you expect more of that separating?

Ms. ZOLL: It’s not clear how many more will happen, but what we know that what will happen next year is a lot of litigation, and that is going to be very difficult for the Episcopal Church and for people who are trying to leave. It’s going to be expensive. It’s going to be ugly, and it’s going to take a long time to play out.

Read it all but do not fall into the trap of thinking that only whole parishes by voting action to depart from TEC measures the degree of the problem.

As I noted earlier:

You can see what is going on, [the TEC leadership is] … playing games with numbers and categories. “Few” leaving actually means “congregations,” and congregations means congregations defined as a whole. This is collapsing all four categories into a very narrow and misleading picture of group number 2.

People know that in reality it is very difficult to get whole parishes or dioceses to take significant decisions about ANYTHING, much less something as important as this. Given the degree of opposition and hostility faced in numerous quarters from diocesan and national leadership, and given how many Anglican reasserters (such as your blog convenor) have been advocating a stay and be opposed but be faithful stance, it is actually surprising that the numbers from the four categories are this large.

The key point is, taken together the four groups illustrate a VERY SERIOUS problem. Good leadership owns the actual situation and then tries to deal with it, it does not try to redefine it narrowly and pretend it is less than it is

Global Anglicans Face Test of Strength

Many conservative bishops will boycott Lambeth due to the fallout over The Episcopal Church’s actions supportive of GLBT clergy and couples, TEC’s rejection of global accountability, and its re-interpretation of core scriptural teachings.

TEC’s ambiguous response to the Windsor Report and its refusals to follow the guidance of Anglican primates meeting in Tanzania in early 2007 to end gay ordinations, same-sex blessings, and property litigation against conservative parishes have undermined Anglican unity worldwide.

The Archbishop of Sydney on the Global Anglican Future Conference

A Global Anglican Future Conference is planned for June 2008. The aim of the Conference is to discuss the future of mission and relationships within the churches of Anglican Communion. Those who wish to retain biblical standards especially in the area of sexual ethics have spent much time and effort in negotiations on these issues in the last five years. They want to move on together with the gospel of Christ’s Lordship, a gospel which challenges us and changes lives. Israel is planned as a venue because it symbolises the biblical roots of our faith as Anglicans. I want those in the fellowship of our Diocese to know what this is about and why I am involved.

In 1998, the Lambeth Conference made it clear that the leaders of the overwhelming majority of Anglicans world-wide maintained the biblical view of sexual ethics ”“ that sexual relationships are reserved for marriage between a man and a woman. Five years later, however, actions were taken in Anglican Churches both in Canada and the United States of America which officially transgressed these boundaries in defiance of the Bible’s authority.

There was an immediate adverse result for those who wanted to maintain orthodoxy within these churches. They courageously protested against these actions, and as far as possible withdrew their fellowship from those who they perceived had broken God’s law. In doing so, they wished the world to know that they remained as genuine Anglicans. They had made no change in their basic beliefs and they understood themselves still to be in fellowship with the mainstream of the Anglican Church elsewhere in the world.

The American actions also impacted churches all around the world. In particular the churches of the Global South had to own the name ”˜Anglican’ while living in societies where the actions of the Americans was condemned by all, especially Muslims. The action of some North Americans severely hurt the witness of these churches. It also hindered the good effect that membership of the Anglican Communion has for those who live in a situation where Christians are in a minority.
Since 2003, patient attempts have been made to call the offending North Americans back to biblical standards. Many American Anglicans are now more aware of the distress which their actions have caused others, and regret this impact. At the same time, however, others have condemned attempts by Global South Bishops to provide ministry for the orthodox Christians who still wish to be Anglican, but cannot continue to do so in the fellowship of the American churches. Individuals, parishes and even dioceses have left the original church, becoming associated with other dioceses in other parts of the world, and with new bishops being appointed from overseas to care for the disaffected.

Global Anglican Future Conference (GAFCON), June 15-22, 2008, The Holy Land

Orthodox Primates with other leading bishops from across the globe are to invite fellow Bishops, senior clergy and laity from every province of the Anglican Communion to a unique eight-day event, to be known as the Global Anglican Future Conference (GAFCON) 2008.

The event, which was agreed at a meeting of Primates in Nairobi last week, will be in the form of a pilgrimage back to the roots of the Church’s faith. The Holy Land is the planned venue. From 15-22 June 2008, Anglicans from both the Evangelical and Anglo-catholic wings of the church will make pilgrimage to the Holy Land, where Christ was born, ministered, died, rose again, ascended into heaven, sent his Holy Spirit, and where the gift of the Holy Spirit was poured out, to strengthen them for what they believe will be difficult days ahead.

At the meeting were Archbishops Peter Akinola (Nigeria), Henry Orombi (Uganda), Emmanuel Kolini (Rwanda), Benjamin Nzimbi (Kenya), Donald Mtetemela (Tanzania), Peter Jensen (Sydney), Nicholas Okoh (Nigeria); Bishop Don Harvey (Canada), Bishop Bill Atwood (Kenya) representing Archbishop Greg Venables (Southern Cone) , Bishop Bob Duncan (Anglican Communion Network), Bishop Martyn Minns (Convocation of Anglicans in North America ), Canon Dr Vinay Samuel (India and England) and Canon Dr Chris Sugden (England). Bishops Michael Nazir-Ali (Rochester, England), Bishop Wallace Benn (Lewes, England) were consulted by telephone. These leaders represent over 30 million of the 55 million active Anglicans in the world.

Southern Cone Primate Gregory Venables said: “While there are many calls for shared mission, it clearly must rise from common shared faith. Our pastoral responsibility to the people that we lead is now to provide the opportunity to come together around the central and unchanging tenets of the central and unchanging historic Anglican faith. Rather than being subject to the continued chaos and compromise that have dramatically impeded Anglican mission, GAFCON will seek to clarify God’s call at this time and build a network of cooperation for Global mission.”

Second Lambeth Conference a blow to Williams

Conservative Anglican leaders are secretly planning a meeting next summer for the hundreds of bishops expected to defy the Archbishop of Canterbury by boycotting the Lambeth Conference, The Daily Telegraph has learned.

The unprecedented event will be widely seen as an “alternative Lambeth”, further damaging Dr Rowan Williams’s hopes of averting a formal schism over homosexuals.

Aides of the Archbishop said that any such gathering, which is due to be held just before the official conference, would be perceived as a symbol of division and would send out a “negative” message.

Kendall Harmon: An Initial Response to the Archbishop of Canterbury's Advent Letter

This is a thoughtful, prayerful letter and deserves to be treated as such by all Anglicans. It cannot possibly have been easy to put together.

There is much here to be welcomed.

First, he shows a profound awareness of the gift of the Anglican communion and its fragility at the present time, and desires our unity in Christ. Unity plays a strong role in the New Testament. To be part of the third largest Christian family in the world is an awesome responsibility and privilege. If Anglicanism falls apart, everyone loses. I simply cannot say how strongly some reasserters need to hear this message. Dr.Williams says he writes this “out of the profound conviction that the existence of our Communion is truly a gift of God to the wholeness of Christ’s Church and that all of us will be seriously wounded and diminished if our Communion fractures any further.” I wonder if our words and actions have a similar motivation?

Second, there is a strong underscoring of scripture’s authority and importance in our common Anglican life:

The common acknowledgment that we stand under the authority of Scripture as ‘the rule and ultimate standard of faith’, in the words of the Chicago-Lambeth Quadrilateral; as the gift shaped by the Holy Spirit which decisively interprets God to the community of believers and the community of believers to itself and opens our hearts to the living and eternal Word that is Christ. Our obedience to the call of Christ the Word Incarnate is drawn out first and foremost by our listening to the Bible and conforming our lives to what God both offers and requires of us through the words and narratives of the Bible. We recognise each other in one fellowship when we see one another ‘standing under’ the word of Scripture.

Third, there is a strong criticism of TEC’s actions. Note carefully that the actions in question were not one but two breaches caused by that fateful gathering, one having to do with the confirmation of an episcopal election, the other having to do with actual liturgical practice. The 2003 actions were not only unilateral, but they plainly imply “a new understanding of Scripture that has not been received and agreed by the wider Church.” Here we have again a reference to Scripture and the need to read and understand Scripture in, with and through the church. Given the importance of this decision, it should have been done with the wider church, but it was not. We should have sought to make a convincing scriptural case for its actions. but we failed to do so.

Let there be no mistake, the heart of the current crisis among Anglicans is a change “in our discipline” and “our interpretation of the Bible.”

More than this it is clear that New Orleans House of Bishops meeting and the JSC Report were insufficient. True, hard work went into them, but there are serious problems here, as to the assurances that were sought. In the case of Episcopal elections the tie in to a possible future General Convention receives special notice, and welcome reference is made to “the distinctive charism of bishops as an order and their responsibility for sustaining doctrinal standards.”

In the case of same sex blessings, what was asked for has simply not been given:

But the declaration on same-sex blessings is in effect a reiteration of the position taken in previous statements from TEC, and has clearly not satisfied many in the Communion any more than these earlier statements. There is obviously a significant and serious gap between what TEC understands and what others assume as to what constitutes a liturgical provision in the name of the Church at large.

(This is a much clearer and more accurate summary than that of the JSC report which had to be corrected by various participants in the New Orleans meeting).

Fourth, there is a welcome description of the Lambeth Conference as “a meeting of the chief pastors and teachers of the Communion, seeking an authoritative common voice.”

Fifth, there is again an underscoring of the need to treat homosexual and lesbian persons with the care of Christ himself. “The Instruments of Communion have consistently and very strongly repeated that it is part of our Christian and Anglican discipleship to condemn homophobic prejudice and violence, to defend the human rights and civil liberties of homosexual people and to offer them the same pastoral care and loving service that we owe to all in Christ’s name.”

That having been said, one is also left with many questions.

How can he recommend consultants given the degree of the breach? I am concerned that the Archbishop of Canterbury underestimates the depth of this problem, alas. “Actions which they deplore or which they simply have not considered” is not strong enough to describe what is, has, and will be happening. The Windsor Report’s language was stronger:

By electing and confirming such a candidate in the face of the concerns expressed by the wider Communion, the Episcopal Church (USA) has caused deep offence to many faithful Anglican Christians both in its own church and in other parts of the Communion.

(Please note carefully, not just offense, but deep offense)

Also, has he not undermined his own argument about Lambeth in the way Lambeth 1998 has been treated? If Lambeth ”is a meeting of the chief pastors and teachers of the Communion, seeking an authoritative common voice,” then why has a province which has unilaterally and blatantly repudiated that voice not suffered real consequences for so doing? What is the point of coming to a meeting to establish a common voice when those who so establish it will not honor it as common in the common life of their own province?

It is very important to underscore here something which many have missed, namely that is is simply insane to come together and discuss whether to do something which has always been considered immoral when one member family of an extended family is already doing it.

I also wish to ask why there is no mention of the fact that there has been no primates meeting since Tanzania? The Primates set in motion the process that produced the Windsor Report, received and deliberated over the meaning of that report for the wider Anglican family, and then set specific guidelines in place for TEC to respond to in order to repair the enormous breach which the TEC leadership caused. Surely they are the logical body to evaluate and deliberate over TEC’s response in New Orleans? The Archbishop of Canterbury risks arrogating to himself too much of a role here in this matter.

Finally, when Dr. Williams writes

I also intend to convene a small group of primates and others, whose task will be, in close collaboration with the primates, the Joint Standing Committee, the Covenant Design Group and the Lambeth Conference Design Group, to work on the unanswered questions arising from the inconclusive evaluation of the primates to New Orleans and to take certain issues forward to Lambeth. This will feed in to the discussions at Lambeth about Anglican identity and the Covenant process; I suggest that it will also have to consider whether in the present circumstances it is possible for provinces or individual bishops at odds with the expressed mind of the Communion to participate fully in representative Communion agencies, including ecumenical bodies. Its responsibility will be to weigh current developments in the light of the clear recommendations of Windsor and of the subsequent statements from the ACC and the Primates’ Meeting; it will thus also be bound to consider the exact status of bishops ordained by one province for ministry in another

He surely puts the emphasis in the right place but he raises so many more questions than he resolves. Who decides who is in this group or not and why, for example? What criteria do they use? By what deadline do they make their decisions? And: given that meetings and consultations have failed so far to resolve the current chasms in the Communion, how will this lead to any different outcome?

With regard to boundary crossings and the like, has not Dr. Williams allowed allowed this letter to look as if it supports the very equivalency between those actions and what TEC has done which the Tanzania Primates meeting said did not exist? Also, I do not feel that the Archbishop of Canterbury realizes that these actions have been undertaken because the Instruments of Communion have sought to provide a refuge for Communion minded Anglicans in the province of TEC, but they have consistently failed to do so.

The bottom line for me is this: we have here truth, but no consequences.

I sense Archbishop Williams really wants to have a Lambeth Conference as a conference of the whole communion. There is, I believe, a way to do this. It will mean not inviting bishops whose diocesan practice contradicts the mind of the communion; it will involve warning those who have been involved in increasing disorder in our common life, it will involve a clear declaration of the nature of the Lambeth Conference and its focus on the Covenant and that Covenant’s relationship to future Lambeth Conferences, and it will involve a called Primates meeting in the middle of the fall of 2008 to consolidate and elucidate what Lambeth and has said and done and its implications for our common life.

All though this crisis Rowan Williams has decided not to decide, and here he has done it again. Although his description of the problem is most welcome, the solution will take a Herculean effort without which the Lambeth Conference will no longer be a real instrument of the whole communion. In a real communion, there is truth, but there are consequences. I am concerned that with the underestimation of the degree of the problem and the lack of clarity involved in a real solution, Dr. Williams Advent letter will be too little, too late. I pray it may be otherwise–KSH.

Chris Sugden: Church on the Tipping Point

The Church of the Epiphany, near Dulles International Airport, in Washington DC is the home of the CANA offices. Some 1,000 people gathered there last Sunday for a three-hour service for the consecration of two Nigerians and two Anglo-Americans as bishops of CANA. The Convocation of Anglicans in North America has 60 congregations in 20 states in the USA, with a total average Sunday attendance of approx 8,600, larger than 70 per cent of TEC dioceses. A senior leader said CANA expected to grow to 200 congregations in the next year. All the glories of Anglican worship were there: a splendid liturgy, the great hymns of the church, enthusiastic African praise songs accompanied by drums and the celebrant on tambourine led by a dominant Nigerian soprano, and robust biblical exposition. It was impossible to tell if this was a Nigerian service in which Anglo-Americans took part, or an Anglo-American service in which Nigerians took part. CANA and other Anglican entities on North America are working hard to express true partnership across cultures. It is hard to see what else other than the crisis we are in could have brought about such a deep desire from Westerners for Global South help.

Archbishop Edmund Akanya of Kaduna insisted in his sermon that the antidote to prevailing heresy is the faithful teaching of the whole Bible. ”˜We will continue to face the growth of heresies. Teach the Word, it is your duty to protect and preserve what God has given to our hands. The divisions in the Anglican Communion are not about sexuality. It is the beginning of a new kind of religion which not only reinterprets traditional doctrines but jettisons many altogether.’ To this task the new bishops, Roger Ames, David Anderson, Amos Fagbamiye and Nathan Kanu were consecrated.
