(AI) TEC Bishops narrowly reject call to study question of Communion of the unbaptized

The House of Bishops has rejected the call to revisit the issue of allowing the non-baptized to receive Holy Communion. By a vote of 79 to 77 the bishops rejected Resolution C010 “Invite All to Holy Communion” which called for the creation and funding of a task force to study…[communion of the unbaptized].

During the afternoon session of the 7th legislative day on 30 June 2015 at the 78th General Convention meeting in Salt Lake City the House of Bishops took up three resolutions submitted for consideration by the Committee on Prayer Book, Liturgy and Music.

Without debate the bishops endorsed Resolution A067 “Revise Book of Common Prayer for Revised Common Lectionary”, which calls for the church to use the lectionary found in the 1979 Book of Common Prayer and not the Revised Common Lectionary for services during Holy Week.

A.S. Haley–TEC Bishops Bless Blasphemy at General Convention

One hundred and twenty-nine of the bishops in the Episcopal Church (USA) House of Bishops voted yesterday to embrace blasphemy as a “trial rite” for same-sex marriages in the Church. The blasphemy begins in the rite at the point where the celebrant says to the congregation (see p. 98 of these materials; my bold emphasis added):

Dearly beloved: We have come together in the presence of God to witness and bless the joining together of N. and N. in Holy Matrimony. The joining of two people in a life of mutual fidelity signifies to us the mystery of the union between Christ and his Church, and so it is worthy of being honored among all people.

As I wrote in an earlier post, critiquing the rite when it was first proposed, the bold language evinces a category mistake of the worst sort, by equating the union of two people of the same gender to the holy union between Christ and His Church. (How can they be equated? In the former, which of the two men — or two women — signifies Christ, and which the Church?)

The bishops approved three other rites for trial use, as well, but they are just as blasphemous in invoking the blessing of the triune God on the union/marriage of a same-sex pair.

Bp Dan Martins reports on the TEC HOB Marriage Decision

Resolution A036 is another matter. It alters the canon governing marriage to make the language gender-neutral. My handful of allies and I felt this is where we needed to make our stand. We immediately moved a minority report that emerged from the Special Committee on Marriage as a substitute for the resolution. This report was simply a document affirming the traditional understanding of marriage, and was not an alternate canonical change. We had cleared it in advance with the parliamentarian, who deemed it in order. But one of the bishops fairly quickly challenged the Presiding Bishop’s ruling that the substitute was in order, and called for a vote on the matter, which is allowed in Roberts Rules. A majority of the bishops voted to overturn the Presiding Bishop’s ruling, so our substitute was taken out of play. The parliamentarian was, of course, correct, so this was simply the names exercise of raw power. The mood of this convention is “spike the ball.”

Debate proceeded, and there were a couple of amendments and amendments to amendments moved, but none carried. My allies and I did successfully request a roll-call vote, however, which tends to annoy people. Nonetheless, we felt it important for us to be on the record for the benefit of worldwide consumption, particularly among our Global South friends, who are always under pressure to cast us aside in favor of an exclusive relationship with the ACNA. There was some 150 or so bishops still around (down quite a bit from Saturday’s PB election). There were 26 No votes and five abstentions. We got our heads handed to us.

One could argue that there are some details still in play before it’s possible to conclusively say, “Done deal.” And the House of Deputies still has to act, though the conclusion there is more foregone than with the Bishops. Nonetheless, the Episcopal Church has, today, effectively redefined marriage–a universal and timeless human social institution that Christians have believed is, in fact, not merely a human social institution, but a gift from God that is literally prehistoric, participating in the order of creation. We have done so, moreover, without even a pretense of consultation with the other provinces of the Anglican Communion, to say nothing of the rest of the Christian world. It is an act of breathtaking hubris, an abuse of common sense truly worthy of the descriptor Orwellian.

A Living Church report on General Convention–TEC Bishops Redefine Marriage

The Rt. Rev. Thomas Ely, Bishop of Vermont, reported the work of the special legislative committee on marriage. Five of the bishops on the committee recommended that a liturgy for blessing covenant relationships and “three liturgies of marriage be authorized for trial use in accordance with Article X.” The designation of the liturgies as being for “trial use” sets into motion the process of amending the Book of Common Prayer. Bishop Ely described this move as “the approach most faithful to our polity.”

He then described A054 as “a more practical ordering of Canon 18.” He noted, however, that the resolution had been amended in committee to include “a more robust declaration of intent” in line with the prayer book. He stated his belief that the proposed canon in A054 does not conflict with the prayer book, thus avoiding “a constitutional crisis.”

A S Haley–The Episcopal Church is Making a Mishmash of Marriage (Part II)

As one can see, Resolution 2015-A054 offers up a veritable smorgasbord of marriage services for all and sundry. If you are an atheist, the Episcopal Church (USA) is ready to meet you and marry you with its “Civil Marriage Rite”; if it is illegal to marry in your State, the Episcopal Church (USA) will still meet you and bless your union with its “Marriage-Lite Rite”; and if you want the full trappings for your same-sex ceremony, well, ECUSA offers it in modern (“Wedding Rite”) and traditional (“Mystical Union”) versions, according to your taste.

But the consequence is necessarily the dilution of Christian marriage into a virtually meaningless smear. The message that ECUSA is conveying with its cafeteria-style offerings is that it does not really stand behind any one of them; they all must be equally valid, liturgically speaking, and so “you pays yer money and you takes yer choice.” Whether you are really married is between God and you; it is not for the Church to say.

Resolutions A036 and A054, as noted, work in tandem to accomplish this goal. The one would be meaningless without the other — indeed, until A054 goes into formal effect and its marriage rites are authorized by diocesan bishops in their respective jurisdictions, the canonical violations described in the first Part of this post will continue unabated and unpunished.

In the next Part of this post, we will take a longer view of the Church’s abandonment of traditional marriage, and the consequences of that abandonment for two Western institutions of paramount importance: the family, and the “one, true, catholic and apostolic church” itself.

(F) Annual EMM operating deficit of $ 3,488,763, which more than wipes out (C) above, and leaves

(G) A net operating loss for 2014 of $ 1,092,161 !!

In other words, the Episcopal Church is in the hole to the tune of over a million dollars for calendar 2014.

TEC Leaders Announce a Special Legislative Committee on Marriage for upcoming General Convention

We have also decided to name a (Special) Legislative Committee on Marriage for this General Convention to ensure that the work of the Task Force on Marriage and resolutions related to the rapidly shifting contexts of civil marriage in the United States and in several other parts of the world can be given appropriate consideration. This will also make it possible for the Prayer Book, Liturgy & Music legislative committee to give full consideration to the other business that will come before it.

A Look Back to 2004–a Piece from Michael Carreker on Foley Beach, the Windsor Report, and TEC

The workings of God’s good providence are never failing and always glorious, but none more so than the events of these last two weeks. This past weekend we hosted a conference of the Georgia Chapter of the American Anglican Council, followed by the southeastern convocation of the Anglican Communion Network, and this coming weekend is the dedication of our newly refurbished building for Christian education, Cranmer Hall.

In the first instance, it was a joy to sponsor these conferences along with Christ Church. An enormous amount of good will was shared between our parishes: extensive preparation and flawless execution. Mostly responsible for this were Patti Victor of St. John’s and Carol Rodgers Smith of Christ Church. While significant differences distinguish our churches – in a very inadequate way we might refer to us as Anglo-Catholic and to them as Evangelical – we stand together now in solidarity with those who claim the essentials of what it means to be within the Anglican Communion and the Church Catholic.

All of this might not have been possible for our churches, if by God’s good providence, Dr. [Marcus] Robertson [of Christ Church, Savannah at the time] and I had not shared in a theological seminar for a year before the chaos of General Convention 2003. That seminar, as does all proper theological thinking, helped to establish trust, charity, and mutual joy.

The meeting of the Georgia Chapter of the American Anglican Council was very encouraging. There were a number of parishes represented from the Diocese of Georgia, and a few from the Diocese of Atlanta, as well as some from outside Georgia. We also heard from a young, courageous priest (an old friend from North Fulton High School in Atlanta), Dr. Foley Beach. His story of the gradual decline in the Diocese of Atlanta away from the Catholic faith was sobering indeed. But the story of how his faithful parish has come under the pastoral oversight of an orthodox bishop, the Rt. Rev. Frank Lyon of the Diocese of Bolivia, was inspiring and hopeful.
On Monday, at the meeting of the Anglican Communion Network, Dr. Beach’s story was put in a much broader context when the Rt. Rev. Alex Dickson, retired bishop of West Tennessee, recalled for us the history of the past forty years and the gradual doctrinal decline of the Episcopal Church, something we have all come to recognize has come full force with ECUSA’s action in New Hampshire.

But what was most gratifying to me was the evidence of providence again, when we had the Rev’d Canon Michael Green, Senior Research Fellow at Wycliffe Hall, Oxford, preach for us

at Evensong. Lynne and I attended St. Aldate’s Church at Oxford in the late seventies when Canon Green was the rector there. It was the time of Professor Maurice Wiles and the infamous publication of his The Myth of God Incarnate, to which, in a miraculous six weeks, a volume was published refuting Wiles’ book, entitled The Truth of God Incarnate, edited by Michael Green. He was a defender of the faith then and he is now. His sermon and the most exquisite Evensong of the Choir was another glistening of our Lord’s providence.

The rest of the Anglican Communion Network meeting saw a resolve for us to embrace the recommendations of the Windsor Report. The ACN has as its primary goal to be an orthodox Christian fellowship which holds to the supremacy of Holy Scripture, the historic formularies of the Anglican Church, and is in communion with the worldwide Anglican Church.

As for this coming Sunday, we dedicate our newly refurbished Christian education building, Cranmer Hall. I believe this must be seen within the larger context of what St. John’s has been, is, and shall be.

Our church has been devoted first of all to the worship of Almighty God. It is wonderful when you hear, as I did the other night, people speaking of Bible studies and study groups in which they have discerned through the Bible and elsewhere that the first need that they have is the worship of God. That is why St. John’s has not given herself over entirely to practical concerns, but keeps the focus of worship primary.

Cranmer Hall represents now the commitment to educate ourselves and our children more completely in the orthodox Christen faith. Its Rose window is s symbol of what such teaching means.

At its center is the Holy Family, Jesus, Mary, and Joseph, enveloped by the Triune God. From this center, the window moves outward through the symbols of the twelve Apostles to twelve saints and worthies who made a profound influence on the development of Anglican spirituality. It is our intention to live into that heritage more fully and to share and teach it as well.

But more is required. We as a parish must prepare ourselves for greater mission work than in the recent past. We sometimes forget that St. John’s was a mission of Christ Church, and that St. Paul’s (originally St. Matthew’s and later renamed) was a mission undertaken by St. John’s. It is time now for other mission churches to be founded and for greater cooperation with Anglican Churches throughout the wider Communion. The ministry of Elliott House is set and on its way with our fourth theological seminar coming up in January. But now it is important for us to reach out in other ways to establish Christian mission in the Anglican Way. That will not happen unless we live into the theme of the Rose Window, and cultivate our heritage as orthodox Anglican Christians with missionary fervor.

Finally, the work of the Building Committee has now come to a very happy end. We should all be grateful for the many gifts and hours of labor, a labor of love, that the members of the committee have offered to the Lord and to their Church. Our Senior Warden and I have asked George Fawcett to oversee the final interior details of the building, and Martha has graciously consented for him to do so. As George represents a long family history at St. John’s, this too is a remarkable testimony to the good providence of God. And so with our profound thanksgiving, Soli Deo Gloria.

Viv Taylor named President of TEC's Integrity USA Group

Integrity USA, a nonprofit working for full LGBT inclusion in the Episcopal Church, has named Viv Taylor, an Iraq war veteran and columnist for The Chapel Hill News, its new executive director.

Taylor is among the first transgender women to enter the Episcopal ordination process and will be the first openly trans woman to lead a major mainline Protestant denominational organization in the U.S., according to an Integrity news release. Integrity has been the leading grassroots voice for lesbian, gay, bisexual and transgender people in the Episcopal Church and for equal access to its rites since its founding in rural Georgia in 1974.

(Living Church) Will TEC Committees Perish?

The Rev. Gay Jennings, who helped lead the charge for structural reform at the 77th General Convention and now serves as president of the House of Deputies, says this reform may lead to fewer church committees.

“This may be hard for some of us to accept, but I think that we are in the death throes of the current standing commission and committee structure,” Jennings told Executive Council June 7. “Both those who are on TREC [the Task Force for Reimagining the Episcopal Church] and those of us who aren’t need to begin imagining new ways of bringing together laypeople, clergy, and bishops to accomplish the work of General Convention.”

Philadelphia Weekly Q&A With the Very Rev. Gary Hall, Dean of the National Cathedral

You recently decided to take the issue of gay marriage on, head-on, at the National Cathedral. What led you to that decision?

There’s my own track record on the issue and then there’s the cathedral’s process. I’ve been a proponent of same-sex marriage at least 20 years. I worked in the ’90s on this stuff at All-Saints Church in Pasadena, California, a progressive church in that part of Los Angeles. Los Angeles has a very large gay and lesbian population, it had an AIDS service center. I got to know a lot of gay and lesbian people well, personally, which I hadn’t before. And during my time there, that parish decided to do same-sex blessings. We aren’t talking about marriage yet. So, I’ve been involved in same-sex blessing and a couple of same sex marriages, really, over the last 20 years. But I had a book of essays about it.

On the public side, it’s that in 2012, thanks to all this activity that I and others did, the Episcopal Church authorized a liturgy, a ritual for same-sex blessings. And in the areas where marriage was legal, nine states plus the District, it could be locally adapted for marriage. The cathedral is an Episcopal cathedral, it’s part of the Episcopal diocese of Washington. So same-sex marriage has been legal in Washington for a while. Maryland just passed a referendum in November saying same-sex marriage is legal now. So all parts of our diocese were where same-sex marriage was legal.

The bishop and I met and said we’re going to start allowing same-sex marriage everywhere, in that diocese in January, and the cathedral would also do it. It was part of a long process in the Episcopal Church. We’ve had controversies over openly gay bishops and all that kind of stuff. We worked through those. Our denomination has come to a place that’s made it possible. And at our general convention in 2015, we’ll probably take up the marriage question.

Malicious prosecution warnings for Episcopal clergy from a prominent Lawyer and Lay Leader

As a deputy to the 2006 convention, Mr. [Michael] Rehill helped lead the legislative fight against adoption of the changes. However, he did not attend the 2009 convention in Anaheim where the deputies accepted the reforms based upon assurances it was “pastoral” and “healing” rather than “legal”, and “that it would reduce the number Title IV cases”.

As a result “they voted away virtually all of the canonical rights of Clergy in Title IV matters,” and “unfortunately, the representations of the proponents proved to be wrong, and the results have been devastating for many clergy.”

As an alternate deputy to the 2012 convention in Indianapolis, Mr. Rehill testified in committee hearings seeking to “restore many of those fundamental Clergy rights, and to restore justice as the primary focus of the process,” he said, but noted these “efforts were not successful, in part because of the bureaucratic structure of General Convention and in part because the authors/proponents of the current Title IV were in control of the legislative process.”

(Journal-Sentinel) Milwaukee Episcopal bishop yet to decide on same-sex blessings

When the Episcopal Church voted last summer to allow the blessing of same-sex unions, many clergy and faithful in Wisconsin and the nation saw it as a major step toward the full inclusion of gay and lesbian members in the life of the church.

Six months later, the prior ban on same-sex blessings remains in effect in the southern third of the state covered by the Diocese of Milwaukee. Bishop Steven Miller has yet to decide whether he’ll allow the provisional rite approved by the church to be used in its parishes. And the lack of a decision is frustrating many in a diocese that strongly supported the change.

“I have people here in my parish – faithful, committed Christians – who are partners in same-sex relationships and long to have their re lationships recognized by the church they love. So I’m really anxious to be able to do that,” said the Rev. Andy Jones of St. Andrew’s Episcopal Church in Madison, echoing the concerns of several pastors in the diocese.

(El Paso Times) In New Mexico and parts of Tex. TEC priests can now bless same-sex relationships

Bishop Michael L. Vono of the Episcopal Diocese of the Rio Grande, which includes El Paso, said the liturgy is an issue of human dignity that breaks barriers for the gay community.

“I’m very positive about it,” he said. “We live in an age where there is still a lot of judgment, still a lot of discrimination that happens within Christianity. We exclude people that are not like ourselves.

“So this may be the Jesus thing to do in our age because Jesus forced the issue that no one is rejected by God and that all people are loved. And if you have two responsible people, whether heterosexual or gay, who love in a Christian way — which is responsibly and exclusively monogamous and help each other and forgive each other — what more can we ask for?”

An Albuquerque Journal article on the Rio Grande Same Sex Blessing Decision

The announcement comes six months after the General Convention of the Episcopal Church approved a liturgy enabling priests to bless same-sex relationships with the approval of their bishops. The blessings are allowed both in states where same-sex marriages are legal or, as in the case of New Mexico, where they are not.

“It’s not a marriage in any way,” Vono said in an interview Sunday. “It’s not a legal marriage. It’s not a marriage in the church. This is a recognition of a commitment, which is a covenant, of two people who vow to live their lives in a monogamous relationship.”

The Episcopal Diocese of the Rio Grande includes close to 60 congregations in New Mexico and part of western Texas.

Reminder of a quote from the Bishop of Missouri's 2012 Diocesan Convention Address

There was a time, early in my episcopate, when it looked like the choice was either inclusion or communion. It looked binary, with no gradations between these two poles, and it looked as if it might be that way for a long time. The season after General Convention in 2003 was fractious, to say the least. Now, however, it looks like both inclusion and communion are available to us, at least provisionally. There are still issues of maintaining unity, both in our common life in this Diocese and in the lives of many of our congregations. I know this. And we must keep an eye on the horizon of the Anglican Communion.

But things are also changing, and changing much more quickly than I could have imagined. In the eighteen months following General Convention in 2003, for example, issues of human sexuality took over my life. Letters, phone calls, meetings, and email. Oh my the email. After Mary Glasspool’s election and consent to become bishop suffragan in Los Angeles in 2010, only seven years later, I got exactly one email. One. No one even took the trouble to ask me if I gave consent, or not. Something had shifted.

Erie-based Episcopal diocese to allow blessing of same-sex unions

In the Diocese of Oklahoma, a Committee is formed to assess a same-sex rites plan

A committee has been formed to create recommendations for how Oklahoma Episcopalians will respond to a same-sex liturgical blessing approved by the Episcopal Church USA earlier this year.

The Rt. Rev. Edward Konieczny, bishop of the Episcopal Diocese of Oklahoma, said he created the committee of clergy and lay people to ensure that Episcopal parishioners across the state have a say in how the same-sex rites are administered in the diocese. The committee is set to meet for the first time in a retreat Friday through Dec. 15….

(Sun-Sentinel) In South Florida Episcopal priests offer spiritual support for Same Sex Unions

Gay couples who seek spiritual affirmation of their relationships can now sanctify their unions with special blessings at South Florida’s Episcopal churches.

Priests in the Episcopal Diocese of Southeast Florida have been given permission to perform a distinct rite, different from the marriage between a man and a woman. Called “The Witnessing and Blessing of a Lifelong Covenant,” the ceremony, to be introduced this month, was approved by national convention delegates over the summer.

South Florida’s Episcopal priests had been performing a locally approved liturgy for the past two years for couples who have been married in other states, Bishop Leo Frade said. Florida law does not recognize same-sex marriages.

Bishop Martin Field of West Missouri's Report to his November 2012 Diocesan Convention

This is crucial. We, as a Church, need to get leaner (though not necessarily meaner). The days of top heavy corporate-style hierarchies are over. We must be focused on mission, not governance. We must be outward focused at every level of the Church, having enough governance for the marshaling of resources, enough committees for organizing ministry, enough hierarchy for holy decision making . . . but no more!

The Church must be ”” from congregations to General Convention ”” committed to God’s Mission, not our favorite political agenda. God’s Vision for the world; not business as usual.

God has blessed his Episcopal Church with abundant resources, and through the years the Church has tried to be faithful. The time is now upon us to renew faithfulness and be a leaner, more mission-focused Church.

Anglican Communion Institute–Polity Politics or The Rule Of Law? A Response To Bishop Whalon

This last point brings us to the crux of our disagreement with Bishop Whalon: does TEC’s Constitution create a “metropolitical authority” superior to the diocesan bishop? Bishop Whalon thinks it does. Without citing or alluding to a single provision of the Constitution, he merely asserts: “the metropolitical authority”¦ resides in the General Convention”¦.The General Convention is at the top of our hierarchy.” We disagree. And it is important to emphasize that our disagreement with this conclusion is based fundamentally on an undeniable legal fact: nowhere does TEC’s Constitution state what Bishop Whalon asserts.

“Metropolitical authority” is a very precise and technical ecclesiological term. “Top of the hierarchy” is a very colloquial allusion to a legal concept that is widely used and readily identified in constitutions and legal documents. The legal term most often used to express this concept is “supremacy,” as in the English Act of Supremacy by which the Church of England separated from Rome and the oath of supremacy that all Church of England bishops continue to swear to this day. There are also other terms that are recognized legally as expressing this concept, but none of them is used in TEC’s Constitution. If there were any constitutional article stating that the General Convention is the supreme or highest or metropolitical authority in the church, we can be quite confident that Bishop Whalon would have quoted it rather than relying on mere colloquial assertion.

Again it is important to stress the context of this debate: a legal brief to a civil court. Given the constraints of the First Amendment, secular courts of law can draw conclusions about church polity only when those conclusions are stated plainly in recognizable legal language in the church’s governing instruments””in other words “on the face of it.”

Bishop Pierre Whalon [The Episcopal Church's] Polity Politics

The first constitution of the church, ratified in 1789, reflects these foundational principles. Parishes were led jointly by rectors and vestries: clergy overseeing worship and education, and elected laypeople managing finances and property, as well as calling new rectors. The tradition of colonial conventions led to state conventions, which were what we now call dioceses, presided by the bishop but that have power to determine the life of the diocese. The annual diocesan convention oversees finances, elects a bishop when necessary and a standing committee and other governing bodies (depending on the dioceses) to exercise jurisdiction.

So far these were not very different than the features of English church life. It was the creation of a “general convention” endued with specific powers that marked the American Episcopal revolution. In short, while the Church of England and most of the churches that came from it have an archbishop who serves as the metropolitical authority, that authority resides in the General Convention.

Thus on the face of it, the seven bishops [signed an amicus curiæ brief submitted to the Texas Supreme Court] are right. In The Episcopal Church, the classic church hierarchy of deacon ”” priest ”” diocesan ”” archbishop ends at the diocesan level. But this is to misunderstand what a hierarchy is.

TEC Diocese of Fond Du Lac considers blessing same-sex relationships

Earlier this year at its general convention, the national church authorized the provisional use of liturgy to bless same-sex couples. The liturgy can be used beginning in December if local diocese choose to allow it.

“The church says we can use it, but it is under the authority of the local bishops whether to use it,” said Bishop Russell Jacobus of the Episcopal Diocese of Fond du Lac, which heads Episcopal churches in Northeastern Wisconsin.

Jacobus said he plans to announce his decision of whether to allow clergy in the diocese to use the liturgy at the diocese’s annual convention Oct. 19-20 in Manitowoc.
