The Scottish Episcopal Church will hold a historic vote later on whether to allow gay couples to marry in church.
If the vote is passed, it will become the first Anglican Church in the UK to allow same-sex marriage.
However, it will also leave the Church at odds with most of the rest of the worldwide Anglican Communion.
The motion to change canon law on marriage will be debated at the Church’s General Synod in Edinburgh.

(Church Times) Scottish Anglicans will decide this week about same-sex weddings
The Scottish Episcopal Church reaches a landmark moment this week as its General Synod prepares to vote on whether to allow clergy to conduct marriages for same-sex couples in church.
While welcoming same-sex marriage may be the “easier” option, the Church will face challenges whatever the result, the Primus, the Most Revd David Chillingworth, has warned.
“If the vote is approved, we face all the challenges of operating the guidelines which we have drawn up to manage the diversity [of views on marriage],” he said on Monday. “If the vote doesn’t go through, there will be deep distress on the side of those who have been strong advocates of the change.”

In addition to its implementation of the decisions on same-sex marriage, on which not all of the SEC is in favour, it is likely that there will be knock-on effects in its relationship with the Anglican Communion. As we noted in our post Communiqué from the Primates, the meeting of Anglican Primates on 11-15 January 2016 discussed inter alia the change to the doctrine of marriage by The Episcopal Church in the United Stated (TEC) and recommended [paragraphs 7 and 8 of Addendum A]:
“It is our unanimous desire to walk together. However given the seriousness of these matters we formally acknowledge this distance by requiring that for a period of three years The Episcopal Church no longer represent us on ecumenical and interfaith bodies, should not be appointed or elected to an internal standing committee and that while participating in the internal bodies of the Anglican Communion, they will not take part in decision making on any issues pertaining to doctrine or polity.
We have asked the Archbishop of Canterbury to appoint a Task Group to maintain conversation among ourselves with the intention of restoration of relationship, the rebuilding of mutual trust, healing the legacy of hurt, recognising the extent of our commonality and exploring our deep differences, ensuring they are held between us in the love and grace of Christ”.
The Anglican Church of Canada, which has allowed some clergy members to perform same-sex marriages but has not adopted a policy for the entire province, escaped sanctions. However, the primates’ resolution fell short of the demands of conservative primates to evict the Americans and the Canadians from the Communion. It seems likely that Archbishop Welby will be under pressure to apply sanctions similar to those on the TEC to the Scottish Episcopal Church.

Both the Church of Scotland and the Scottish Episcopal Church appear to be on the march towards marriage equality. Compared to the Church of England our Scottish neighbours seem to be more progressive and, enlightened. There again Scotland has a long and proud history of enlightenment! Of course I write this as a progressive on matters relating to sexuality and, gender. Some conservatives in the Church of England are no doubt somewhat less sanguine.
Such conservatives will no doubt argue that the Scottish churches have ceased to be orthodox churches. But, surely the counter view is that orthodoxy and progression can be perfectly natural bed fellows? My orthodoxy is rooted in belief in the creed as a communal declaration of faith. The creeds are the kite mark of orthodoxy. The Scottish churches have recognised this. This doesn’t mean that progressives within the Scottish churches have won; unless that is a determination exists to regard issues of human sexuality, particularly as they relate to marriage, in win-lose terms.

The teaching will read: ‘In the light of the fact that there are differing understandings of the nature of marriage in this Church, no cleric of this Church shall be obliged to conduct any marriage against their conscience.’
Rev David McArthy, a traditionalist priest in the SEC and part of the conservative Scottish Anglican Network, told Christian Today there was an ‘immense sadness from many people in Scotland’ about the upcoming decision.
‘It is not simply a group of evangelical churches who have concerns about this but a fairly wide group,’ he said.
‘I pray that the leadership realise what they are about to do will have serious consequences for the church.’

The SEC’s general synod will be asked at its meeting on June 8-10 to pass a motion that removes the understanding of marriage as ‘a physical, spiritual and mystical union of one man and one woman’.
The teaching will read: ‘In the light of the fact that there are differing understandings of the nature of marriage in this Church, no cleric of this Church shall be obliged to conduct any marriage against their conscience.’
The motion must pass by a two-thirds majority in all three sections of the synod – bishops, clergy and laity – and insiders suggest this is likely to happen.
One senior source is quoted in The Herald as saying ‘given what happened last year and with the diocese, people are expecting it to go through’.
(CEN) Coming soon: a Gafcon bishop for Europe
Admitting that news of a missionary bishop may seem to some ‘a threat to their hopes’ of ‘reform’ within their European provinces they explained that ‘the complexity of the current situation in Europe does not admit of a single solution’.
“We bless those whose context and conscience have led them to remain and contend for the faith within the current structures. If you are successful, you will not need a missionary bishop; if you are not successful, an alternative is at hand,” said the Primates.
Gafcon UK ‘welcomed’ the decision to consecrate a missionary bishop, saying that ‘many faithful clergy and lay people’ in the Church of England, the Scottish Episcopal Church and the Church in Wales feel ‘increasing concern’ about the ‘revisionist trajectory’ of these Churches.
The Most Rev David Chillingworth, Bishop of St Andrews, Dunkeld & Dunblane and Primus of the Scottish Episcopal Church, said that the news that Gafcon intends to send a missionary bishop to Britain is ‘regrettable’.

(Changing Attitude Scotland) A Majority of Scottish Episcopal Synods have voted to change the definition of marriage
Proposals to make changes to Canon 31 of the Scottish Episcopal Church’s canons have now been discussed by all the diocesan synods. A very clear majority of the synods voted in favour of change – 6 dioceses voted in favour, whilst one (Aberdeen and Orkney) voted against change.
The changes that are proposed would allow some clergy to be nominated to be able to conduct marriages for same-sex couples. If the changes are approved they would also remove the ban on clergy and lay readers entering into same-sex marriages themselves.
David Chillingworth of the Scottish Episcopal Church announces his retirement
The Most Rev David Chillingworth has today announced that he will retire as Bishop of St Andrews, Dunkeld & Dunblane and as Primus of the Scottish Episcopal Church at the end of July this year.
Bishop David was consecrated Bishop of St Andrews, Dunkeld & Dunblane in 2005 and was elected Primus in 2009.
In his leadership roles in Scotland, Bishop David has consistently encouraged the church to become more missional. In his diocese, he has developed the Casting the Net initiative. In the wider life of the Scottish Episcopal Church, he encouraged the establishment of the Whole Church Mission and Ministry Policy. He believes that mission is rooted in faith commitment and in a deep understanding of history and context. He has worked to sustain the unity of the church as it addressed human sexuality issues.

(BBC) Queen's chaplain resigns over Glasgow cathedral Koran row
One of the Queen’s chaplains has resigned after a row about reading from the Koran in a Glasgow church.
The Reverend Gavin Ashenden, a senior clergyman in the Church of England, left his position as chaplain in order to be free to criticise the move.
A passage from the Koran was read during an Epiphany service at St Mary’s Cathedral in Glasgow earlier this month.
Mr Ashenden said the reading had caused “serious offence”.

“There are things we should not tolerate because they are destructive,” he told BBC Radio 4’s Sunday programme.“I don’t accept the rather feeble accusation that intolerance is a bad thing.”

I am a PhD student studying Theology and Religious Studies in the University of Glasgow and go to St Mary’s regularly as a High Church Anglican Christian who recognise the importance of reading the Bible in the Holy Eucharist. The church has a lectionary to decide which biblical lessons should be read on particular day. The Holy Eucharist is a sacrament where the Christ truly presents through the power of the Holy Spirit. The entire service is sacred. The Liturgy of the Word is the moment when the Word of God according to the Holy Scripture is proclaimed to “bring about the obedience of faith” (Romans 16:26). No other religious texts should be read in the Holy Eucharist. Inter-faith dialogue should be conducted in the setting of conference or talk instead of sacrament.
But the Provost of St Mary has no intention to repent. On 12th January St Mary’s cathedral even say that they have reported to the police for the criticisms in the social media. The news even appear on BBC. Many Christian question the faith of Scottish Episcopal Church when my articles are distributed among Christian in Hong Kong and in the United Kingdom.

And so we come to the final apologia for Kelvin Holdsworth’s mistake, again from his sermon yesterday: “Nobody at that service that night could be in any doubt that we proclaimed the divinity of Christ and preached the Gospel of God’s love.”
Well yes, you possibly did recite the Nicene Creed at some point after its key verses were repudiated, but saying that makes the heresy before it OK is like saying that if you deliver a devastating uppercut to a stranger walking down the street, handing him a plaster afterwards makes it OK.
This story hasn’t gone away despite the best efforts of the Provost to say nothing, to say he’ll say something and then say nothing, to ignore his boss, to ignore the sensible, cogent, important theological questions that even the head of the Episcopal Church of Scotland accepts are perfectly valid.
In ministry, or indeed any position of responsibility, the sooner you learn the lesson that it’s better when you’re caught red-handed to admit a mistake and ask for forgiveness than to try and defend an indefensible corner, the better.

(BBC) Church 'deeply distressed' by Koran offence, says Scottish primus
The head of the Scottish Episcopal Church says the Church is “deeply distressed” at the offence caused by the reading of a passage from the Koran in a Glasgow cathedral.
The comments of the Church Primus, the Most Rev David Chillingworth, follow criticism that Islamic verses were read during an Epiphany service.
In his blog, he also condemned the abuse received by St Mary’s Cathedral.
Police are investigating offensive online messages aimed at the church.

“In response to what has happened at the Cathedral, the Scottish Episcopal Church will bring together all those who are involved in the development of interfaith relations. Our intention will be as a Church to explore how, particularly in the area of worship, this work can be carried forward in ways which will command respect. Our desire is that this should be a worthy expression of the reconciliation to which all Christians are called.”

The flaw in his approach is that while the Muslims who chose the reading seem to have been only too aware of the differences, and chose to declare them in their Koranic reading during the Christian worship, the Provost, on the other hand, appears to have been unaware.
When asked if he had known what the passage of the Koran said about Jesus, how it denied what Christians hold central to their faith, he “declined to comment further”.
This was not, then, “a dialogue about the ways we differ”. It was not even a strategy of parity. If there had been a conversation in which he had said, “Let us insert into each other’s worship and prayers readings from our sacred scriptures which confront and contradict each others’ faith”, how would the Islamic community have responded? We will never know, because the exercise was not actually the one he claimed it to be.

Bp Michael Nazir-Ali Condemns Koran Reading At Anglican Cathedral Epiphany Service
But Nazir-Ali, former Bishop of Rochester condemned the reading and called for discipline against those involved.
“The authorities of the Scottish Episcopal Church should immediately repudiate this ill-advised invitation,” he said in a statement.
He also called for the Archbishop of Canterbury, Justin Welby, to publicly distance the Church of England and the wider Anglican Communion from the event.
” Christians should know what their fellow citizens believe and this can include reading the Qur’an for themselves, whether in the original or in translation. This is not, however, the same thing as having it read in Church in the context of public worship,” he said.

In a hard-fought and at times bruising campaign, it has been clear that debate about Europe has allowed a number of difficult issues to come to the surface. The debate and the patterns of voting suggest that our politicians in recent years may not have paid sufficient attention to some of the deeper issues which are present in our life. The inevitable and necessary period of reflection which must now follow will allow space for questions of poverty and immigration to be explored.
Those of us who live in Scotland are aware that the outcome of the Referendum is potentially of great significance. We hope that our politicians on all sides will take time for careful reflection and consultation.

The Anglican Communion throughout the world upholds the biblical teaching on Same Sex Marriage (i.e. that it does not exist because marriage is between a man and a woman). The meeting of the Anglican primates at the beginning of this year was quite clear and they backed it up with promises of discipline for any Anglican communion which went against its ruling. This was no Church of Scotland style, ”˜we believe in traditional marriage but we will allow our ministers to go against that teaching’. Of course the mainly white liberal Anglicans who have the view that they are the progressives and who regard the mainly black/Asian southern Anglicans as backward regressives , proclaimed their defiance. What does all this mean?
The Scottish Episcopal Church is, as the name suggests the Scottish version of the Church of England. Despite the common perception that it is the “English’ church it is not. It does however have an identity problem ”“ in the 2011 census only 8,000 people claimed that they were Scottish Episcopalian, another 20,000 claimed they were just Anglican and some 60,000 claimed they were Church of England. The most reliable statistic is the 2014 return by the SEC that stated there were 34,000 members of all ages. I suspect that in terms of actual attendance there are less than 10,000 in an Anglican church in Scotland on a Sunday”¦The Scottish Episcopalian church is, like most mainstream churches in Scotland, in a steep decline. Scottish Anglican Network statement on amendment of Scottish Episcopal Church’s marriage canon
..We know that many in our church will be rejoicing in this new direction. There are many others who are in deep pain, including those in our churches who are attracted to the same-sex but who hold an orthodox view of marriage. Some of us will need to consider what future can be had in a church which is abandoning its claim to being part of the one holy Catholic and apostolic church.

Split looms over Same-sex marriage as Scottish Anglicans offered 'alternative oversight'
In a letter released after the vote, the Gafcon UK Panel of Bishops said they offered “to provide alternative episcopal oversight, and thereby your recognition as faithful Anglicans by the worldwide Gafcon movement, which represents the majority of Anglicans worldwide”.
The letter was signed by four bishops on behalf of Gafcon UK’s panel and four other Anglican clergymen.
Written before the vote, it was released by the traditionalist Scottish Anglican Network in the immediate aftermath of the decision. It said the SEC was “dividing the church” over the issue of gay marriage and promised to “stand united with faithful Anglicans in Scotland seeking to uphold the plain doctrinal and moral teaching of the Holy Scriptures”.

The General Synod of the Scottish Episcopal Church has today passed a first reading of a change to its Canon on marriage (Canon 31). The change is to remove from the Canon the doctrinal statement regarding marriage that marriage is to be understood as a union “of one man and one woman.”
A first reading of the change is the first step in a process and does not represent a final decision. The proposed change now passes from the General Synod to the Church’s seven dioceses for discussion and comment in their Diocesan Synods in the coming year. The opinions from the dioceses will then be relayed back to the General Synod which will be invited to give a second reading of the Canon in June 2017. At that stage, for a second reading to be passed, it must achieve a majority of two thirds in the “houses” of bishops, clergy and laity within the General Synod. The change to the canon would include a conscience clause ensuring that clergy opposed to the change are not required to marry people of the same sex.

The Scottish Episcopal Church’s General Synod has made the first steps of any Anglican Church in the UK towards allowing gay marriage in church.
The synod voted that a change to its Canon law governing marriage should be sent for discussion to the church’s seven dioceses.
A further vote will happen at next year’s synod.
The proposal would remove the doctrinal clause which states that marriage is between a man and a woman.
Kelvin Holdsworth on the Scottish Episcopal Church: On Being Threatened by Archbp Justin Welby
What we heard today is that the question has been asked of the Archbishop of Canterbury as to what, if any, the consequences of making this change might be. It would appear that the only consequence is very personal to the Primus of the Scottish Episcopal Church.
He met Justin Welby two weeks ago and was told directly by him that if the Scottish Episcopal Church goes ahead and makes this change then the Primus will himself be personally removed by the Archbishop from leading the World Anglican-Reformed Dialogue ”“ an ecumenical series of international meetings.
It seems to me that we have come to a new place if the Archbishop of Canterbury is going to personally threaten the Primus of a province of the Anglican Communion if that province makes a decision.
There were a number of people at this afternoon’s synod meeting proudly wearing badges that said: “The Archbishop of Canterbury hath no jurisdiction in this realm of Scotland”.

Two weeks ago, I went to London and met with Archbishop Justin specifically to ask the question, ‘Will this also apply to us if we complete the process of Canonical change in 2017?’ The answer is that it will. Most directly, I will be removed from the role of Anglican Co-Chair of the International Anglican-Reformed Dialogue. But other effects are limited. Our bishops will be present and fully involved in the Lambeth Conference planned for 2020. We shall continue to be actively involved in our network of Diocesan Companionships and in the Anglican Networks.
Let me try and explain to you what has happened and what has changed.
The Anglican Communion does not have a central authority, The Provinces – of which our own SEC is one – are autonomous. But clearly we owe a duty and respect to other Provinces, We sometimes say ‘autonomous and interdependent’. That delicate balance becomes stressed when Provinces which live in very different contexts address the changing context in which they live in very different ways.
The Global North is experiencing massive social change in respect of human sexuality – not that the church simply follows that. The Global South – and in particular Sub-Saharan Africa – remains deeply conservative and is under pressure from the Islamisation of Africa. The legacy of colonialism makes measured and respectful dialogue very difficult. Different understandings of collegiality and leadership confuse expectations about how issues will be addressed.
