Stephen Noll–Lambeth 1998: A Diary from the Last True Lambeth Conference

So how large is the Anglican Communion? The official figures for 1997 claim 63 million. A Sunday Times survey, however, claimed that only 23 million actually attend church on a given Sunday. The most embarrassing statistic is that while England claims 26 million baptized members, only a million attend church. Archbishop Robin Eames of Ireland explained that this gap “simply reflects the reality that not every baptised member is in church on Sunday every week.” Huh? Denials like this are part of the problem.

It is hard to see that the Decade of Evangelism, approved at Lambeth 1988, has had any impact in the West. But then the Decade of Evangelism was the Third World’s baby to begin with. (To be sure, the idea of calling the 90’s a Decade of Evangelism came from Bishop Alden Hathaway and was presented to the Episcopal Church in 1988.) But one gets the sense that many Western bishops humored their Third World comrades by voting for it. After all, who can oppose evangelism, especially if one is free to identify it with one’s own pet projects?

I have just seen the Report of the mission section “Called to Live and Proclaim the Good News.” It is not bad overall, it has some helpful analysis of the missionary setting of the churches. Still, there is something missing, the urgency, the boldness, the sacrificial spirit that is called for by the Risen Lord. The problem is not in the plans but in the will to evangelise.

(Church Times) Ahead of the 2022 partial Lambeth Gathering, Anglican leaders attempt to head off sexuality row in Canterbury with new draft

The Lambeth Conference organisers have responded to the row that has been generated in recent days over the inclusion of what is, in effect, a new vote on the Lambeth Resolution 1.10…

That Resolution, carried in 1998, defined marriage as “between a man and a woman” and rejected homosexual practice as “incompatible with scripture”.

Among the “calls” that the 650 bishops from the Anglican Communion will be asked to make at the conference, which starts in Canterbury later this week, is the “Call on Human Dignity”, framed by a drafting group led by the Primate of the West Indies, the Most Revd Howard Gregory.

Bishop Tim Thornton, Chair of the Calls Subgroup–A Statement on the 2022 Partial Lambeth Gathering Calls

The Archbishop of Canterbury invited bishops to the Lambeth Conference to listen, pray and discern together. It is an opportunity to listen to one another as Christians, sometimes across deeply-held differences.

Over recent days we have listened carefully to the responses of bishops to Lambeth Calls: Guidance and Study Documents that was released last week – and especially in relation to the draft Call on Human Dignity. The drafting group for the Call on Human Dignity will be making some revisions to the Call. This will be published as part of Lambeth Calls – which will be the texts that will be discussed by bishops at the conference. This will be released as soon as it is available.

It can also be announced that bishops will now be given a third option for responding to the Lambeth Calls when they are discussed during the conference – bishops will now be able to clearly state their opposition to a particular Call. The options will be:

‘This Call speaks for me. I add my voice to it and commit myself to take the action I can to implement it.’
‘This Call requires further discernment. I commit my voice to the ongoing process.’
‘This Call does not speak for me. I do not add my voice to this Call.’
Please continue to pray for all the bishops attending the Lambeth Conference – that we may continue to listen, walk and witness together to the love of Jesus Christ.

(WSJ) Walter Russell Mead–The Iran Nuclear Deal’s Convulsive Death

If the U.S. is going to develop an effective response to this combination of strategic threats, our political leaders will have to move beyond finger pointing and blame games over the fate of the JCPOA. Republicans can say justly that Mr. Obama’s decision to sign something as consequential and controversial as the Iran nuclear deal without the bipartisan support needed to get a treaty ratified in the Senate was a historic mistake. Democrats can reasonably riposte that Mr. Trump’s unilateral withdrawal made everything worse. Such matters can be left to the historians. The question before us now is not who was right in 2015 or 2018. It is what we do next.

Mr. Biden has repeatedly said that allowing Iran to build nuclear weapons is not an option. If his administration fails to hold that line, the consequences for American power in the Middle East and globally would be profound and perhaps irreversible. If America attacks Iranian nuclear facilities and finds itself stuck in yet another Middle Eastern quagmire, the effects at home and abroad will also be dire. China and Russia would take advantage of America’s Middle East preoccupation to make trouble elsewhere, and U.S. public opinion would be further polarized.

Few presidents have faced policy choices this tough or consequential. It’s understandable if not commendable that the administration postponed the day of reckoning for so long, but as the dead-cat stink intensifies, Mr. Biden is coming closer to the greatest test of his career.

(C of E) Championing Just-Ice in Cheshire

Just-Ice is an innovative social enterprise that combines a love of ice-cream with a desire to provide sympathetic employment to survivors of modern slavery.

Situated in the heart of Poynton, a leafy suburb in Cheshire, Just-Ice is helping to raise awareness of modern slavery amongst Poynton’s school children, church, and wider community as well as employing several survivors of modern slavery. It is a brilliant example of a group of Christians taking action and could be mirrored in other communities across the country.

Jo Rodman, the founder of Just-Ice Poynton, was considering a vocation in ordained ministry when she heard about a Christian couple in Derby who had turned their passion for ice cream into a thriving social enterprise. She was excited about starting a similar café in Poynton and was encouraged by the Director of Vocations at Chester Diocese to pursue the idea as part of a Distinctive Deacon role. Distinctive Deacons have a strong call to an outward-looking and community-minded ministry. They often have a particular concern for issues of poverty and justice.

(NYT front page) Congo to Allow More Oil Wells In Rainforests

The Democratic Republic of Congo, home to one of the largest old-growth rainforests on earth, is auctioning off vast amounts of land in a push to become “the new destination for oil investments,” part of a global shift as the world retreats on fighting climate change in a scramble for fossil fuels.

The oil and gas blocks, which will be auctioned in late July, extend into Virunga National Park, the world’s most important gorilla sanctuary, as well as tropical peatlands that store vast amounts of carbon, keeping it out of the atmosphere and from contributing to global warming.

“If oil exploitation takes place in these areas, we must expect a global climate catastrophe, and we will all just have to watch helplessly,” said Irene Wabiwa, who oversees the Congo Basin forest campaign for Greenpeace in Kinshasa.

Living in Love and Faith Next Steps Group Statement on the [2022 Partial] Lambeth [Gathering] Calls

The 2022 Lambeth Conference has published ten draft ‘Calls’ that will form the backbone of the Conference proceedings. We, the bishops on the Next Steps Group that is overseeing the Church of England’s Living in Love and Faith process on identity, sexuality, relationships and marriage, had first sight of the Calls on the day of their publication, the 20th July 2022. We understand that [some of the] Anglican Communion bishops from around the world will be invited to discuss and reflect on each Call and how each might be received and applied in their home context.

Importantly, we note that the work of the Conference will give bishops the opportunity to contribute and commit to the Calls or to ask that further work be done on the Call. In line with the Call on Anglican identity, the Calls allow for differences of views and the rights of autonomy within the Anglican Communion, recognising that Anglicans seek faithfulness to God in richly diverse cultures, distinct human experiences, and deep disagreements.

One of the Calls relates to human dignity. It calls on bishops to take redemptive action against the abuses of power that are the legacy of colonialism; to address economic injustices that unfairly disadvantage the world’s poorest communities; and it warns about the threat to human dignity of prejudice on the basis of gender and sexuality.

The Church of England is just one voice among 42 member churches of the Anglican Communion….

Martin Davie–A Review Of The 2022 Partial Lambeth Gathering Calls Guidance And Study Document

The Call on Human Dignity is right to declare that ‘acts and attitudes against the dignity of God’s children are sin.’ [10] However, the Call is also problematic both in what it says and in what it does not say.

It is problematic in what it says because, as before, it takes an entirely negative view of the colonial legacy, failing to acknowledge that there are positive as well as negative aspects to it. It calls for the establishment of a Commission for Redemptive Action to shape the response of the Church Commissioners and the Communion as a whole to the historic issues of colonialism and slavery, but it does not give any explanation of why such a commission is necessary or what it is meant to achieve.

What precisely is ‘redemptive action’? We are not told. If it means that the Church Commissioners should pay reparations (to whom and on what basis?) then it should say so. It calls for Anglicans to lobby for ‘social protection measures’[11] but does not explain what these are. It suggests that the work of the ACC on promoting human dignity in relation to gender should be extended to cover sexuality, but it doesn’t say what this would mean in practice and the danger is that this could be used as a cover for encouraging the acceptance of same-sex relationships.

It is problematic in what it does not say in that although it acknowledges Lambeth 1.10 as ‘the mind of the Communion as a whole’[12] it fails to say that therefore provinces should act in accordance with it, or that where they have failed to act in accordance with it, they need to repent and seek to rectify the situation. It is also problematic in that it fails to say that the dignity of the human person exists from the moment of conception and that therefore abortion should never be viewed as a legitimate form of birth control, and in that fails to note that God’s creation of human beings as male and female means that gender transition is an act of rebellion against God that the Church should not support or give liturgical recognition to, even while offering love and support to the persons concerned.

(Economist) Somalia’s president, Hassan Sheikh Mohamud, wants help to fight Africa’s terrorist groups

I feel i am uniquely qualified to speak on international terrorism because I have survived at least three attempts to assassinate me. They came during my first term as Somalia’s president from September 2012 to February 2017. The first attempt was on my very first day in office; the second while I was walking to pray at the mosque in the presidential compound; and the third while I was on my way to visit Marka, a town we had liberated from Al-Shabaab, an Al-Qaeda affiliate and jihadist group which operates in Somalia.

Terrorism still wreaks havoc across Africa, Asia, the Middle East and East Asia, and most of the world, including Europe and America, are on high alert, according to the 2022 Global Terrorism Index (gti) compiled by the Australia-based Institute for Economics and Peace. Although the report states that deaths from global terrorism are in decline, it does highlight that Africa accounted for a staggering 48% of them in 2021. Somalia alone accounted for 8% of all deaths, on par with Mali and Niger and surpassed only by Afghanistan (where 20% of deaths occurred) and Burkina Faso (10%).

Given that most prominent terrorist groups have expansive international objectives and networks, and are aided by sophisticated technology, nobody should take comfort from a relatively low score in the gti. It is arguable that terrorism is not on the wane, but that terrorists are reinventing themselves and adapting. We must do the same.

(Wired) The Unsolved Mystery Attack on Internet Cables in Paris

On April 27, an unknown individual or group deliberately cut crucial long-distance internet cables across multiple sites near Paris, plunging thousands of people into a connectivity blackout. The vandalism was one of the most significant internet infrastructure attacks in France’s history and highlights the vulnerability of key communications technologies.

Now, months after the attacks took place, French internet companies and telecom experts familiar with the incidents say the damage was more wide-ranging than initially reported and extra security measures are needed to prevent future attacks. In total, around 10 internet and infrastructure companies—from ISPs to cable owners—were impacted by the attacks, telecom insiders say.

The assault against the internet started during the early hours of April 27. “The people knew what they were doing,” says Michel Combot, the managing director of the French Telecoms Federation, which is made up of more than a dozen internet companies. In the space of around two hours, cables were surgically cut and damaged in three locations around the French capital city—to the north, south, and east—including near Disneyland Paris.

“Those were what we call backbone cables that were mostly connecting network service from Paris to other locations in France, in three directions,” Combot says. “That impacted the connectivity in several parts of France.” As a result, internet connections dropped out for some people. Others experienced slower connections, including on mobile networks, as internet traffic was rerouted around the severed cables.

All three incidents are believed to have happened at roughly the same time and were conducted in similar ways—distinguishing them from other attacks against telecom towers and internet infrastructure.

A look back to 2019–Stephen Noll–When Is “good Disagreement” Not Good? When It Contradicts God’s Word

Finally, the Rev. Dr. Brett Cane, a Canadian Anglican serving in Egypt, has written an article on “Biblical Perspectives on Staying in Fellowship.” Having noted Paul’s exhortation to seek the unity of the Spirit in the bond of peace and Jesus’ parable of the wheat and tares and His prayer for unity (Ephesians 4:1-4; Matthew 13:24-30,36-43; John 17:20-23), Dr. Cane concludes:

It is often uncomfortable to be in fellowship with those with whom we disagree… From my perspective, liberals are good at asking questions – conservatives are not. In that sense, Jesus was a true liberal in relationship to the religious establishment of his time. However, Jesus was deeply rooted in the Scriptures and was able to give answers. In my opinion, that is why the liberal needs the conservative – to give answers from a Biblical perspective. We need one another; we need to stay in fellowship.

Is it really true that conservatives are not liberal? In the pre-Gafcon book The Way, the Truth and the Life, we wrote:

Besides its emphasis on the Gospel, Evangelical Anglicanism has another side: a spirit of liberality… Liberality of spirit characterizes the Anglican via media approach to doctrinal, liturgical and pastoral matters, which seeks to be firm in matters of salvation and modest with regard to secondary or ‘indifferent’ matters (adiaphora). Going back to John Jewell and Richard Hooker, this “sweet reasonableness” (Titus 3:2) has been a hallmark of Anglican writers, with George Herbert, C.S. Lewis, and John Stott being prime examples. (page 36)

By contrast, my experience of contemporary liberals is that they are supremely illiberal. Take the example of the Episcopal Church USA and Anglican Church of Canada. Having been warned by the Lambeth Conference in 1998 not to proceed with homosexual ordinations and same-sex unions, they bulldozed their way ahead, reducing the Communion to rubble. And now various other “liberal” churches are following suit, with the Church of England not far behind. Does anyone really imagine that as a result of weeks-long indaba at Lambeth 2020, the “liberals” will listen to the conservative answers from Scripture? Is there any way “liberals” will come to one mind with Richard Hooker when he says: “what Scripture doth plainly deliver, to that the first place both of credit [faith] and obedience is due”? The Bishop of Bangor is a case in point.

In a recent collection of essays titled Good Disagreement: Grace and Truth in a Divided Church, two Anglican New Testament scholars examine the way in which Jesus and the apostolic church dealt with controversy and division. Dr. Michael Thompson explains that Jesus’ own teaching and ministry caused a “tear” in the garment of Judaism and a “sword” splitting families apart: “there is no indication that Jesus sought deliberately to divide his hearers; it was the inevitable result of a message which some joyfully accepted but others rejected or simply did not understand” (page 44). One might say that “grace” and “truth” are not really opposites: the Good News of God’s grace and truth in Jesus causes some to turn to the light and others to hold fast to the darkness (John 3:17-21).

Dr. Thompson points to texts in which Jesus warns against judging one another (Matthew 7:1) and others where He insists on church discipline (Matthew 18:15-18). He goes on to consider texts in which, on the one hand, the apostles warn against factions in the church (e.g., 1 Corinthians 1-3), while on the other hand they condemn false teachers (2 Peter 2).

Thompson notes in conclusion that the apostles excluded individuals and not entire congregations. I do not think this is quite right. The early church was not an institution in the modern sense but a fellowship recognized by the apostles and their successors. Hence St. John can declare concerning a heretical faction: “They went out from us, but they were not of us; for if they had been of us, they would have continued with us. But they went out, that it might become plain that they all are not of us” (1 John 2:19).

The Gafcon and Global South movements have warned repeatedly concerning a false Gospel in the Episcopal Church and others. Unfortunately, since the formal “Instruments of Communion” have failed to deal with this “leaven of the Pharisees,” it has infected the entire communion. Hence Gafcon has stated: “We are not leaving the Anglican Communion; we are the majority of the Anglican Communion seeking to remain faithful to our Anglican heritage.”

(NPR) Russia strikes Ukraine’s Black Sea port of Odesa hours after grain deals signed

Ukraine says Russia has attacked the Black Sea port city of Odesa less than 24 hours after the two countries agreed to a deal to resume shipments of millions of tons of Ukrainian grain and mitigate a global food crisis.

Ukraine’s military says Russia fired at least four missiles. Two were shot down by Ukraine’s air defense system, and the other two hit an area around the port. Odesa regional governor Maksym Marchenko said an unspecified number of people were injured in the attack.

Ukraine’s foreign ministry spokesman compared the attack to “spitting in the face” of the United Nations — which worked with Turkey to broker the grain deal.

Friday’s agreement included Russian assurances that it would not attack port facilities.

Archbishop Welby writes to the Bishops who are attending the Partial Lambeth Gathering

I know that many of you are reading and praying about the draft Lambeth Calls that have been published this week – and they are naturally the subject of debate ahead of the conference. Indeed, these Calls have grown out of a process of discussion and encounter with one another. They are informed by the insights and themes of the online video conversations between bishops across the world over the past year. They have been drafted by a diverse group of Anglicans – male and female, lay and ordained, from different generations and from every part of the Communion. They are one part of a process that began before this part of the Conference, and will continue long after it formally finishes, as every Province discerns its own response to the Calls in their own contexts.

As you prepare your hearts and minds for this gathering, I pray that we all reflect on the draft Call on Anglican Identity, which states that Anglicans “belong to a tradition that seeks faithfulness to God in richly diverse cultures, distinct human experiences, and deep disagreements.” That call also states: “The Anglican Communion is a gift from God. Governed by Scripture, affirming the ancient creeds, sacramentally centered, and episcopally led – Anglicans seek to be faithful to God in their agreement and in their disagreements.”

(BBC) Russia and Ukraine Deal signed to allow grain exports to resume by sea

Ukraine and Russia have signed “mirror” deals which will allow Kyiv to resume exports of grain through the Black Sea.

The agreement will allow millions of tonnes of grain, currently trapped in Ukraine by the war, to be exported.

The world shortage of Ukrainian grain since Russia’s 24 February invasion has left millions at risk of hunger.

However, Kyiv refused to sign a direct deal with Moscow, and warned “provocations” would be met with “an immediate military response”.

Both sides attended the signing ceremony in Istanbul but did not sit at the same table. Russia’s Defence Minister Sergei Shoigu signed Moscow’s deal first, followed by Ukrainian Infrastructure Minister Oleksandr Kubrakov signing Kyiv’s identical agreement.
