(Guardian) Churches must become social hubs in order to survive, The Taylor Review says

England’s churches must become vibrant hubs at the centre of communities, offering local people a range of activities and services beyond a place to worship, if they are to be sustainable, according to an independent review.

Churches are “heritage assets”, but their care, maintenance and repair represents an enormous task, according to the Taylor review of the sustainability of English churches and cathedrals.

The report urges congregations to involve more local people to use and care for churches, citing examples where “enterprising clergy, PCCs [parish councils] and volunteers have developed their churches into vibrant hubs at the centre of their wider communities”.

(Church Times) BBC religion is entering a new era, says Bishop of Norwich Graham James

The BBC’s review of its religion and ethics output “feels like the beginning of a new era” the Bishop of Norwich, the Rt Revd Graham James, has said.

Bishop James, who is the C of E’s lead bishop on media issues, said on Wednesday that BBC had produced “the most promising review of religion and ethics at the BBC that I have seen for a generation… It is very promising all round.”

Earlier on Wednesday, the BBC published plans for reforming its religion and ethics output. These include the establishment of a religion editor for news, a global team of specialist reporters, a greater focus on religious festivals, and creating a “Year of Belief” in 2019.

Bishop James said he was hopeful that the proposals would be implemented, and that they would have an impact on religious programming.

“I’m confident that at the highest level [in the BBC] this is now being taking seriously, at a level I have not seen before.”

(CEN) Andrew Carey A devastating critique the Church needs to heed

The cynic in me wonders whether there were any PR machinations involved in the fact that the publication of Lord Carlile’s review was sandwiched between the fawning and ingratiating visit of Radio 4’s Today programme to Lambeth Palace last week and the joyous announcement of Sarah Mullally’s appointment to London.

Surely not? But in my opinion, the Church of England has become a place where appearances matter more than the reality. Friday is, after all, a good day for burying bad news.

I do not think, however, that the debacle over George Bell will be easily forgotten, not least because to use the words of Lord Carlile, Church of England leaders have been less than ‘adroit’ in their reaction to his excoriating report.

Lord Carlile’s report is a model of brevity and propriety. It is a line-by-line study of something approaching a slow-motion train wreck. The story told is one in which hapless leaders believed positively ancient allegations with little understanding of the principles at stake and then did little or nothing to investigate the veracity of allegations. To compound their errors they were too concerned about the reputation of the Church and gave almost no consideration to the reputation of a long-dead man (and there was absolutely no thought given to surviving members of the Bell family). The minutiae of the mess is to be found in the unprofessional and bungled composition and process of the so-called Core Group.

But it is the Church of England’s response to the report that is most disappointing. Having appointed one of the most distinguished lawyers in the land, the Church of England failed to understand his key recommendation, which is also a basic principle of British justice, that a person is innocent until proven guilty. The Archbishop of Canterbury hides behind the Church of England’s recent conversion to transparency to reject Carlile’s central recommendation that, in certain cases where liability cannot be proven and is not accepted, the Church of England should explore a confidentiality agreement to preserve the anonymity of the accused.

But senior leaders of the Church of England demonstrate that they do not understand basic principles of justice in rejecting this recommendation out-of-hand, and they certainly have not understood Lord Carlile’s report.

The Church of England should have refused to name George Bell because the allegations against him couldn’t meet even a lower threshold of a civil standard of proof. That is primarily because even a deceased person should have a defence and the Church of England gave no dignity to Bell by refusing to recognise this.

I fear that the Church of England at its highest level lacks leaders who understand basic principles of justice.

But the serious problem is the Church of England has now badly handled all of its recent reviews, especially the Elliott review. Additionally, I have no doubt that it will not be long before the Gibb review will be found to be inadequate when IICSA looks into the Diocese of Chichester next March and Peter Ball next July.

The House of Bishops is currently responsible for safeguarding but there is an urgent case for the involvement of an independent safeguarding body. Members of General Synod are agitating for a serious debate on the ongoing problems of the Church on safeguarding, but action must begin before the February sessions.

My personal hope is that the Church of England’s senior leaders wake up to the problem, which is driven by a culture of fear, rather than a proper culture of compassion and justice. In particular, the Church’s longest-standing leaders, especially the Archbishop of York, John Sentamu, a former high court judge who suffered under Idi Amin because of his stand for justice, must step up to the plate. A way must be found to bring all interested parties together– including victims and complainants, those falsely-accused, Church leaders, lawyers, politicians and representatives of clergy and laity in General Synod — in a serious attempt to bring about change in the Church of England before the Independent Inquiry introduces its own possibly unwelcome, unwanted, intrusive and even misguided reforms.

(First Things) Kyle Harper: The 1st Sexual Revolution–How Christianity transformed the ancient world

It is easy enough, and not entirely misleading, to say that Paul’s thought was compressed by the heavy weight of the apocalyptic atmosphere. He wanted his churches to live devotedly toward the coming age, during the small slice of time remaining. But that never led ancient Christians to doubt the larger significance of Paul’s austere counsels. After all, as the time between Christ’s ascension and return lengthened, the entire orthodox tradition in early Christianity chose not to write off Paul’s rigorism as a distortion of his apocalyptic lens; quite the opposite, it tended to accentuate the more extreme and anti-erotic possibilities latent in his thought. The possibility of full-blown Encratism stalked much of early Christian history. (Auden’s “Roman Wall Blues” is about right: “Piso’s a Christian, he worships a fish; / There’d be no kissing if he had his wish.”) In the second century, Clement of Alexandria held fast to the view that within marriage, only sex solely for the purpose of procreation was permissible. Not until the Jovinianist controversy was extinguished in the late fourth century, and Augustine’s tour de force “Of the Good of Marriage” was written, did it become completely clear within Christianity that marriage could be a genuine good and not merely some kind of lesser evil.

Over this same span of centuries, the Church gradually worked out another revolutionary implication of Paul’s message: Sexual morality would require moral agency for all persons, even those whose bodies were beyond the field of vision for ancient thinkers. In today’s terms, Christian sexual morality was inclusive. To be sure, Paul hardly announced the legal emancipation of the unfree. But already (so I have argued, though not all agree) Paul’s ban on porneia restricted one of the slave-owner’s most ordinary prerogatives: sexual access to his slaves. We can trace a dawning awareness in the early Church, unlike anything in pagan antiquity, of the sexual integrity of all persons. By the fifth century, Christian emperors were actually taking proactive (if still, by our standards, limited) measures to protect the bodily integrity of vulnerable women. The heightened place of sexuality in the overarching structure of morality, the respect for the human dignity of all persons, and the insistence on the value of the transcendent and sacred over the secular and the civic—these all went hand in hand in the growth of Christian culture.

Paul’s prohibition on fornication, his highly qualified acceptance of the practical necessity of marriage, and the liberatory movement of Christian individualism form a coherent ethic: For the early Christians, sexual morality was woven inseparably into their whole effort to live rightly in the world. Sex, by its essence, is entangled in the most fundamental questions about the nature of the self and its relation to God. Once launched, the revolution was not easily contained, and when the early Christians tore sexual morality away from the familiar outlines provided by the civic background, the repercussions were not confined to one discrete section of the moral code. Sex came to occupy a place in the foreground of moral instruction in a way that it simply never had in Judaism, or even the most stringent pagan philosophies. The conspicuous austerity of the early Christians caught the eye of early observers, including the Greek doctor Galen. In the competitive marketplace of Roman imperial religion, the way in which Paul loaded questions of sexual morality with dramatic salvific significance gave the moral teaching of this small but vocal movement a particular flavor. The proclamation of the gospel and this strange, spiritualized rigorism were inseparable.

(Yorkshire Post) Do we need more TV programmes about religion?

The BBC has pledged to broaden its range of mainstream religious programmes. But, in our increasingly secular society, is this a step in the right direction? Chris Bond reports. For many people Christmas is a time of enjoyment, a chance to spend some quality time with friends and family. It’s also an opportunity to take stock and reflect as another year draws to a close.

Religion and its inherent message of kindness and helping others is at the heart of Christmas yet increasingly it seems drowned out by the rampant commercialisation of the festive season.

(BBC) BBC to air more religious programming

The BBC has pledged to “raise our game” on religion by increasing the portrayal of all faiths in mainstream shows.

The corporation said it would “enhance” the representation of religion on TV and radio dramas and documentaries.

It said it would also create a new global religious affairs team, headed by a religion editor, in BBC News.

The BBC will also keep Thought For The Day on Radio 4’s Today programme – despite presenter John Humphrys saying it’s often “deeply, deeply boring”.

(CEN) Bp Michael Nazir-Ali–There Must be no retreat from the public square by Christians

I have worked for a number of years with persecuted Christians and those of other faiths, especially in the Middle East and South Asia.Sometimes I am asked about those who feel they are ‘persecuted’ nearer home, in the UK. At one level the comparison is only superficial; Christian faith in the UK does not usually mean putting your life or liberty at risk.

Yet.

I find, though, that persecution begins with exclusion and discrimination. What is being dismissed from your post for your Christian views on marriage if not persecution? Or being refused as an applicant for adopting or fostering children if not persecution? Or being suspended as a teacher because of your Christian beliefs? Or losing your job for praying with a patient, if not persecution? So many examples can be given.

The family has been under sustained attack in this country for the last 50years. The family is the basis of a stable society.Yet our country has just abandoned the biblical teaching of marriage in public law.These attacks will not stop there.

First, divorce is becoming ever easier with further proposals for no-fault divorce. Marriage is no longer a covenant or contract.There is no accountability for people who abandon a marriage for no good reason.Family patterns are being reinvented and we are being told that fathers are not necessary. Yet all the research shows that fathers are very important for the proper maturing of children.

(Christian Today) Martyn Percy: Why the Church’s response to the George Bell inquiry is so shocking

Since the publication of the Carlile Report, the Archbishop, Church of England National Safeguarding Team and the Bishop of Chichester have all been defensive. They recognise that there are criticisms. But they continue to speak and behave as though they got the right result – merely via a flawed methodology. I am reminded of the quote from Alan Partridge: ‘You know, a lot of people forget that for the first three days, the cruise on The Titanic was a really enjoyable experience.’

On the October 21, 2015, I had been rung by the then Secretary-General of the Archbishops’ Council and of the General Synod of the Church of England, Sir William Fittall. It was Fittall who told me, over the phone, that a ‘thorough investigation’ had implicated Bishop George Bell in an historic sex-abuse case, and that the Church had ‘paid compensation to the victim’. Fittall added that he was tipping me off, as he knew we had an altar in the Cathedral dedicated to Bell, and that Bell was a distinguished former member of Christ Church.

Fittall asked what we would do, in the light of the forthcoming media announcements. I explained that Christ Church is an academic institution, and we tend to make decisions based on evidence, having first weighed and considered its quality. Fittall replied that the evidence was ‘compelling and convincing’, and that the investigation into George Bell has been ‘lengthy, professional and robust’. I asked for details, as I said I could not possibly make a judgement without sight of such evidence. I was told that such evidence could not be released. So, Christ Church kept faith with Bell, and the altar, named after him, remains in exactly the same spot it has occupied for over fifteen years, when it was first carved.

What we now learn from Independent Review of the Bishop George Bell Case is that evidence against Bell is, at best, flimsy….

(Archbp Cranmer Blog) Martin Sewell–Carlile Report: Bishop George Bell has been traduced, and the blame lies squarely with Church House and Lambeth Palace

When you end up apologising to both the Accused and the Complainant for your institutional incompetence, it is time for a fundamental debate about what is wrong at the highest levels of the Church of England.

Yet now we see our Bishops picking a fight with Lord Carlile on the applicability of transparency in special cases. One is bound to suggest that he is not the one who needs lectures on the subject, and that our church leadership is not perhaps best placed to deliver them. I am all for the zeal of the convert, but there are many within Church House and Lambeth Palace who need such instruction more urgently than does one of the country’s leading lawyers, who is simply but patiently explaining why and where they are wrong. Victims of abuse will see these expressions of concern for transparency to be expedient rather than heartfelt. Turning that culture around is a significant burden of work, but one which each and every member of the General Synod of the Church of England must now shoulder in order to ensure greater truth and a better justice.

To adapt the words of Archbishop Thomas Cranmer: ‘Rend your hearts, not your policy documents.’

(Stuff) $10 million Christ Church Cathedral grant approved by council despite objections

The Anglican church’s governing body, the Synod, voted in September to restore the derelict cathedral, conditional upon a multimillion-dollar funding package promised by the Government, the Christchurch City Council and restoration advocates.

The council received 1063 submissions on the grant, with 54.5 per cent (579) unsupportive of the move and 45.2 per cent (481) in favour of the grant.
Dalziel said the consultation was not a referendum on the restoration of the cathedral.

“It was never appropriate that our consultation became a referendum on whether people wanted to see the cathedral reinstated or not,” she said.

“The one thing that unified the city was the overwhelming majority that just wanted a decision that could be implemented.”

Templeton said the $10m grant was unfair to Christchurch ratepayers.

(CT) Carolyn Arends–Advent Is a Season of Longing

A season that is all about family can be a desperately lonely time for people who find themselves living in isolation, grieving the loss of a loved one, or trying to cope with family stress. And for those of us who follow the church calendar, if Advent happens to come at a time when we are in a spiritually barren place, the call to open up our hearts to the season can intensify our experience of doubt or alienation.

Undoubtedly, some people are just not “feeling it” this Advent, due to temperament or circumstance or who knows what. Perhaps the season finds you at a South Pole of sadness or in a wilderness of spiritual alienation. If that’s the case, it’s important to remember that Advent is a season all about longing and emptiness and waiting. It is a season set aside to help us realize that we need deliverance from our current condition.

(AI) Did the newly appointed Bishop of London flub her first broadcast outing?

Mr Husain then asked how she would vote if she were able to vote. To which the newly appointed bishop said.

“What we have to remember is that this is about people, and, [pause], the church seeks to demonstrate love to all, because it reflects the God of love, who loves everybody, and obviously this issue isn’t just an issue for London, not just for us in the Church of England, but also the Anglican Community, [pause] and at the moment the church is taking a period to reflect, there is work that is going on, [pause], and I’m involved in that, and, [pause], for me that is important that we take a time of reflection, whilst, you know, standing on the traditions of the Church of England…”.

The interviewer interrupted her at that point and asked whether she would bless a same-sex marriage. To which the new Bishop of London responded that “At the moment there is no provision to do that.”

The interviewer rephrased his question, asking if Bishop Mullally would welcome a change. “Would you like there to be that provision,” he asked.

Bishop Mullally declined to answer, stating: “As I said there is a period of reflection that is going on at the moment, and I am part of that…”.

Mr. Husain came back to the issue, asking a direct question of the bishop. “Have you not decided how you feel about blessing a same sex marriage?”

She again refused to be drawn and refused to answer the question….

(New Yorker) Tim Keller–How Shall we think of the term ‘Evangelical’ in America in the current cultural climate?

Understanding the religious landscape, however, requires discerning differences between the smaller, let’s call it “big-E Evangelicalism,” which gets much media attention, and a much larger, little-e evangelicalism, which does not. The larger, lower-case evangelicalism is defined not by a political party, whether conservative, liberal, or populist, but by theological beliefs. This non-political definition of evangelicalism has been presented in many places. The most well known is by the historian David Bebbington, whose “Evangelicalism in Modern Britain: A History from the 1730s to the 1980s” has become standard. He distinguishes evangelicals from other religions and Christians by a core set of beliefs. Evangelicals have generally believed in the authority of the whole Bible, in contrast to mainline Protestants, who regard many parts as obsolete, according to Bebbington. They also see it as the ultimate authority, unlike Catholics, who make church tradition equal to it. In addition, the ancient creedal formulations of the church, such as the Apostles’ Creed and the Nicene Creed, as well as others, are taken at face value, without reservation. And, again, unlike many in mainline Protestantism, evangelicals believe that Jesus truly did exist as the divine Son before he was born, that he actually was born of a virgin, and that he really was raised bodily from the dead.

Under Bebbington’s formulation, another defining evangelical quality is the belief in the necessity of conversion, the conviction that everyone needs a profound, life-changing encounter with God. This conversion, however, comes not merely through church attendance or general morality, but only through faith in Christ’s sacrificial death for sin. A lyric from Charles Wesley’s famous hymn captures the evangelical experience of conversion through saving faith in Christ alone: “My chains fell off, my heart was free; I rose, went forth, and followed thee.” Finally, contemporary evangelicals feel bound by both desire and duty to share their faith with others in both word and deeds of service. In this, they seek to resemble, as well as to obey, their Lord, Jesus, who is described as mighty in word and deed.

Do the self-identified white “big-E Evangelicals” of the pollsters hold to these beliefs? Recent studies indicate that many do not. In many parts of the country, Evangelicalism serves as the civil or folk religion accepted by default as part of one’s social and political identity. So, in many cases, it means that the political is more defining than theological beliefs, which has not been the case historically. And, because of the enormous amount of attention the media pays to the Evangelical vote, the term now has a decisively political meaning in popular usage.

(Oxford Handbook of Atheism) What is the relationship between cinema and atheism? A look at the religious dimensions of cinema

We live in a world utterly saturated with images, many of them moving. We tend to believe reportage and footage because we think that the camera never lies, and we sometimes tend to forget that images are shaped and chosen in the name of a particular agenda. At the same time, fiction films offer a kind of desirable escape from the drudgeries of work—not to mention the worship of actors and actresses who often appear as a set of contemporary gods and goddesses, though more in the Greek mode than the Christian, with their fallibilities and sex-lives up for exposure and discussion. There is cinema that is explicitly anti-religious (often ‘factual’ or documentary) and there is cinema (often ‘fictional’) that is a-religious or secular. But very little cinema that is perhaps truly atheist in both form and content, in the sense that it breaks with both the need to ‘believe’ (in a story, in a character) or the desire to forget about the apparatus and technology of cinema itself (would we be happy to watch a film that constantly drew attention to the fact that it was a film, that it was being played over a projector, that it involved a certain number of crew-members, and so on? Of course many films have drawn attention to their conditions of production, but only on rare occasions). One may easily be an atheist in the sense of not believing in God or gods, but one may have harder time denying one’s faith in the moving image.

(NYT Op-ed) Ann Patchett–My Year of No Shopping

The trick of no shopping isn’t just that you don’t buy things. You don’t shop. That means no trawling the sale section of the J. Crew website in idle moments. It means the catalogs go into the recycle bin unopened on the theory that if I don’t see it, I don’t want it. Halfway through the year I could go to a store with my mother and sister if they asked me. I could tell them if the dress they were trying on looked good without wishing I could try it on myself.

Not shopping saves an astonishing amount of time. In October, I interviewed Tom Hanks about his collection of short stories in front of 1,700 people in a Washington theater. Previously, I would have believed that such an occasion demanded a new dress and lost two days of my life looking for one. In fact, Tom Hanks had never seen any of my dresses, nor had the people in the audience. I went to my closet, picked out something weather appropriate and stuck it in my suitcase. Done.

I did a favor for a friend over the summer and she bought me a pair of tennis shoes. Her simple act of kindness thrilled me. Once I stopped looking for things to buy, I became tremendously grateful for the things I received. Had I been shopping this summer I would have told my friend, “You shouldn’t have,” and I would have meant it.

It doesn’t take so long for a craving to subside, be it for Winstons or gin or cupcakes. Once I got the hang of giving shopping up, it wasn’t much of a trick.
