Communique of the Anglican – Jewish dialogue commission

The Anglican paper presented by Mrs. Clare Amos highlighted the dialectic of whether the Psalms should be considered as ‘our words to God’ or ‘God’s words to us’ and reviewed the changing place and role of Psalms in Anglican liturgy and life. In response, Chief Rabbi Shear Yashuv Cohen examined the place of David as temporal and spiritual leader and how this was reflected in specific Psalms.

The papers and the ensuing discussion reflected on the way in which Psalms may serve as a calibrating resource to curb human arrogance and combat despair. Furthermore, in highlighting the creative tensions between the transcendent and the immanent, the Psalms demonstrate both the constancy and intimacy of the Divine Presence.

(ACNS) Communique from the third Anglican”“Lutheran International Commission

Bishop Suheil Dawani, the Anglican bishop, hosted an ecumenical reception for local church leaders, and the Commission was addressed by His Beatitude Theophilos III, the Greek Patriarch of Jerusalem. The Commission spent one of its sessions with Bishop Dawani and Bishop Younan. At both this session and at the reception, members of the Commission heard of the struggles of Christians in Jerusalem and Palestine: of the strain of living a restricted life, of the lack of jobs and opportunities particularly for young people, and of lacking peace with justice for all in society, all of which lead many Christians to leave the holy land and diminish the witness of Christianity in the very places of its birth. At the same time, they heard of the dedication of the local churches to be the hands and feet of Christ: to advocate for a just peace among all, to seek good relations among all the faith communities, and to offer high quality education and health care to the whole society.

(ACNS) Communique from the Anglican-Methodist International Commission for Unity in Mission

The Commission recognises that, if the goal of fuller communion is to be realised, in the course of the next two years significant work will need to be undertaken on some specific areas. These include issues relating to the interchangeability of ordained ministries and the ministry of oversight (episkope). Our hope is to find ways in which, in every place, the churches of our two world families may work as one in the urgent task of mission.

The Commission took careful note of the bilateral conversations between our communions. These are taking place in the United States, England, Ireland, and New Zealand, and in Canada and Australia between Anglicans and the united or uniting churches. In listening to the experience of two United Churches (Church of South India/Church of North India) the Commission has become more aware that questions of identity and belonging to wider Christian fellowships require ongoing attention. The Commission would welcome hearing news of any other bilateral conversations.

Partnering in Communion Conference Report

In a conference convened at the Marriott Airport Hotel in Orlando, Florida on November 15 ”“ 17, 2010, Communion Partners, the fellowship of bishops, clergy and laity from The Episcopal Church who are committed to biblical orthodoxy, traditional Christian practice and the Anglican Communion, met to equip and encourage one another for the work of the Great Commission. The focus of the conference was establishing mission partnerships within The Episcopal Church and the Anglican Communion for the Gospel ministry. The participants heard from the Rt. Rev. Josiah Idowu-Fearon (Kaduna Diocese, Church of Nigeria) about opportunities for mutual ministry in northern Nigeria and in a workshop were instructed about reaching out to our Muslim neighbors. The Very Rev. Kuan Kim Seng (Dean of St. Andrew’s Cathedral, the Diocese of Singapore and diocesan Director of Missions) and the Very Rev. Yee Ching Wah (Dean of the Missionary Deanery of Thailand/Anglican Church of Thailand) introduced those gathered to the need for English-speaking people to come, teach English and share their faith in Southeast Asia. The Bishop of the Diocese of South Carolina (the Rt. Rev. Mark Lawrence) and members of the new Anglican Communion Development Committee (the Rev. Michael Clarkson and the Rev. Robert Lawrence) shared their vision and model for strengthening our bonds with the Anglican Communion through mutual mission and ministry. In addition to the workshop by Bishop Fearon, three other workshops entitled “Discerning the mission ethos of the parish,” “The biblical basis for remnant theology,” and “Mission opportunities in SE Asia” were offered.

Communique: The Anglican-Old Catholic International Co-ordinating Council

(ACNS) The Anglican-Old Catholic International Co-ordinating Council (AOCICC) met in Schloss Beuggen, Germany from 8 to 12 November 2010. The Council welcomed Canon Dr Alyson Barnett-Cowan, Director for Unity Faith and Order at the Anglican Communion Office, as Anglican Co-Secretary.

In its most important piece of work, the Council finalized the text of a common statement on ecclesiology and mission ”˜Belonging Together in Europe’. This version of the text will be the major focus of the International Old Catholic and Anglican Theological Conference to be held in Neustadt, Germany from August 29 to September 2, 2011.

A Communique from the Anglican/Al-Azhar Dialogue Committee

This year’s papers focused especially on the importance of religious leaders using their influence to play a constructive role in ensuring religious harmony, particularly in countries where there is religious diversity. Bishop Mouneer Anis reviewed the religious situation in Egypt and Singapore. He drew attention to some examples of inter-communal violence in Egypt, and analysed the causes of these incidents in the context of the wider Middle East. Bishop Mouneer referred to the experience of Singapore, an Asian country with a diverse religious demography which has successfully fostered both religious tolerance and full citizenship. Mrs Clare Amos spoke about the relationships between Christians and Muslims in England, and the pivotal role of the Church of England in this particular context. She pointed out the positive role played by the current Archbishop of Canterbury in seeking to enable adherents of all religions to contribute ”˜to the common good’ of the nation. Dr El Gindi noted the common goals of Christianity and Islam and highlighted the importance of religions demonstrating their positive commitment to peace, both for the well-being of all people and because otherwise religion often seemed to be discredited in the eyes of non-religious people. Sheikh Ali Abdel Baki noted how within Islam forgiveness was considered preferable to revenge, and reflected that justice and tolerance were considered two bases within Islam, and important pathways to peace.

Both Dr El Gindi and Bishop Mouneer Anis spoke of the special importance of ensuring that Christian and Muslim young people were educated in ways which encourage them to treat other religions, and their followers, with respect. The need for mutual respect in relation to the doctrines and sacred texts of each other’s religion was highlighted.

Living Church–African Primates Support Partners, ACNA

Leaders of all but two Anglican provinces in Africa have pledged to work with both Communion Partners and the Anglican Church in North America.

That commitment came in a communiqué issued by the Primates of the Council of Anglican Provinces in Africa (CAPA) at the conclusion of the All-Africa Bishops’ Conference. The conference met Aug. 23-29 in Entebbe, Uganda.

“We are committed to network with orthodox Anglicans around the world, including Communion Partners in the USA and the Anglican Church in North America, in holistic mission and evangelism,” the primates wrote. “Our aim is to advance the Kingdom of God especially in unreached areas.”

In the same communiqué, the primates pledged their commitment to live by the standards of the Windsor Report.

ACNS: The Standing Committee Daily Bulletin – Day 2

A proposal from Dato’ Stanley Isaacs that The Episcopal Church be separated from the Communion led to a discussion in which Committee members acknowledged the anxieties felt in parts of the Communion about sexuality issues. Nevertheless, the overwhelming opinion was that separation would inhibit dialogue on this and other issues among Communion Provinces, dioceses and individuals and would therefore be unhelpful. The proposal was not passed, and the group agreed to defer further discussion until progress on Continuing Indaba project had been considered….

…[{The} Revd Canon Kenneth Kearon]’s report highlighted three Communion initiatives: the Evangelism and Church Growth Initiative, the Anglican Relief, Development and Advocacy Alliance; and the Healthcare Network’s pilot micro health insurance project in Tanzania. He also celebrated the ecumenical work of the Communion and the annual Canterbury Bishops and Seminarians courses. Canon Kearon also commented on his time at the Anglican Church of Canada’s General Synod and noted the way six sessions had been given over to Indaba-style conversations to consider responses to same-sex issues. The resulting document was, he said, well received and welcomed by all perspectives as representing accurately the mind of the Church at this time.

He concluded by noting that the credibility of the Primates’ Meeting and the ACC was being openly questioned by some and this criticism was increasingly focused on the Standing Committee itself. Chair Bp James Tengatenga stressed it was important for everyone to remember that ACC members were elected and sent by their own Provinces and Synods and represented a very wide spectrum of views across the world. Vice Chair Canon Elizabeth Paver said the Committee needed to respond to criticisms “positively and robustly”, welcomed the appointment of the ACO’s new Director for Communications and said that improved communication and openness would promote trust and better understanding of the work of the Instruments.

ACNS–The Anglican Consultative Council-Standing Committee Daily Bulletin ”“ Day 1

There was an opportunity for members of the Committee to express their views and ask questions about the decision to remove or alter the status of members from one province serving on the Anglican Communion’s ecumenical dialogues and IASCUFO. The Archbishop of Canterbury and Secretary General Kenneth Kearon explained the rationale behind this decision. In particular the Committee was assured that the Archbishop had not acted unilaterally but with the support of the Secretary General of the Anglican Communion; that they had acted within their powers; and that the action had not been punitive in intention. Rather it had been taken””following the breaking of the agreed moratoria””in response to the needs of the Communion in respect to ecumenical dialogues and faith and order bodies. Committee members were told that other Provinces were under consideration.

Communique from the Anglican Jewish Commission

(ACNS) The theme of the Commission’s meeting was ‘Creation’ and papers were presented by Venerable Dr Michael Ipgrave on behalf of the Anglican delegation and by Rabbi David Rosen on behalf of the Jewish delegation. Vibrant discussions took place in a warm, frank and constructive atmosphere on the many issues raised by the papers. These discussions enriched and consolidated the deepening friendships between members of the Commission.

Archdeacon Michael Ipgrave in his paper described the way in which Anglican views of nature developed out of the interaction of theology and natural science in the early seventeenth century. From then onwards, Anglicans have sought to relate the insights of science to the teaching of the scriptures, through motifs such as the liber mundi (‘book of the world’), the idea that the cosmos is a series of signs which can be interpreted and read like a book. Creation as a gift of God is entrusted into the care of human beings; Anglicans have variously described this as a language spoken by God, a sacrament conveying his presence, and a responsibility laid on each in their particular context or ‘station’. In the current ecological crisis, the faithful exercise of our stewardship of creation raises sharp challenges to all our communities – water politics and animal welfare were two particularly pressing examples. Anglicans could have confidence that their continuing theological tradition, rooted in scripture, had resources to help address these challenges.

Rabbi David Rosen explored Biblical and Talmudic insights into the moral dimensions of creation, based on the dual aspects of God, who is the one both of justice and of mercy. Drawing particularly on the account of creation in Genesis he noted the importance of affirming firstly the divine ownership of creation, and then the nature of humanity as the summit of creation. This leads in turn to human responsibility to care for and preserve creation. Rabbi Rosen emphasised the concept of Bal Tashchit, the prohibition against wanton destruction (based on Deuteronomy 20.19-20) which was expanded by the sages to include waste and over indulgence. He concluded by drawing attention to the key role of the Sabbath in ensuring the valuing and sustaining of creation.

Anglican Journal–Anglican churches urged by APJN to set aside differences

Anglican churches should set aside their internal divisions and be sensitive to the needs and struggles of people in societies worldwide, an international body representing various provinces of the Anglican Communion has urged.

The call was made by delegates to the triennial meeting of the Anglican Peace and Justice Network (APJN), which met March 14 to 20 in Geneva. The APJN also urged member provinces of the Communion to “incorporate issues of justice into missional work and into theological education at every level.”

A network of the Communion, the APJN is the vehicle by which Anglicans around the world collectively advocate for global peace and justice issues. Now in its 25th year, the APJN is composed of representatives from about 24 active provinces of the Communion.

Communiqué from the Dialogue of African and Canadian Bishops

For a little over a year, five Canadian and six African dioceses have engaged in diocese-to-diocese theological dialogue on matters relating to human sexuality and to mission. With one exception, each diocese has established a theological working group to prepare papers and responses which were shared with their partner diocese on the opposite continent (see below for list of participants). Ontario and Botswana exchanged documents related to sustainability in the context of mission. These dialogues have emerged from, and are a deepening of, relationships established during the Indaba and Bible Study processes at the Lambeth Conference of 2008.

From February 24 to 26, the bishops of these dioceses met at the Anglican Communion Office, St. Andrew’s House in London, England. In a context grounded by common prayer and eucharistic celebration we reflected together on our local experiences of mission and the challenges facing the Church in our diverse contexts. Though the initial exchange of papers had been related in most cases to matters of human sexuality and homosexuality in particular, our face to face theological conversation necessarily deepened to explore the relationships between the Gospel and the many particular cultural realities in which the Church is called to mission.

Communique from the second meeting of AMICUM

The second meeting of the Anglican-Methodist International Commission for Unity in Mission (AMICUM) has taken place near Bath, England, 19-26 February 2010, hosted by the World Methodist Council, at the Ammerdown Centre. The Commission benefited greatly from the opportunity to visit and celebrate Holy Communion in the New Room in Bristol, and to see some of the historical memorabilia held in Wesley College, Bristol.

The Commission is pursuing the common purpose of both world communions to be united according to the will of God, for the glory of God, and the well-being of God’s church, and for the effectiveness of God’s mission in the world.

From the Standing Committee of the Anglican Communion

The following resolution was passed by the Standing Committee of the Anglican Communion meeting in London on 15-18 December, and approved for public distribution.

Resolved that, in the light of:

1. The recent episcopal nomination in the Diocese of Los Angeles of a partnered lesbian candidate
2. The decisions in a number of US and Canadian dioceses to proceed with formal ceremonies of same-sex blessings
3. Continuing cross-jurisdictional activity within the Communion

The Standing Committee strongly reaffirm Resolution 14.09 of ACC 14 supporting the three moratoria proposed by the Windsor Report and the associated request for gracious restraint in respect of actions that endanger the unity of the Anglican Communion by going against the declared view of the Instruments of Communion.

Inter-Anglican Standing Commission on Unity Faith and Order Communiqué

In addition to outlining areas of longer-term work, the Commission committed itself to five immediate tasks:

1. to undertake a reflection on the Instruments of Communion and relationships among them;
2. to make a study of the definition and recognition of ‘Anglican Churches’ and develop guidelines for bishops in the Communion;
3. to provide supporting material to assist in promoting the Anglican Covenant;
4. to draft proposals for guided processes of ”˜reception’ (how developments and agreements are evaluated, and how appropriate insights are brought into the life of the churches);
5. to consider the question of ”˜transitivity’ (how ecumenical agreements in one region or Province may apply in others).

These tasks, which will be taken forward by working groups consulting electronically between meetings, aim to strengthen the unity, faith and order of the Communion.

An Episcopal election in Los Angeles, which remains to be confirmed or rejected by The Episcopal Church, took place during the meeting and was discussed by the Commission. It noted the words of the Archbishop of Canterbury that ”˜the bishops of the Communion have collectively acknowledged that a period of gracious restraint in respect of actions which are contrary to the mind of the Communion is necessary if our bonds of mutual affection are to hold’. The Commission expressed the fervent hope that ”˜gracious restraint’ would be exercised by The Episcopal Church in this instance.

The Anglican Old Catholic International Co-ordinating Council ”“ Communique

A draft text for a common statement on ecclesiology and mission was discussed. The Council will present it to the Anglican and Old Catholic Bishops’ Conference and recommends that it be made the theme of the forthcoming International Old Catholic and Anglican Theological Conference in 2011.

Attention was given to the recently published document “Kirche und Kirchengemeinschaft” (Church and Communion) of the International Roman Catholic-Old Catholic Dialogue Commission (IRAD), as well as to the recent Vatican announcement of the Apostolic Constitution to provide personal ordinariates for Anglicans and former Anglicans.

New Inter-Anglican Standing Commission for Unity, Faith and Order Created

(ACNS) The Archbishop of Canterbury and the Secretary General of the Anglican Communion have announced the membership of an important new commission, following extensive consultation with the Provinces of the Communion around the world. The Chair is the Most Revd Bernard Ntahoturi, Primate of the Anglican Church of Burundi.

IASCUFO will oversee the ecumenical life of the Anglican Communion, and will:

* promote the deepening of Communion between the Anglican Communion and other Christian Churches and traditions;
* advise the Provinces, the Primates, the Anglican Consultative Council, and the Archbishop of Canterbury, on all questions of ecumenical engagement, as well as on questions of Anglican Faith and Order;
* review developments in the areas of Faith, Order and Unity in the Anglican Communion and among ecumenical partners, and give advice upon them to the Churches of the Anglican Communion and to the Instruments of Communion;
* assist any Province with the assessment of new proposals in the areas of Unity, Faith and Order as requested.

ACNS: Major Anglican Ecumenical Report 'The Vision Before Us' is now Published

The Vision Before Us, subtitled ”˜The Kyoto Report of the Inter-Anglican Standing Commission on Ecumenical Relations 2000-2008’, records the Commission’s work of maintaining an overview of the Anglican Communion’s engagement with Christians of other traditions, and of giving encouragement and advice to the ecumenical activities of the Communion and the Provinces.

Described by the Rt Revd Gregory Cameron, Bishop of St Asaph, and former Anglican Director of Ecumenical Affairs, as ”˜a chocolate box of delights’, the book contains all the Resolutions of the Commission, along with its statements, papers, advice and other key texts. These include an extended study on Holy Orders in Ecumenical Dialogues and Guidelines on Ecumenical Participation in Ordinations. It details all the Communion’s bilateral and multilateral dialogues, as well as various regional developments, and the ecumenical dimensions of other areas of the Communion’s life.

ACNS: Anglican – Lutheran International Commission: Communiqué

This commission has met in Tanzania, Canada, and India. Sweden was chosen as the venue for this meeting in order to allow sustained engagement and deepening theological reflection on the theme of diakonia, which has been emerging as the central theme on which this commission wants to make its contribution. The discussion discovered strong links between the “six marks of mission,” which provide a framework for Anglican engagement in God’s mission, and developments in Lutheran understandings of diakonia, as seen in the Diakonia in Context handbook which Kjell Nordstokke from the LWF introduced to the group.

The life of the Christian Church has diaconal character, this commission believes. Using a diaconal lens has allowed the commission to examine issues of ecclesiology and ministry from fresh perspectives. Diakonia and koinonia (communion) are two faces of the same reality, two sides of the same coin on which God’s image is stamped. The commission believes that a renewed and full understanding of diakonia will strengthen the mission and unity of the Church at every level. God is now calling Anglicans and Lutherans to find concrete diaconal expressions for the growing communion between them.

The inseparable relationship of diakonia and communion is integral to the church in every context, but it is expressed in particular ways in each place. As part of its mandate, the commission received regional reports, which reflect a diversity of contexts, needs, and responses. The commission is learning that there is no single pattern for growth in communion; promising initiatives are found in many forms. In some places, the prophetic dimension of diakonia has particular urgency, and in fact is the leading impetus toward greater unity. In others, the most pressing challenge is to bring diakonia closer to the heart of the churches’ life together.

Communiqué: The Anglican Jewish Commission

(ACNS) The theme of the Commission’s meeting was ”˜Jerusalem’ and papers were presented by Rabbi Professor Daniel Sperber on behalf of the Jewish delegation and by Mrs Clare Amos on behalf of the Anglican delegation. Extensive discussions took place in a friendly and constructive atmosphere on the many issues raised by the papers

Both papers noted the conjoined terrestrial and celestial understandings of the significance of the city and the creative tensions between them and both appreciated the implications of the theological and scriptural perspectives for the present and future life of Jerusalem. In discussion it was noted that Jerusalem is at the centre of historical and contemporary Jewish identity and also the importance of understanding Jerusalem as a city to be shared between the religions, a house of prayer for all nations and a city which should make all people friends beyond possessiveness. The peace of Jerusalem for which Jews, Muslims and Christians pray should be such as to be a light to all nations

In his paper, Rabbi Sperber spoke of the traditional understanding of the degrees of sanctity emanating outwards from the heart of the temple, the Holy of Holies extending outwards and represented in the mediaeval view of Jerusalem as the navel of the world. The terrestrial Jerusalem is mystically connected to the celestial Jerusalem and is the point from which all creation expanded. The physical Jerusalem is thus a glimpse of the celestial and is the place to which all prayer is oriented and though which all prayers pass. He cited Nathan Sharansky’s understanding of Jerusalem as being the spiritual centre of gravity for all Jews and of the spark of Jerusalem’s sanctity in every Jewish soul.

The business meeting of the House was called to order at 10:00 a.m. by Presiding Bishop Katharine Jefferts Schori. Prayers were offered by Chaplain Carol Wade and the roll of bishops was called by Secretary Bishop Kenneth Price. It was determined that the 127 bishops present represented significantly more than a quorum. Bishop Clifton Daniel moved, on behalf of the Dispatch of Business Committee, the agenda for the day. It was adopted.

The Presiding Bishop then recognized Vice President Bishop Dick Chang who moved that the House go into a Committee of the Whole to discuss the matter of the deposition of Bishop Robert Duncan. Parliamentarian Bishop John Buchanan explained that as a Committee of the Whole no minutes would be taken and no motions made. The rest of the morning session was spent as a committee of the whole in which 21 bishops spoke. The morning section of the business session recessed for Holy Eucharist at 11:45 a.m. and lunch
.
The business session resumed at 2:00 and the Committee of the Whole continued with 14 more speakers. When no more speakers requested to be recognized the Presiding Bishop declared the Committee of the Whole to be ended and the following motion was made and seconded.

“RESOLVED, that pursuant to Canon IV.9.2 of the Episcopal Church, the House of Bishops hereby consents to the Deposition from the ordained ministry of the Rt. Rev. Robert W. Duncan, Bishop of the Diocese of Pittsburgh.”

The following explanation accompanied the resolution.

EXPLANATION: On December 17, 2007, the Title IV Review Committee certified to the Presiding Bishop, pursuant to Canon IV.9.1, that the Rt. Rev. Robert W. Duncan, Bishop of the Diocese of Pittsburgh, had “abandoned the communion of this Church by an open renunciation of the Doctrine, Discipline or Worship of this Church.” In the intervening months since the Presiding Bishop gave notice to Bishop Duncan of the foregoing certification, Bishop Duncan has failed to submit to the Presiding Bishop sufficient retraction or denial of the actions found by the Title IV Review Committee. Accordingly, the Presiding Bishop has presented the matter to the House of Bishops and requested consent to Bishop Duncan’s Deposition.

Bishop William Love then called for division with the following statement:

“We the undersigned being voting members of the House of Bishops, hereby call for division of each and every vote of this House on any matter put to vote with respect to the status of the Bishop of Pittsburgh as a bishop and member of this House of Bishops and that each member’s vote, whether it be aye or nay, be entered in the journal.”

This above call was signed by Bishops William Love, James Adams, David Reed, Michael Smith, Edward Little, Geralyn Wolf, Mark Lawrence, John Howe and Bruce MacPherson. She ruled that the roll would be called on the final vote.

Bishop Michael Smith made a challenge was then made and seconded regarding the chair’s ruling that no inhibition was needed before the house considered deposition. The matter was put to a vote and more than the requisite 2/3 vote sustained her ruling.

Bishop Lawrence made a challenge was then made and seconded regarding the chair’s ruling that the requisite votes for deposition would be arrived at by a majority of the bishops eligible to vote who were present at this meeting. The matter was put to a vote and more than the requisite 2/3 vote sustained her ruling.

Prayer was then offered by Chaplain Carol Wade and the roll was called on the matter of the deposition of Bishop Robert Duncan. The motion passed by a vote of 88 Ayes. 35 Nays and 4 Abstentions. A complete list of the votes of the 127 bishops present is as follows:

The Rules of Order call for the introduction of new bishops at each business meeting. The Presiding Bishop had introduced them the day before. They are:

As a communication from the Presiding Bishop, Bishop Jefferts Schori explained that in the matter of inhibited Bishop Charles Bennison of Pennsylvania, we are still waiting a verdict from the Trial Court. Bishop Allen Bartlett will continue serving as Assisting Bishop of the Diocese of Pennsylvania until December 31. The Presiding Bishop will meet with the Standing Committee on October 3 to discuss next steps.

After comments from six bishops regarding a desire to be clear in explaining the actions of the House regarding the deposition of Bishop Duncan, the House shared in prayer and took a brief break.

Bishop Chilton Knudsen, reporting for the Committee on the Resignation of Bishops,
moved that the resignations of Bishops Harry Bainbridge and Wallis Ohl both be accepted, the
canonical reason being “advanced age.” Both resignations were accepted.

The agenda as set forth in the Rules of Order is the reading of the minutes of the last meeting. Motion was made to dispense with this reading as the minutes are posted on the College of Bishop web site. Motion Passed.

Several announcements were made, Bishop Chris Epting reported on ecumenical and interreligious issues coming to General Convention. These include full communion with the Moravians, a modest proposal for relations with the Presbyterians and principles and approaches to be used in interreligious talks. He also announced his office is now in Omaha, Nebraska.

The Presiding Bishop then called on bishops to reflect on the actions of this meeting, and after 13 bishops spoke, the meeting was adjourned.

The GAFCON Communique

STATEMENT ON THE GLOBAL ANGLICAN FUTURE

Praise the LORD!

It is good to sing praises to our God; for he is gracious, and a song of praise is fitting. The LORD builds up Jerusalem; he gathers the outcasts of Israel. (Psalm 147:1-2) Brothers and Sisters in Christ: We, the participants in the Global Anglican Future Conference, send you greetings from Jerusalem!

Introduction

The Global Anglican Future Conference (GAFCON), which was held in Jerusalem from 22-29 June 2008, is a spiritual movement to preserve and promote the truth and power of the gospel of salvation in Jesus Christ as we Anglicans have received it. The movement is global: it has mobilised Anglicans from around the world. We are Anglican: 1148 lay and clergy participants, including 291 bishops representing millions of faithful Anglican Christians. We cherish our Anglican heritage and the Anglican Communion and have no intention of departing from it. And we believe that, in God’s providence, Anglicanism has a bright future in obedience to our Lord’s Great Commission to make disciples of all nations and to build up the church on the foundation of biblical truth (Matthew 28:18-20; Ephesians 2:20).

GAFCON is not just a moment in time, but a movement in the Spirit, and we hereby:

– launch the GAFCON movement as a fellowship of confessing Anglicans
– publish the Jerusalem Declaration as the basis of the fellowship
– Encourage the GAFCON Primates to form a Council.

The Global Anglican Context

The future of the Anglican Communion is but a piece of the wider scenario of opportunities and challenges for the gospel in 21st century global culture. We rejoice in the way God has opened doors for gospel mission among many peoples, but we grieve for the spiritual decline in the most economically developed nations, where the forces of militant secularism and pluralism are eating away the fabric of society and churches are compromised and enfeebled in their witness. The vacuum left by them is readily filled by other faiths and deceptive cults. To meet these challenges will require Christians to work together to understand and oppose these forces and to liberate those under their sway. It will entail the planting of new churches among unreached peoples and also committed action to restore authentic Christianity to compromised churches.

The Anglican Communion, present in six continents, is well positioned to address this challenge, but currently it is divided and distracted. The Global Anglican Future Conference emerged in response to a crisis within the Anglican Communion, a crisis involving three undeniable facts concerning world Anglicanism. The first fact is the acceptance and promotion within the provinces of the Anglican Communion of a different ”˜gospel’ (cf. Galatians 1:6-8) which is contrary to the apostolic gospel. This false gospel undermines the authority of God’s Word written and the uniqueness of Jesus Christ as the author of salvation from sin, death and judgement. Many of its proponents claim that all religions offer equal access to God and that Jesus is only a way, not the way, the truth and the life. It promotes a variety of sexual preferences and immoral behaviour as a universal human right. It claims God’s blessing for same-sex unions over against the biblical teaching on holy matrimony. In 2003 this false gospel led to the consecration of a bishop living in a homosexual relationship.

The second fact is the declaration by provincial bodies in the Global South that they are out of communion with bishops and churches that promote this false gospel. These declarations have resulted in a realignment whereby faithful Anglican Christians have left existing territorial parishes, dioceses and provinces in certain Western churches and become members of other dioceses and provinces, all within the Anglican Communion. These actions have also led to the appointment of new Anglican bishops set over geographic areas already occupied by other Anglican bishops. A major realignment has occurred and will continue to unfold. The third fact is the manifest failure of the Communion Instruments to exercise discipline in the face of overt heterodoxy. The Episcopal Church USA and the Anglican Church of Canada, in proclaiming this false gospel, have consistently defied the 1998 Lambeth statement of biblical moral principle (Resolution 1.10). Despite numerous meetings and reports to and from the ”˜Instruments of Unity,’ no effective action has been taken, and the bishops of these unrepentant churches are welcomed to Lambeth 2008. To make matters worse, there has been a failure to honour promises of discipline, the authority of the Primates’ Meeting has been undermined and the Lambeth Conference has been structured so as to avoid any hard decisions. We can only come to the devastating conclusion that ”˜we are a global Communion with a colonial structure’. Sadly, this crisis has torn the fabric of the Communion in such a way that it cannot simply be patched back together. At the same time, it has brought together many Anglicans across the globe into personal and pastoral relationships in a fellowship which is faithful to biblical teaching, more representative of the demographic distribution of global Anglicanism today and stronger as an instrument of effective mission, ministry and social involvement.

A Fellowship of Confessing Anglicans

We, the participants in the Global Anglican Future Conference, are a fellowship of confessing Anglicans for the benefit of the Church and the furtherance of its mission. We are a fellowship of people united in the communion (koinonia) of the one Spirit and committed to work and pray together in the common mission of Christ. It is a confessing fellowship in that its members confess the faith of Christ crucified, stand firm for the gospel in the global and Anglican context, and affirm a contemporary rule, the Jerusalem Declaration, to guide the movement for the future. We are a fellowship of Anglicans, including provinces, dioceses, churches, missionary jurisdictions, para-church organisations and individual Anglican Christians whose goal is to reform, heal and revitalise the Anglican Communion and expand its mission to the world. Our fellowship is not breaking away from the Anglican Communion. We, together with many other faithful Anglicans throughout the world, believe the doctrinal foundation of Anglicanism, which defines our core identity as Anglicans, is expressed in these words: The doctrine of the Church is grounded in the Holy Scriptures and in such teachings of the ancient Fathers and Councils of the Church as are agreeable to the said Scriptures. In particular, such doctrine is to be found in the Thirty-nine Articles of Religion, the Book of Common Prayer and the Ordinal. We intend to remain faithful to this standard, and we call on others in the Communion to reaffirm and return to it. While acknowledging the nature of Canterbury as an historic see, we do not accept that Anglican identity is determined necessarily through recognition by the Archbishop of Canterbury. Building on the above doctrinal foundation of Anglican identity, we hereby publish the Jerusalem Declaration as the basis of our fellowship. Global Anglican Future Statement, 29 June 2008 3 The Jerusalem Declaration In the name of God the Father, God the Son and God the Holy Spirit: We, the participants in the Global Anglican Future Conference, have met in the land of Jesus’ birth. We express our loyalty as disciples to the King of kings, the Lord Jesus. We joyfully embrace his command to proclaim the reality of his kingdom which he first announced in this land. The gospel of the kingdom is the good news of salvation, liberation and transformation for all. In light of the above, we agree to chart a way forward together that promotes and protects the biblical gospel and mission to the world, solemnly declaring the following tenets of orthodoxy which underpin our Anglican identity.

1. We rejoice in the gospel of God through which we have been saved by grace through faith in Jesus Christ by the power of the Holy Spirit. Because God first loved us, we love him and as believers bring forth fruits of love, ongoing repentance, lively hope and thanksgiving to God in all things.

2. We believe the Holy Scriptures of the Old and New Testaments to be the Word of God written and to contain all things necessary for salvation. The Bible is to be translated, read, preached, taught and obeyed in its plain and canonical sense, respectful of the church’s historic and consensual reading.

3. We uphold the four Ecumenical Councils and the three historic Creeds as expressing the rule of faith of the one holy catholic and apostolic Church.

4. We uphold the Thirty-nine Articles as containing the true doctrine of the Church agreeing with God’s Word and as authoritative for Anglicans today.

5. We gladly proclaim and submit to the unique and universal Lordship of Jesus Christ, the Son of God, humanity’s only Saviour from sin, judgement and hell, who lived the life we could not live and died the death that we deserve. By his atoning death and glorious resurrection, he secured the redemption of all who come to him in repentance and faith.

6. We rejoice in our Anglican sacramental and liturgical heritage as an expression of the gospel, and we uphold the 1662 Book of Common Prayer as a true and authoritative standard of worship and prayer, to be translated and locally adapted for each culture.

7. We recognise that God has called and gifted bishops, priests and deacons in historic succession to equip all the people of God for their ministry in the world. We uphold the classic Anglican Ordinal as an authoritative standard of clerical orders.

8. We acknowledge God’s creation of humankind as male and female and the unchangeable standard of Christian marriage between one man and one woman as the proper place for sexual intimacy and the basis of the family. We repent of our failures to maintain this standard and call for a renewed commitment to lifelong fidelity in marriage and abstinence for those who are not married.

9. We gladly accept the Great Commission of the risen Lord to make disciples of all nations, to seek those who do not know Christ and to baptise, teach and bring new believers to maturity.

10. We are mindful of our responsibility to be good stewards of God’s creation, to uphold and advocate justice in society, and to seek relief and empowerment of the poor and needy.

11. We are committed to the unity of all those who know and love Christ and to building authentic ecumenical relationships. We recognise the orders and jurisdiction of those Anglicans who uphold orthodox faith and practice, and we encourage them to join us in this declaration.

12. We celebrate the God-given diversity among us which enriches our global fellowship, and we acknowledge freedom in secondary matters. We pledge to work together to seek the mind of Christ on issues that divide us.

13. We reject the authority of those churches and leaders who have denied the orthodox faith in word or deed. We pray for them and call on them to repent and return to the Lord.

14. We rejoice at the prospect of Jesus’ coming again in glory, and while we await this final event of history, we praise him for the way he builds up his church through his Spirit by miraculously changing lives.

The Road Ahead

We believe the Holy Spirit has led us during this week in Jerusalem to begin a new work. There are many important decisions for the development of this fellowship which will take more time, prayer and deliberation.

Among other matters, we shall seek to expand participation in this fellowship beyond those who have come to Jerusalem, including cooperation with the Global South and the Council of Anglican Provinces in Africa. We can, however, discern certain milestones on the road ahead. Primates’ Council We, the participants in the Global Anglican Future Conference, do hereby acknowledge the participating Primates of GAFCON who have called us together, and encourage them to form the initial Council of the GAFCON movement. We look forward to the enlargement of the Council and entreat the Primates to organise and expand the fellowship of confessing Anglicans. We urge the Primates’ Council to authenticate and recognise confessing Anglican jurisdictions, clergy and congregations and to encourage all Anglicans to promote the gospel and defend the faith. We recognise the desirability of territorial jurisdiction for provinces and dioceses of the Anglican Communion, except in those areas where churches and leaders are denying the orthodox faith or are preventing its spread, and in a few areas for which overlapping jurisdictions are beneficial for historical or cultural reasons. We thank God for the courageous actions of those Primates and provinces who have offered orthodox oversight to churches under false leadership, especially in North and South America. The actions of these Primates have been a positive response to pastoral necessities and mission opportunities. We believe that such actions will continue to be necessary and we support them in offering help around the world.

We believe this is a critical moment when the Primates’ Council will need to put in place structures to lead and support the church. In particular, we believe the time is now ripe for the formation of a province in North America for the federation currently known as Common Cause Partnership to be recognised by the Primates’ Council.

Conclusion: Message from Jerusalem

We, the participants in the Global Anglican Future Conference, were summoned by the Primates’ leadership team to Jerusalem in June 2008 to deliberate on the crisis that has divided the Anglican Communion for the past decade and to seek direction for the future. We have visited holy sites, prayed together, listened to God’s Word preached and expounded, learned from various speakers and teachers, and shared our thoughts and hopes with each other.

The meeting in Jerusalem this week was called in a sense of urgency that a false gospel has so paralysed the Anglican Communion that this crisis must be addressed. The chief threat of this dispute involves the compromising of the integrity of the church’s worldwide mission. The primary reason we have come to Jerusalem and issued this declaration is to free our churches to give clear and certain witness to Jesus Christ.

It is our hope that this Statement on the Global Anglican Future will be received with comfort and joy by many Anglicans around the world who have been distressed about the direction of the Communion. We believe the Anglican Communion should and will be reformed around the biblical gospel and mandate to go into all the world and present Christ to the nations.

A Statement by the Church of the Province of West Africa on the state of the Anglican Communion

ii. In this regard, we reiterate the resolution of Anglican Consultative Council, Hong Kong, August 2002 in response to Archbishop George Carey’s urging that dioceses “that are considering matters of faith and doctrine that could affect the unity of the Communion to consult widely in their provinces, and beyond before final decisions are made or action is taken.”

iii. We affirm the importance of showing concern and regard to the rest of the Communion.

2. We, however, out rightly condemn and reject the unacceptable action of some of the members of the Communion in the blessing and formal acceptance of same-sex marriages and relationships, the appointment, election and ordination to ecclesiastical offices of those persons who openly admit and declare that they are homosexuals and lesbians (cf Romans 1:26-27). That such practices of some of the members of our Communion do exist and that they are to be treated pastorally, we deny not. However, that they be given official recognition and acceptance by the Church of God as a standard form of life is quite another stand which we cannot and dare not accept.

The CAPA Primates Communique 2007

The Communiqué
CAPA Primates’ Meeting in Mauritius
5th October 2007

We, the Primates of the Council of Anglican Provinces of Africa (CAPA) meeting 3rd to 5th October in Mauritius, Province of the Indian Ocean, issue this Communiqué from our meeting:

Grace and peace to you from God our Father and the Lord Jesus Christ our one and only Saviour.

1. We have been greatly encouraged by our time together with the CAPA Council that has just completed its General Meeting. A separate Communiqué has been issued from these proceedings and we give thanks to God for the dedication of each of the delegates and the many signs of God’s blessing throughout our various provinces.

2. At the conclusion of that meeting we conducted elections for the CAPA leadership team and are pleased to announce that the Most Rev’d Ian Ernest, Bishop of Mauritius and Archbishop of the Province of the Indian Ocean was elected to serve as Chairman with the Most Rev’d Emmanuel Kolini, Bishop of the Diocese of Kigali and Archbishop of the Episcopal Church of Rwanda, elected to serve as Vice-Chairman. We are grateful for their courageous leadership and look forward to the work of CAPA going from strength to strength.

3. We are, however, aware that we live and serve within the context of the wider Anglican Communion and acknowledge that we are profoundly concerned by the current impasse that confronts us. We have spent the last ten years in a series of meetings, issuing numerous communiqués, setting deadlines and yet we have made little progress. As was clearly articulated by our brother bishop, the Most Rev’d Mouneer Anis, Presiding Bishop of the Episcopal/Anglican Province of Jerusalem and the Middle East when he addressed the House of Bishops of The Episcopal Church (TEC), “we want unity but not unity at any expense.” We have observed that his call for clarity in response to the Dar es Salaam recommendations and his appeal to them to turn back from their current path or acknowledge that TEC has chosen to walk a different way from the rest of the Anglican Communion was ignored. We believe, therefore, that a change of direction from our current trajectory is urgently needed.

4. While meeting in Mauritius we received a copy of the report of the Joint Standing Committee (JSC) of the Primates and the Anglican Consultative Council. On first reading we find it to be unsatisfactory. The assurances made are without credibility and its preparation is severely compromised by numerous conflicts of interest. The report itself appears to be a determined effort to find a way for the full inclusion of The Episcopal Church with no attempt at discipline or change from their prior position.

5. We are convinced that what is at stake in this crisis is the very nature of Anglicanism ”“ to understand it simply in terms of the need for greater inclusivity in the face of changing sexual ethics is a grave mistake. It is not just about sexuality but also about the nature of Christ, the truth of the Gospel and the authority of the Bible. We see a trend that seems to ignore the careful balance of reformed catholicity and missionary endeavor that is our true heritage and replace it with a religion of cultural conformity that offers no transforming power and no eternal hope.

6. In our considered opinion, however, there is a possible way forward. The Anglican Communion Covenant is the one way for us to uphold our common heritage of faith while at the same time holding each one of us accountable to those teachings that have defined our life together and also guide us into the future. We therefore propose the following actions:

a. Call a special session of the Primates Meeting. We believe that meeting together is essential if we are prayerfully to allow the Holy Spirit to work through our interactions and bring us to a common mind. We would need to:
i. Review the actual response made by The Episcopal Church ”“ both their words and their actions.
ii. Finalize the Covenant proposal and set a timetable for ratification by individual provinces.

b. Postpone current plans for the Lambeth Conference. We recognize that such an action will be costly, however, we believe that the alternative ”“ a divided conference with several provinces unable to participate and hundreds of bishops absent would be much more costly to our life and witness. It would bring an end to the Communion, as we know it. Postponement will accomplish the following:
i. Allow the current tensions to subside and leave room for the hard work of reconciliation that must be done.
ii. Ensure that those invited to the Lambeth Conference have already endorsed the Covenant and so can come together as witness to our common faith.

7. We make these proposals in good faith believing that they provide an opportunity for us to reunite the Communion consistent with our common heritage and give us a way forward. We also stand ready to work with the various instruments of the Communion to ensure their success.

8. We are very much aware of the plight of faithful Anglicans in North America during these difficult times. We assure them of our prayers, support and full recognition until the underlying concerns are fully resolved.

9. While these current difficulties are challenging for all concerned we do not lose heart because we know that the One we serve is faithful. During our time together we have heard numerous testimonies of God’s faithfulness in the face of enormous difficulties and we are confident that we will find a way forward that will bring honour to His Name.

10. We recognize the fellowship and participation of the following Archbishops who have announced their retirement: the Most Rev’d Bernard Malango, The Church of the Province of Central Africa, the Most Rev’d Most Rev’d Njongonkulu Ndungane, Anglican Church of Southern Africa, the Most Rev’d Donald Mtetemela, Anglican Church of Tanzania. We also give thanks to God for the dedicated leadership of our outgoing chairman, the Most Rev’d Peter J. Akinola, Church of Nigeria (Anglican Communion).

11. Finally, we acknowledge with grateful thanksgiving the hospitality of the Most Rev’d Ian Ernest and the opportunity to pay courtesy calls on the President of the Republic of Mauritius, Sir Aneerood Jugnauth, and the Prime Minister, the Honourable Dr Navinchandra Ramgoolam.

Communiqué

1. We, delegates of the Council of Anglican Provinces in Africa, gathered at Hotel El Monaco, Quatre Bornes, Mauritius between the 2nd and 5th October 2007 for the tenth meeting of the Council under the chairmanship of the Most Rev’d Peter J. Akinola. We represent eleven of the twelve Provinces of CAPA* as laity, clergy, bishops and archbishops and we issue this Communiqué from our meeting.

2. We have gathered in Mauritius, a delightful republic that is a bright light of hope for all developing nations after its years as a colonial territory of Great Britain. Mauritius is a diverse multi-ethnic society, with a stable democracy, regular free elections, a positive human rights record and a growing economy that has won world-wide recognition. We have come here to join with our sisters and brothers of the Province of the Indian Ocean to give thanks for their faithfulness as we all bear witness to the Gospel of Jesus Christ that is the only hope for eternal transformation.

3. We are extremely grateful for the warm welcome shown to us by the Primate of the Indian Ocean and Bishop of Mauritius, the Most Reverend Ian Ernest, the Acting General Secretary, the Most Rev’d Benjamin Nzimbi, the Provincial Secretary, the Rev’d Samatiana Johnson, and the local support team. We are thankful for the gracious hospitality shown to us by the Prime Minister of Mauritius, the Honourable Dr Navinchandra Ramgoolam, the Acting Prime Minister, the Honourable Dr. Rashid Beebeejaun, and the Mayor of Quatre Bornes, Her Worship Regina Maudar. We were also pleased to be able to welcome the Archbishop of York, the Most Rev’d John Sentamu, for part of the meeting.

4. We recognize that not every nation in Africa is blessed with such an open and stable government and a helpful economic environment, but we do rejoice in the encouraging signs that have been shared with us. For example, after years of devastating war there are glimmers of hope in Democratic Republic of the Congo and the now vibrant economies of Kenya and Ghana have recently drawn plaudits from the World Bank.

5. We have met as representatives of the fastest growing part of our beloved Communion and those of us gathered account for more than 37 million Anglicans. We believe that we have “come of age”. We, who were once regarded as disobedient to God, are now compelled by the Gospel to declare the Good News of God’s liberating love to all those who live in disobedience to God’s Word.

6. We have come together recognizing the rich history of the African Church and the gift of faith that it has long given to the world. We are reminded of the saints, fathers and martyrs of the early church such as Augustine of Hippo, Tertullian, Cyprian and Perpetua of Carthage, and Athanasius and Clement of Alexandria; and more recent young martyrs of the Continent.

7. We have been distressed by the reports of the suffering and devastation that has occurred in both East, Central and West Africa as a result of recent environmental crises including both drought and floods. We were also disturbed by accounts of the military oppression in Myanmar, political oppression in Zimbabwe and by the conflict between Muslims and Christians in Darfur, Sudan. We are, however, encouraged by the response from the local churches and wider world community. We are praying that all those affected will quickly receive the practical aid that is so sorely needed and the abiding comfort of God’s Holy Spirit.

8. The theme of our meeting was “CALLED TO A LIFE OF FAITHFULNESS” and in his Opening Address, Archbishop Akinola challenged all present to see the importance of our faithfulness to God’s call as it applies to obedience to all of God’s commands, stewardship of all of God’s gifts and mission to all of God’s people. Failure in any one of these areas leaves the church impotent to take on the enormous challenges of today.

9. We were especially reminded of the need for obedience and faithful living when we received the report on our work with the HIV/AIDS pandemic. We were encouraged by the good progress made by the CAPA office in Nairobi but the disturbing growth in the numbers and classes of new infections reminded us that the battle is far from over. This is especially true for many women in Africa who find themselves increasingly vulnerable to sexual oppression and abuse. We believe that as a faith community, in addition to our ongoing care for those living with HIV/AIDS, we must issue a renewed call to prevention through abstinence and faithfulness ”“ with particular focus on the men of our communities. We also call on the UN and the Governments of the G8 nations to fulfill their commitments so that the suffering of our most vulnerable sisters and brothers can be alleviated.

10. The acting General Secretary, Archbishop Nzimbi, challenged us to demonstrate faithfulness in all aspects of financial stewardship throughout our various provinces and especially in our financial support of CAPA. There was unanimous conviction that all provinces presently in arrears will fulfill their commitments by the end of 2007. We were also reminded that the number of people living in abject poverty within our provinces continues to grow and is a devastating indictment of poor governance in a continent that has been blessed by God with remarkable resources. We were encouraged by the report of the Global South Economic Empowerment Consultation (see end note ) recently concluded in Accra, Ghana. We support its recommendations, especially in the call for the recruitment of an Economic Empowerment officer in each of our provinces.

11. Faithfulness in mission is at the heart of our call to be disciples of Jesus Christ. We were blessed by the reports of continued growth in mission throughout many of our provinces. We are, however, very much aware of the truth of the saying that “the church is always one generation away from extinction”. We urge all churches to reach out to and disciple the youth of our Provinces so that they are empowered to stand against the false promises of materialism that bombard their minds, become mature disciples of Christ and take their full part in the future mission of our church.

12. While we have spent the majority of our time focused on the CALL TO A LIFE OF FAITHFULNESS within our own Continent we have been unable to ignore the current crisis in our Communion. The situation is summarized well in “The Road to Lambeth” the report commissioned by the CAPA Primates, and is noted below . We are united in our conviction that the Lord of the Church is calling upon Africa once again to contend for the “faith once and for all delivered to the saints.”

13. We concluded our meeting with a special service for the inauguration of the DORCAS Activity Center at St. Thomas Church, Beau Bassin ”“ an outreach ministry to the underprivileged of the surrounding community. It was a joyful celebration and a reminder that in the middle of all of our struggles God is at work renewing his Church ”“ especially at the local level.

14. We recognize that in the few days that we have shared together we have only been given a glimpse of all that God is doing but it is enough to fill us with hope in God’s love, God’s power and God’s faithfulness. We are grateful for the dedication and commitment shown by the CAPA leadership team over these past four years and look forward to God’s continued blessing in the coming years.

Now to him who is able to do immeasurably more than all we ask or imagine, according to his power that is at work within us, to him be glory in the church and in Christ Jesus throughout all generations, for ever and ever! Amen. (Eph. 3:20,21)

Kendall Harmon: Initial Response to the JSC report

This is an illegitimate report based on a bizarre and deeply flawed process. The Presiding Bishop should have but did not recuse herself. Members of the Joint Standing Committee suggested word changes to an American report which they were then going to evaluate. Not all committee members had a chance to deliberate with others before the report was released, and the release was clearly rushed. Also: who wrote this document?

This looks and feels like American power politics, not prayerful Anglican deliberation–KSH.

Update: Mouneer Anis is ‘incredibly disappointed and grieved’:

His response, which reached The Times a couple of hours after the JSC report was published, indicates perhaps that hopes of reconciliation remain as distant as ever, as the JSC itself appears from this document to fear they might. Archbishop Anis said this evening: ‘It is very unfortunate that not all the members of the Joint Standing Committee were present when a response to the HOB of TEC was drafted. The lack of discussion and interaction will not produce a report that expresses the view of the whole committee.’ He said the TEC response merely represented a ‘superficial shift’ from their previous position and refuted the JSC’s claim that there had been a change in position since 2003.

‘Therefore I strongly disagree with the report of the JSC which states that “We believe that the Episcopal Church has clarified all outstanding questions relating to their response to the questions directed explicitly to them, and on which clarifications were sought by the 30th of September, and given the necessary assurance sought of them.” The reasons for my disagreement are as follows:

‘On Public Rites for Blessing of Same-sex Unions

‘The statement of the House of Bishops in New Orleans did not meet the request of Windsor Report that the “Bishops must declare a moratorium on all such public rites”. It also failed to meet the request of the Primates at Dar El Salam that the Bishops should “make an unequivocal common covenant that the Bishops will not authorize any rites of blessing for same-sex unions in their Diocese.”

‘They did not declare a moratorium on authorization public rites of the blessing of same-sex unions. Instead the House of Bishops pledged not to authorize any public rites of blessing of same-sex unions. I understand moratorium as “cessation of activity”. In the explanatory discussion they mentioned that “the majority”, not all, of Bishops do not make allowances for the blessings of same-sex unions. This means that a number of Bishops will continue to make allowances for the blessing of same-sex unions. I see this as an equivocal and unclear response.

‘While the House of Bishop’s response means that ‘authorization’ of the rites will not take place, but it also stated that some will continue to ”explore and experience liturgies celebrating the blessing of same-sex unions”. The exploration of liturgies celebrating the blessing of same-sex unions, keeps a window to continue such blessings under another title !! This unashamedly disregards the standard teaching of the Anglican Communion which is still torn over this issue.

Common Cause Partners Press Release: Anglican Bishops Take First Steps to New Structure

Anglican bishops from ten jurisdictions and organizations pledged to take the first steps toward a “new ecclesiastical structure” in North America. The meeting of the first ever Common Cause Council of Bishops was held in Pittsburgh September 25-28.

The bishops present lead more than 600 Anglican congregations. They formally organized themselves as a college of bishops which will meet every six months. They also laid out a timeline for the path ahead, committed to working together at local and regional levels, agreed to deploy clergy interchangeably and announced their intention to, in consultation “with those Primates and Provinces of the Anglican Communion offering recognition under the timeline adopted,” call a “founding constitutional convention for an Anglican union,” at the earliest possible date agreeable to all of the partners.

“We met deeply aware that we have arrived at a critical moment in the history of mainstream Anglican witness in North America. God has led us to repentance for past divisions and opened the way for a united path forward. To him be the glory,” said Bishop Robert Duncan, convener of the council.

The full text of the bishops’ joint statement follows:

Common Cause College of Bishops Statement

In the Name of God the Father, God the Son, God the Holy Spirit, to whom belong all might, majesty, dominion and glory.

We, the College of Bishops of the Common Cause Partnership, meeting together in Pittsburgh, September 25-28 in the Year of our Lord 2007, solemnly affirm this agreement.

In the grace, mercy and power of God, and in repentance for past disunity and disharmony, in thanksgiving for our full reconciliation in the Lord Jesus Christ, to give expression to our unity in the one, holy, catholic and apostolic Church as Anglicans in North America, and for the sake of our mission to extend the Kingdom of God, nurture faithful disciples through Word and Sacraments, seek the lost, and partner globally with other orthodox Anglicans, we hereby commit to do the following:

1. In order to achieve greater unity and strengthen our partnership in the Gospel, we the undersigned commit ourselves to the Common Cause Partnership as set forth in the Articles of the Partnership (see Appendix 1).

2. We declare clearly that we are taking this as a first step in the formation of the “separate ecclesiastical structure” in North America called for at Kigali in September, 2006.

3. In consultation with those Primates and Provinces of the Anglican Communion offering recognition under the timeline adopted, we intend a founding constitutional convention for an Anglican union (see Appendix 2).

4. Those presently-participating bodies which have not yet joined the Common Cause Partnership will decide at the next meeting of their legislative bodies, either to enter the Partnership or leave full membership in Common Cause, becoming observer bodies. It is expected that all presently-participating bodies will be able to enter the Partnership.

5. We will work together on the regional and local levels and avail ourselves of the various ministries of the Common Cause Partners. We will deploy clergy interchangeably as outlined in the Articles of the Partnership. We are free to invite our fellow bishops in this College to share episcopal acts and our sacramental life.

6. The College of Bishops will meet every six months in order to accomplish our stated objectives. The leading bishop of each Partner will serve on a Lead Bishops Roundtable, which may be expanded as they may determine. The Roundtable will advise us in matters referred to it (see Appendix 3).

7. We are committed to the Great Commission. We will make disciples who make disciples and plant churches that plant churches, not resting until the millions of unreached souls in North America are brought to Christ, until all groups on the earth have indigenous churches firmly begun within them and our Lord returns in glory.

8. We ask our Chairman to inform the Primates of the Anglican Communion of these commitments in the hope that our emerging common life will commend us to them as full partners.
