Washington is gearing up for another big fight over whether to raise or suspend the nation’s debt limit, with Treasury Secretary Janet L. Yellen telling Congress on Thursday that the United States had reached its existing borrowing cap of $31.4 trillion.
The United States borrows huge sums of money by selling Treasury bonds to investors across the globe and uses those funds to pay existing financial obligations, including military salaries, safety net benefits and interest on the national debt. Once the United States hits the cap, Treasury begins using “extraordinary measures” — suspending some investments and exchanging different types of debt — to try to stay beneath the cap for as long as possible. But eventually, the United States will need to either borrow more money to pay its bills or stop making good on its financial obligations, including possibly defaulting on its debt.
Responsibility for lifting or suspending the borrowing cap falls to Congress, which must get a simple majority in both the House and Senate to vote for any change to the debt limit. Raising the debt limit has become a perennial fight, with Republican lawmakers using it as leverage to try to force spending cuts.
This year is shaping up to be the messiest fight in at least a decade. Republicans now control the House and they have adopted new rules that make it more difficult to raise the debt limit and strengthen Republicans’ ability to demand that any increase be accompanied by spending cuts. Senate Republicans have also insisted that increases to the debt limit should be tied to “structural spending reform.”

The percentage of Americans reporting they or a family member postponed medical treatment in 2022 due to cost rose 12 points in one year, to 38%, the highest in Gallup’s 22-year trend.
Each year since 2001, Gallup has tracked Americans’ self-reports of delaying medical care in the past 12 months due to cost. The latest reading, from Gallup’s annual Health and Healthcare poll conducted Nov. 9-Dec. 2, is the highest by five points and marks the sharpest year-over-year increase to date.
This change came amid the highest inflation rate in the U.S. in more than 40 years, which made 2022 a challenging year for many Americans. A majority of U.S. adults have said inflation is creating at least a moderate hardship for them. The public continues to view the state of the U.S. economy negatively, and Americans were more likely to name inflation as the most important problem facing the U.S. in 2022 than at any time since 1984.

On Wednesday morning, the Bishop of London, the Rt Revd Sarah Mullally, said that the proposal as it stood was “pretty historic” saying: “While I recognise that it isn’t enough for some people, and it’s also too far for others, to propose prayers of thanksgiving and dedication for same-sex couples is, I think, a huge step forward.”
The Bishop of Oxford, Dr Steven Croft, said on Wednesday that “there are very worthwhile things in these proposals,” despite having been in favour of more significant change (News, 3 November 2022).
“It’s important to note that hopes have been high. A lot of people will be disappointed that we’re not able to make greater progress at this time,” Dr Croft told the Church Times.
He urged people, none the less — and General Synod members in particular — to read the explanations for the Bishops’ proposals, to be published on Friday. He said that he was “disappointed that we are not travelling the whole distance that some of us wanted to travel”. What the Bishops proposed, though, was “a good step forward”, he said. “It will correct some injustices, and offer a tangible public service that wasn’t available before.”
One thing Dr Croft noted was that there had been much greater honesty among the bishops. They no longer maintained an illusion of public unity, as in the past, and this contributed to a more open process of discernment.
The Bishop of Worcester, Dr John Inge, wrote on Twitter that, while the media might present the proposal as “bad news”, “in fact, though it does not go as far as some of us would have liked, it is a huge step forward.
Clergy will be able to offer services of prayer and thanksgiving for same-sex couples and bless same-sex civil marriages in church for the first time under proposals due to be presented to the General Synod next month.
The proposals, finalised by the College and House of Bishops in London on Tuesday, are the result of years of discernment over the issue of sexuality and the Church through what was called the Living in Love and Faith (LLF) process.
The Bishops’ proposals do not include a vote to change canon law on marriage to allow clergy to marry same-sex couples in church. Several MPs had written publicly or privately to their diocesan bishops this week in support of such a move.
The Church Times understands that there was “some way off” a two-thirds majority in favour of same-sex marriage in church among the bishops. This is thought to be a key reason why individual bishops in favour of allowing same-sex marriage saw no point in sending something to Synod that would have required a two-thirds majority in each House, only for it to be voted down by the Bishops.
The recommendation to bless same-sex unions in church is still subject to approval by the Synod. If there is a call for a vote by houses — Clergy, Laity, and Bishops — it would require only a simple majority in each house.

For the first time, under historic plans outlined today, same-sex couples will be able to come to church to give thanks for their civil marriage or civil partnership and receive God’s blessing.
The Bishops of the Church of England will be issuing an apology later this week to LGBTQI+ people for the “rejection, exclusion and hostility” they have faced in churches and the impact this has had on their lives.
And they will urge all congregations in their care to welcome same-sex couples “unreservedly and joyfully” as they reaffirm their commitment to a “radical new Christian inclusion founded in scripture, in reason, in tradition, in theology and the Christian faith as the Church of England has received it – based on good, healthy, flourishing relationships, and in a proper 21st Century understanding of being human and of being sexual”.
The proposals, which follow a six-year period of listening, learning and discernment known as Living in Love and Faith, will be outlined in a report to the Church’s General Synod, which meets in London next month.

BBC News spoke to several bishops present at the meeting who said the Church’s teaching that Holy Matrimony is only between one man and one woman would not change and would not be put to a vote.
But the Church confirmed “prayers of dedication, thanksgiving or for God’s blessing” on same-sex couples will be offered following a civil marriage or partnership.
Same-sex marriage has been legal in England and Wales since 2013. But when the law changed, the Church did not change its teaching.
In 2017, the Church of England began an extended consultation period called “Living in Love and Faith”.
In November last year, the Bishop of Oxford became the most senior Church of England bishop to publicly back a change in the Church’s teaching. Although a handful of others supported him, they remained in the minority.
The refusal to propose a vote on allowing same-sex marriage is likely to anger campaigners for change within the Church.
Some have already told BBC News they will ask the synod to strike out the bishops’ proposals next month.

Bishop Joanne, who will attend the House of Bishops, will work closely with the national director of safeguarding, Alexander Kubeyinje, who took up the role in September. As the Church continues to develop its safeguarding practice, there will be a particular focus on responses to and implementation of the recommendations from the Independent Inquiry into Child Sexual Abuse, IICSA and the Church’s second Past Cases Review, PCR2, published at the end of 2022.
Bishop Joanne will chair the National Safeguarding Steering Group (NSSG), the delegated House of Bishops body responsible for making national safeguarding decisions, and will work closely with the deputy lead bishops for safeguarding, the Bishop of Bristol, Viv Faull and the Bishop of Birkenhead, Julie Conalty.
Both as a former archdeacon and currently as an area bishop in London Diocese, Bishop Joanne has chaired a number of safeguarding reviews and currently is the diocesan safeguarding lead, working closely with the Bishop of London. Bishop Joanne also chairs the national working group looking at the Seal of the Confessional.

Today, as the once-cherubic choristers start to become grandmas and grandpas themselves, grandparenting has changed dramatically. Two big demographic trends are making nana and gramps more important. First, people are living longer. Global life expectancy has risen from 51 to 72 since 1960. Second, families are shrinking. Over the same period, the number of babies a woman can expect to have in her lifetime has fallen by half, from 5 to 2.4. That means the ratio of living grandparents to children is steadily rising.
Surprisingly little research has been done into this. The Economist could not find reliable figures for how many living grandparents there are, so we asked Diego Alburez-Gutiérrez of the Max Planck Institute for Demographic Research in Germany to produce some estimates by crunching un age and population data with models of kinship structures in each country.
We found that there are 1.5bn grandparents in the world, up from 0.5bn in 1960 (though the further back one goes, the fuzzier the estimates become). As a share of the population they have risen from 17% to 20%. And the ratio of grandparents to children under 15 has vaulted from 0.46 in 1960 to 0.8 today.
By 2050 we project that there will be 2.1bn grandparents (making up 22% of humanity), and slightly more grandparents than under-15s. That will have profound consequences. The evidence suggests children do better with grandparental help—which usually, in practice, means from grandmothers. And it will help drive another unfinished social revolution—the movement of women into paid work.

The world’s most populous country has reached a pivotal moment: China’s population has begun to shrink, after a steady, yearslong decline in its birthrate that experts say is irreversible.
The government said on Tuesday that 9.56 million people were born in China last year, while 10.41 million people died. It was the first time deaths had outnumbered births in China since the Great Leap Forward, Mao Zedong’s failed economic experiment that led to widespread famine and death in the 1960s.
Chinese officials have tried for years to slow down the arrival of this moment, loosening a one-child policy and offering incentives to encourage families to have children. None of those policies worked. Now, facing a population decline, coupled with a long-running rise in life expectancy, the country is being thrust into a demographic crisis that will have consequences not just for China and its economy but for the world.
Over the last four decades, China emerged as an economic powerhouse and the world’s factory floor. The country’s evolution from widespread poverty to the world’s second-largest economy led to an increase in life expectancy that contributed to the current population decline — more people were living longer while fewer babies were being born.

As Abernathy tells it—and I believe he is right—he and King were first of all Christians, then Southerners, and then blacks living under an oppressive segregationist regime. King of course came from the black bourgeoisie of Atlanta in which his father, “Daddy King,” had succeeded in establishing himself as a king. Abernathy came from much more modest circumstances, but he was proud of his heritage and, as he writes, wanted nothing more than that whites would address his father as Mr. Abernathy. He and Martin loved the South, and envisioned its coming into its own once the sin of segregation had been expunged.
“Years later,” Abernathy writes that, “after the civil rights movement had peaked and I had taken over [after Martin’s death] as president of the Southern Christian Leadership Conference,” he met with Governor George Wallace. “Governor Wallace, by then restricted to a wheel chair after having been paralyzed by a would-be assassin’s bullet, shook hands with me and welcomed me to the State of Alabama. I smiled, realizing that he had forgotten all about Montgomery and Birmingham, and particularly Selma. ‘This is not my first visit,’ I said. ‘I was born in Alabama—in Marengo County.’ ‘Good,’ said Governor Wallace, ‘then welcome back.’ I really believe he meant it. In his later years he had become one of the greatest friends the blacks had ever had in Montgomery. Where once he had stood in the doorway and barred federal marshals from entering, he now made certain that our people were first in line for jobs, new schools, and other benefits of state government.” Abernathy concludes, “It was a time for reconciliations.”

I also came to see that liberalism’s superficial optimism concerning human nature caused it to overlook the fact that reason is darkened by sin. The more I thought about human nature the more I saw how our tragic inclination for sin causes us to use our minds to rationalize our actions. Liberalism failed to see that reason by itself is little more than an instrument to justify man’s defensive ways of thinking. Reason, devoid of the purifying power of faith, can never free itself from distortions and rationalizations.
In spite of the fact that I had to reject some aspects of liberalism, I never came to an all-out acceptance of neo-orthodoxy. While I saw neo-orthodoxy as a helpful corrective for a liberalism that had become all too sentimental, I never felt that it provided an adequate answer to the basic questions. If liberalism was too optimistic concerning human nature, neo-orthodoxy was too pessimistic. Not only on the question of man but also on other vital issues, neo-orthodoxy went too far in its revolt. In its attempt to preserve the transcendence of God, which had been neglected by liberalism’s overstress of his immanence, neo-orthodoxy went to the extreme of stressing a God who was hidden, unknown and “wholly other.” In its revolt against liberalism’s overemphasis on the power of reason, neo-orthodoxy fell into a mood of antirationalism and semifundamentalism, stressing a narrow, uncritical biblicism. This approach, I felt, was inadequate both for the church and for personal life.
So although liberalism left me unsatisfied on the question of the nature of man, I found no refuge in neo-orthodoxy. I am now convinced that the truth about man is found neither in liberalism nor in neo-orthodoxy. Each represents a partial truth. A large segment of Protestant liberalism defined man only in terms of his essential nature, his capacity for good. Neo-orthodoxy tended to define man only in terms of his existential nature, his capacity for evil. An adequate understanding of man is found neither in the thesis of liberalism nor in the antithesis of neo-orthodoxy, but in a synthesis which reconciles the truths of both.

We have waited for more than 340 years for our constitutional and God given rights. The nations of Asia and Africa are moving with jetlike speed toward gaining political independence, but we still creep at horse and buggy pace toward gaining a cup of coffee at a lunch counter. Perhaps it is easy for those who have never felt the stinging darts of segregation to say, “Wait.” But when you have seen vicious mobs lynch your mothers and fathers at will and drown your sisters and brothers at whim; when you have seen hate filled policemen curse, kick and even kill your black brothers and sisters; when you see the vast majority of your twenty million Negro brothers smothering in an airtight cage of poverty in the midst of an affluent society; when you suddenly find your tongue twisted and your speech stammering as you seek to explain to your six year old daughter why she can’t go to the public amusement park that has just been advertised on television, and see tears welling up in her eyes when she is told that Funtown is closed to colored children, and see ominous clouds of inferiority beginning to form in her little mental sky, and see her beginning to distort her personality by developing an unconscious bitterness toward white people; when you have to concoct an answer for a five year old son who is asking: “Daddy, why do white people treat colored people so mean?”; when you take a cross county drive and find it necessary to sleep night after night in the uncomfortable corners of your automobile because no motel will accept you; when you are humiliated day in and day out by nagging signs reading “white” and “colored”; when your first name becomes “nigger,” your middle name becomes “boy” (however old you are) and your last name becomes “John,” and your wife and mother are never given the respected title “Mrs.”; when you are harried by day and haunted by night by the fact that you are a Negro, living constantly at tiptoe stance, never quite knowing what to expect next, and are plagued with inner fears and outer resentments; when you are forever fighting a degenerating sense of “nobodiness”–then you will understand why we find it difficult to wait.
There comes a time when the cup of endurance runs over, and men are no longer willing to be plunged into the abyss of despair. I hope, sirs, you can understand our legitimate and unavoidable impatience. You express a great deal of anxiety over our willingness to break laws. This is certainly a legitimate concern. Since we so diligently urge people to obey the Supreme Court’s decision of 1954 outlawing segregation in the public schools, at first glance it may seem rather paradoxical for us consciously to break laws. One may well ask: “How can you advocate breaking some laws and obeying others?” The answer lies in the fact that there are two types of laws: just and unjust. I would be the first to advocate obeying just laws. One has not only a legal but a moral responsibility to obey just laws. Conversely, one has a moral responsibility to disobey unjust laws. I would agree with St. Augustine that “an unjust law is no law at all.”
