(FA) The Unwinnable Trade War–Everyone Loses in the U.S.-Chinese Clash—but Especially Americans

In late June, the leaders of China and the United States announced at the G-20 meeting in Osaka, Japan, that they had reached a détente in their trade war. U.S. President Donald Trump claimed that the two sides had set negotiations “back on track.” He put on hold new tariffs on Chinese goods and lifted restrictions preventing U.S. companies from selling to Huawei, the blacklisted Chinese telecommunications giant. Markets rallied, and media reports hailed the move as a “cease-fire.”

That supposed cease-fire was a false dawn, one of many that have marked the on-again, off-again diplomacy between Beijing and Washington. All wasn’t quiet on the trade front; the guns never stopped blazing. In September, after a summer of heated rhetoric, the Trump administration increased tariffs on another $125 billion worth of Chinese imports. China responded by issuing tariffs on an additional $75 billion worth of U.S. goods. The United States might institute further tariffs in December, bringing the total value of Chinese goods subject to punitive tariffs to over half a trillion dollars, covering almost all Chinese imports. China’s retaliation is expected to cover 69 percent of its imports from the United States. If all the threatened hikes are put in place, the average tariff rate on U.S. imports of Chinese goods will be about 24 percent, up from about three percent two years ago, and that on Chinese imports of U.S. goods will be at nearly 26 percent, compared with China’s average tariff rate of 6.7 percent for all other countries.

The parties to this trade war may yet step back from the abyss. There have been over a dozen rounds of high-level negotiations without any real prospect of a settlement. Trump thinks that tariffs will convince China to cave in and change its allegedly unfair trade practices. China may be willing to budge on some issues, such as buying more U.S. goods, opening its market further to U.S. companies, and improving intellectual property protection, in exchange for the removal of all new tariffs, but not to the extent demanded by the Trump administration. Meanwhile, China hopes that its retaliatory actions will cause enough economic pain in the United States to make Washington reconsider its stance.

The numbers suggest that Washington is not winning this trade war. Although China’s economic growth has slowed, the tariffs have hit U.S. consumers harder than their Chinese counterparts. With fears of a recession around the corner, Trump must reckon with the fact that his current approach is imperiling the U.S. economy, posing a threat to the international trading system, and failing to reduce the trade deficit that he loathes.

(Diocese of Oxford) A Christian response to Brexit

  1. –Watch over other faith and minority ethnic communities. Hate crimes and crimes against other faiths increased after the 2016 referendum. Reconnect with the mosques, synagogues and gudwaras in your area.
  2. –Encourage truthful and honest debate. The renewal of our politics will need to be local as well as national. Plan now to host hustings during the General Election campaign. Don’t be afraid of the political space but step into it with a message of faith, hope and love.
  3. –Pray in public worship and private prayer for the healing of our political life, for wisdom for those who lead us, for reconciliation between communities and for stability in our government.

Don’t underestimate what we can achieve if every church, chaplaincy and school does something and if every Christian disciple takes some action, however small.

Don’t take on too much either: loving our neighbour through the Brexit process needs to be woven into everything we do anyway, not simply added into busy lives. Don’t be limited by this checklist – you might have even better ideas. If you do, spread them around.

(CT) Syrian Christians to US: ‘Don’t Abandon Us Now’

The Kurdish-controlled area of northeast Syria stretches 300 miles from the Euphrates River to the Iraqi border. Approximately 750,000 people live there, including estimates of between 40,000 and 100,000 Christians.

Over 700,000 Christians have fled Syria since 2011. And while some warn of further displacement, others fear a greater threat.

“Turkey aims to kill and destroy us and to finish the genocide against our people,” said a statement issued by the Syriac Military Council, a Christian component of the Syrian Defense Forces (SDF), as reported by the Christian Broadcasting Network. “We hope and pray that as we have defended the world against ISIS, the world will not abandon us now.”

The Christian community of Qamishli, on the border with Turkey near Iraq, issued its own statement.

“The Turkish regime is based on armed extremist and radical groups that commit crimes against civilians and humanity,” said Sanharib Barsoum, the co-chair of the Syriac Union Party. “Such threats endanger the life of Syriac people in the region.”

(Haaretz) President Trump’s Decision to Abandon Syria’s Kurds Is Bad News for All U.S. Regional Allies

U.S. President Donald Trump’s decision to move several hundred American soldiers out of the way as Turkey poises to invade southeast Syria is bad news for America’s allies in the region. Trump thereby gave a green light to a dangerous Turkish move while ditching America’s most reliable allies in Syria: the Kurdish fighters.

The president’s move paves the way for other players in the Syrian arena to realize their interests. First and foremost is Turkish President Recep Tayyip Erdogan, but ISIS, as well, and indirectly, the Bashar Assad regime in Syria and its two main supporters, Russia and Iran. From Jerusalem’s perspective, it is another warning sign that this president – until recently presented as Israel’s greatest friend ever in Washington – can’t be trusted.

(Church Times) Love one another, C of E Bishops urge politicians

The language used in debates both inside and outside Parliament has become “unacceptable”, the Church of England’s bishops have said in a joint statement.

The College of Bishops published a statement on Friday which argues that the tenor of the political debate is “not worthy of our country”.

The declaration, which was drafted by a group of senior bishops and put out in the name of all 118 bishops, reads: “In the last few days, the use of language, both in debates and outside Parliament, has been unacceptable.

“We should speak to others with respect. And we should also listen. We should do this especially with the poor, with the marginalised, and with those whose voices are often not heard in our national conversation.

“We should not denigrate, patronise or ignore the honest views of fellow citizens, but seek to respect their opinions, their participation in society, and their votes.”

The statement was released a few hours after the Bishop of Leeds, the Rt Revd Nick Baines, joined calls for the Prime Minister to apologise for his “destructive” language in the House of Commons on Wednesday evening.

(NYT) China Wants the World to Stay Silent on Muslim Camps. It’s Succeeding.

When Turkey’s leader, Recep Tayyip Erdogan, visited Beijing this summer, he hailed a new Silk Road bridging Asia and Europe. He welcomed big Chinese investments for his beleaguered economy. He gushed about China’s sovereignty.

But Mr. Erdogan, who has stridently promoted Islamic values in his overwhelmingly Muslim country, was largely silent on the incarceration of more than one million Turkic Muslims in China’s western region of Xinjiang, and the forced assimilation of millions more. It was an about-face from a decade ago, when he said the Uighurs there suffered from, “simply put, genocide” at the hands of the Chinese government.

Like Mr. Erdogan, the world has been noticeably quiet about Xinjiang, where China has built a vast network of detention camps and systematic surveillance over the past two years in a state-led operation to convert Uighurs into loyal, secular supporters of the Communist Party. Even when diplomats have witnessed the problems firsthand and privately condemned them, they have been reluctant to go public, unable to garner broad support or unwilling to risk financial ties with China.

Backed by its diplomatic and economic might, China has largely succeeded in quashing criticism. Chinese officials have convinced countries to support Beijing publicly on the issue, most notably Muslim ones in Africa, Asia and the Middle East. They have played to the discord within the West over China. And they have waged an aggressive campaign to prevent discussion of Xinjiang at the United Nations.

(EF) Decade of tears and blood: 10 years of Boko Haram terrorism in Nigeria

A decade after Boko Haram began a bloody campaign to impose sharia (Islamic law) on all of Nigeria, Christian leaders say some areas are still under the control of the terrorists.

The Rev. Mohammed Abubakar Naga, chairman of the Borno state chapter of the Christian Association of Nigeria (CAN), told Morning Star News that the terrorists are still active in the northeastern part of the country where the group originated and has displaced thousands of people, effectively closing many churches.

“Gwoza East, especially the hills, has been taken over by Boko Haram,” Pastor Naga said by phone. “The terrorists still attack Christian communities there. This is even with the presence of personnel of the Nigerian army in the area.” After beginning a violent campaign to establish an Islamic caliphate in northern Nigeria 10 years ago, Boko Haram has killed an estimated 35,000 civilians, according to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

The agency said 37 aid workers lost their lives in the course of serving those displaced by the attacks. Two of the many pastors Boko Haram killed in northeast Nigeria’s Borno state include the Rev. Faye Pama Musa, then secretary of the CAN’s Borno state chapter, slain on May 14, 2013 after the terrorists followed him from his church building to his house and shot him to death; and Pentecostal pastor George Ojih, captured in 2009 and beheaded for refusing to recant his Christian faith.

Richard John Neuhaus for 9/11–September 11th, Before and After

Fourth, after some initial sortings out, America will identify itself even more closely with Israel. Disagreements over the justice of how Israel was founded and how it has maintained itself in existence will not disappear. But the diabolical face of the evil that threatens Israel, and us, is now unveiled. Among Americans and all who are part of our civilization, it will be understood that we must never surrender, or appear to be surrendering, to that evil. Finally, the question of “the West and the rest” will be powerfully sharpened, including a greatly heightened awareness of the global threats posed by militant Islam. Innocent Muslims in this country and Europe are undoubtedly in for some nastiness, and we must do our best to communicate the distinction between Islam and Islamism, knowing that the latter is the monistic fanaticism embraced by only a minority of Muslims. But almost inevitably, given the passions aroused and the difficulties of enforcing the law among people who are largely alien in their ways, such distinctions will sometimes get lost. We can only try to do our best by those Muslims who have truly chosen our side in “the clash of civilizations.” It seems likely also that, after September 11, discussion about immigration policy will become more intense, and more candid.

(Church Times) Alexander Faludy–After Brexit, bonds of affection are crucial

The Church of England can make a difference. Before the 2016 EU referendum vote, leading bishops sought to offer an appearance of neutrality which could easily be confused with disengagement. In the strange “between time” between the referendum and today, they belatedly sought to play the part of civic reconciler, urging churches to hold “tea and prayer drop-ins” to encourage better conversations (News, 22 March).

Unfortunately, clergy were not given either adequate notice or a supply of extra tea bags. The project occasioned more satire than mutual understanding. When it comes to improving Anglo-European understanding after Brexit, however, the Church does have significant, if latent, gifts to bring to the table.

To date, the C of E’s ecumenical relationships in Europe have mainly been appreciated by those who have specialist interests or personal ties to the partner Churches. Those partnerships could now be a source of social capital.

The Porvoo, Meissen, and Reuilly agreements connect us, respectively, with Christians in the Nordic and Baltic States, France, and Germany. After Brexit, link-scheme visits, exchanges, and prayer cycles might carry a new significance, emphasising a “bond in the spirit” with people to whom we are no longer bound by laws or trade.

Most people in the pews know little or nothing of the work of the fast-growing diocese in Europe. It, too, could be a valuable resource. Parishes and deaneries on “the mainland” might twin with their equivalents in the diocese in Europe for friendship and mutual support.

A group of Church of England Bishops issue an open letter on Brexit

Seeing the evidence of division in every part of England, we are deeply concerned about:

  • Political polarisation and language that appears to sanction hate crime: the reframing of the language of political discourse is urgent, especially given the abuse and threats levelled at MPs doing their job.
  • The ease with which lies can be told and misrepresentation encouraged: leaders must be honest about the costs of political choices, especially for those most vulnerable.
  • The levels of fear, uncertainty and marginalisation in society, much of which lies behind the vote for Brexit, but will not be addressed by Brexit: poor people, EU citizens in the UK and UK citizens in Europe must be listened to and respected.
  • The Irish border is not a mere political totem and peace in Ireland is not a ball to be kicked by the English: respect for the concerns on both sides of the border is essential.
  • The sovereignty of Parliament is not just an empty term, it is based on institutions to be honoured and respected: our democracy is endangered by cavalier disregard for these.
  • Attention must be paid not only to the Union, but also to the meaning of Englishness.

(FT) Putin and the Patriarchs–how geopolitics tore apart the Orthodox Church

Kirill thought his status as post-Soviet patriarch would earn him a key role of peacemaker, according to people close to the church. But when Russia annexed Crimea in February 2014, a rift opened between Kirill’s and Putin’s conceptions of the “Russian world”. Keenly aware that Putin’s actions severely undermined his authority in Ukraine, Kirill refused to absorb Crimea’s parishes and boycotted a ceremony in the Kremlin to celebrate Russia’s annexation.

Later that year, Putin underscored the rift by declaring that the Crimean town of Khersones — where Vladimir the Great, the first Christian ruler of Rus, was baptised in 988AD — was “Russia’s Temple Mount”.

The notion has no grounding in Orthodox theology and, by implication, undermines the primacy of Kiev and the Lavra. According to Roman Lunkin, a senior researcher at the Russian Academy of Sciences in Moscow, it was an attempt to justify the annexation by presenting Putin as the protector of all Russian-speaking people.

The growing divide between Ukraine and Russia was underscored by the war with ­Moscow-backed separatists in eastern Ukraine shortly afterwards, where more than 13,000 have died. Filaret backed Ukraine’s offensive, saying the local population “must pay for their guilt [in rejecting Kiev’s authority] through suffering and blood”. Rebels in Donetsk, meanwhile, enjoyed support from Konstantin Malofeev, a Russian oligarch and prominent member of Moscow’s Orthodox elite.

(Church of Ireland) Bishop John McDowell–An Open Letter from a Border Bishop

The Border and the problems which it poses for any form of Brexit are not only technical or technological issues. Nor are they simply issues to do with trade or security matters. Expressed in the starkest terms, the Border is the background against which all political and much cultural life in Northern Ireland (and in a more limited way in the Republic of Ireland) is worked out. Some people like the Border and others do not, but positively or negatively, consciously or unconsciously, it is pivotal to how politicians and people here assess almost all policy alternatives.

For this reason alone, any big change which has an impact on the Border is unavoidably complicated and inevitably charged with emotional and symbolic significance.

After a period of relative obscurity, it now appears that everybody is fascinated by the Border. It is interesting, for a while, to be at the centre of the world’s attention. But on the whole I think many of us would rather have been left alone.

For a political border, it is very beautiful in places. That is largely because of the hundreds of small farms looked after by hundreds of sturdy farmers along its length. There isn’t much money in it for most of them, but if you ask them why they don’t move to somewhere less difficult to farm they say “You can’t roll up the land and take it with you”. The long term well–being of men and women like these, and their neighbours all along the border, requires and deserves a clearly spelt–out, sustainable agreement between both sides. This is so that they have not only that material basis necessary for civilised living but also hope for their children’s future. Neither peace nor prosperity are possible without hope.

(Local Paper) Charleston-area churches, bookstores could feel Trump tariffs and so-called ‘Bible tax’

Christian book publishers and some Charleston-area faith leaders fear that a proposed tariff on Chinese imports could lead to a shortage of Bibles in the United States.

Millions of Bibles are produced in China annually and a 25 percent tariff recently proposed by President Donald Trump would make it more expensive to print the religious text, according to Mark Schoenwald, CEO of HarperCollins Christian Publishing. That cost increase likely would be passed on to consumers, who would pay more for the world’s best-selling book.

If the 25 percent increase is reflected in the sticker price, a Bible that costs $15 today would cost $18.50 after the tariff takes effect.

(Christian Today) No-deal Brexit would be ‘irresponsible’, Church leaders warn

Church leaders have written to Britain’s new Prime Minister Boris Johnson urging him to reconsider his “deal or no deal” approach to Brexit.

Mr Johnson has an uphill struggle ahead of him to negotiate a new Brexit deal – despite the EU already saying there are no concessions to be made – and promised in his victory speech on Tuesday to “get Brexit done” by the October 31 deadline.

“We are going to energise the country. We are going to get Brexit done on Oct. 31 and we are going to take advantage of all the opportunities it will bring in a new spirit of can do,” he said, after securing the Tory leadership and 10 Downing Street in a ballot of party members.

In an open letter to Johnson on Wednesday, Church leaders from several denominations said they felt “compelled” to challenge the very real possibility of Britain crashing out of the EU in a no-deal Brexit.

The letter warns that failing to agree a Brexit deal with the EU will “hit those held back by poverty very hard indeed”.

(RNS) Faith groups fear the end of refugee resettlement in the U.S.

Faith-based groups that help the U.S. government resettle refugees fear the future of their work is in jeopardy, after learning that the Trump administration is considering shutting down refugee resettlement for the coming fiscal year.

That move, advocates say, would dismantle an already weakened — and largely religious — refugee resettlement infrastructure dedicated to helping immigrants.

On Thursday (July 18), Politico reported that Trump administration officials are mulling the option of setting the annual ceiling for refugee admissions to zero.

The shift could devastate the refugee resettlement program, which is largely operated by religious groups: Of the nine non-profit organizations that currently partner with the federal government to resettle refugees, six are faith-based.

(FT) It has been a good week for climate change policy–Economists’ innovative ideas are quickly moving from radical to mainstream

What is most significant about this work is that both councils now explicitly endorse two rather radical ideas (even if sometimes as one option among several), and that they do so in order to take seriously the political economy of climate change policy. In other words, they have set themselves the task of designing good economic policy in a way that makes it politically acceptable nationally and politically effective globally.

The first proposal — clearly in response to the political trauma of the gilets jaunes protests in France — is that any revenues from carbon taxes should be returned to the private sector rather than enter the government budget to be used for other purposes. The French CAE has developed a concrete and costed proposal for direct cash distribution of carbon tax revenue, in the form of regular “carbon cheques” to households. Its preferred version, where the carbon tax varies with household income and between cities and the countryside, can make virtually below-median-income households better off…

Second, both groups have also raised the possibility of linking trade openness to trading partners’ efforts to combat climate change. The German report explicitly envisages a “carbon border adjustment”. This would be a tax on the CO2 content of imported goods. The joint statement lists a number of alternative trade tools to use against countries with only weak regulation of carbon emissions, or to incentivise those trading partners with strong climate commitments to stick to them.

(Yahoo News UK) Jonathan Chaplin–The Church of England needs to speak out about Brexit – here’s why

Central to the Church of England’s understanding of itself as the established church is its vocation to be a “church of the nation” – a public institution ready to bring a theological voice to the national debates of the day. The trauma of Brexit confronts the four nations of the United Kingdom in different ways but – given the centrality to the debate of a resurgent English nationalism – it is most painful for England, which is where the Church of England’s mission is primarily directed.

Since 2016, several individual bishops, some in their capacity as “Lords Spiritual” have sought to contribute to this debate, often with balance and insight. Yet – unlike both the (Anglican) Scottish Episcopal Church and the (Presbyterian) Church of Scotland – the Church of England has so far been unable to bring any authoritative collective voice to the national conversation.

No debate on Brexit has taken place in General Synod (the Church of England’s governing body), either before or since the 2016 referendum. While the House of Bishops was able in 2015 to produce an unusually substantial statement before the general election – Who is my Neighbour? – it has so far delivered no formal public statement on Brexit at all.

One obvious explanation for this official silence suggests itself. A referendum exit poll conducted by Greg Smith and Linda Woodhead revealed that English Anglicans are as divided on Brexit as the general population, with 66% reportedly having voted Leave. Since almost all bishops were Remainers, a collective intervention on Brexit could have proved incendiary.

But this cannot be a sufficient account of the church’s institutional reticence. The Church of England has at times been prepared to risk significant controversy in its public interventions. Acrimonious divisions among Anglicans did not prevent the leadership defending its traditional but highly controversial stance against same-sex marriage in 2013.

(PRC) How religious restrictions around the world have changed over a decade

Pew Research Center just published its 10th annual report analyzing restrictions on religion (by both governments and individuals or groups in society) around the world. This year’s report differs from past reports because it focuses on changes that have occurred over the course of a decade, covering 2007 to 2017, rather than emphasizing year-to-year variations. Another new approach this year involves splitting each of two broad types of religious restrictions – government restrictions and social hostilities – into four subcategories. This provides a clearer picture of the specific types of religious restrictions that people face – and how they are changing over time.

Here are key findings from the report:

1Government restrictions on religion have increased globally between 2007 and 2017 in all four categories studied: favoritism of religious groups, general laws and policies restricting religious freedom, harassment of religious groups, and limits on religious activity. The most common types of restrictions globally have consistently been the first two. Governments often enshrine favoritism toward a certain religious group or groups in their constitutions or basic laws. And general laws and policies restricting religious freedom can cover a wide range of restrictions, including a requirement that religious groups register in order to operate. But one of the more striking increases involved the category of government limits on religious activities, which can include limits or requirements on religious dress. The global mean score in this category rose by about 44% between 2007 and 2017.

2Social hostilities involving religion have increased in a few categories, but levels of interreligious tension and violence, also known as sectarian or communal violence, have declined globally. In 2007, 91 countries experienced some level of violence due to tensions between religious groups, such as conflict between Hindus and Muslims in India, but by 2017 that number dropped to 57 countries. However, harassment by individuals and social groups, religious violence by organized groups, and hostilities related to religious norms (for example, harassment of women for violating dress codes) have all been on the rise.

(Telegraph) Tim Stanley–The West owes Iraq’s persecuted minorities a lot more than just talk

I’m here to interview Christians but I’m also invited to meet the pope of the Yazidis, an ancient native religion, and I’m never one to turn down a pope, so off we go. The venerable Sheikh Baba is in his Eighties, tired, and his son and brother take over the meeting. Conversation – as with all Iraqis – is robust.

“The situation is very bad,” says the Sheikh’s son, and the West offers only “talk”. That’s not entirely fair – some money has been spent by the US – but this is a community in crisis. Daesh killed thousands of Yazidi men and raped the women. When the Jihadists disappeared, they took 3,000 girls with them. Where are they? The Yazidis “are now in camps and [suffer] psychologically and materially. No jobs. We want our people to return to their land.”

He doesn’t think much of its chances in Europe, either. The more Islamists who move there, he says, the more children they have, the less Christian the West will be. The Sheikh’s family are perplexed that we haven’t figured this out yet. There are good and bad Muslims, adds one man, and who can forget what Christians did to the Jews in Germany? But the West “must say the reality”, which is that Daesh was Islamic.

(FA) Dani Rodrik–Globalization’s Wrong Turn And How It Hurt America

Today’s woes have their roots in the 1990s, when policymakers set the world on its current, hyperglobalist path, requiring domestic economies to be put in the service of the world economy instead of the other way around. In trade, the transformation was signaled by the creation of the World Trade Organization, in 1995. The WTO not only made it harder for countries to shield themselves from international competition but also reached into policy areas that international trade rules had not previously touched: agriculture, services, intellectual property, industrial policy, and health and sanitary regulations. Even more ambitious regional trade deals, such as the North American Free Trade Agreement, took off around the same time.

In finance, the change was marked by a fundamental shift in governments’ attitudes away from managing capital flows and toward liberalization. Pushed by the United States and global organizations such as the International Monetary Fund and the Organization for Economic Cooperation and Development, countries freed up vast quantities of short-term finance to slosh across borders in search of higher returns.

At the time, these changes seemed to be based on sound economics. Openness to trade would lead economies to allocate their resources to where they would be the most productive. Capital would flow from the countries where it was plentiful to the countries where it was needed. More trade and freer finance would unleash private investment and fuel global economic growth. But these new arrangements came with risks that the hyperglobalists did not foresee, although economic theory could have predicted the downside to globalization just as well as it did the upside.

(Archbp Cranmer Blog) Bp Philip Mounstephen calls for sanctions on countries which persecute Christians

The Bishop of Truro Philip Mounstephen has finally published his independent report on persecuted Christians across the world, and it doesn’t disappoint. The review was commissioned by Foreign Secretary Jeremy Hunt last December, and launched in January, and the intervening six months have been worth the wait, not least for its impeccable justification:

..this particular focus is justified because Christian persecution, like no other, is a global phenomenon. And it is so precisely because the Christian faith is a truly global phenomenon. Thus Christian persecution is not limited to one context or challenge. It is a single global phenomenon with multiple drivers and as such it deserves special attention. More specifically it is certainly not limited to Islamic-majority contexts. So this review is not a stalking horse for the Islamophobic far-right, and nor does it give the Islamophobic right a stick to beat Islam with. To focus on one causative factor alone is to be wilfully blind to many others.

..Because the Christian faith is perhaps the one truly global faith it has become a bellwether for repression more generally. If Christians are being discriminated against in one context or another you can be confident other minorities are too. So renewing a focus on Christian persecution is actually a way of expressing our concern for all minorities who find themselves under pressure. And ignoring Christian persecution might well mean we’re ignoring other forms of repression as well.

Bishop Philip not only calls for the UK to impose sanctions upon countries that persecute Christians, but also for the adoption of a specific definition of anti-Christian discrimination and persecution. Since the Government has refused to adopt a specific definition of Islamophobia, and the definition of Antisemitism is not without contention, it will be interesting to see how anti-Christian discrimination (which some call ‘Christophobia‘) is actually finally defined.

Significantly, Bishop Philip affirms the view expressed by the Rev’d Jonathan Aitken last December in his Christmas sermon to the Foreign Office, of an essential lack of religious literacy among FCO staff.

(NYT) Squalid Conditions at Border Detention Centers, Government Report Finds

Overcrowded, squalid conditions are more widespread at migrant centers along the southern border than initially revealed, the Department of Homeland Security’s independent watchdog said Tuesday. Its report describes standing-room-only cells, children without showers and hot meals, and detainees clamoring desperately for release.

The findings by the Department of Homeland Security’s Office of Inspector General were released as House Democrats detailed their own findings at migrant holding centers and pressed the agency to answer for the mistreatment not only of migrants but also of their own colleagues, who have been threatened on social media.

In June, inspectors from the department visited five facilities in the Rio Grande Valley of Texas, and found children had few spare clothes and no laundry facilities. Many migrants were given only wet wipes to clean themselves and bologna sandwiches to eat, causing constipation and other health problems, according to the report. Children at two of the five facilities in the area were not given hot meals until inspectors arrived.

Overcrowding was so severe that when the agency’s internal inspectors visited some of the facilities, migrants banged on cells and pressed notes to windows begging for help.

(CT) Evangelicals Can Help at the Border. They Just Can’t Do It Alone.

Leaders like San Antonio pastor Max Lucado have urged Christians to pray and act. “This is a mess. A humanitarian, heartbreaking mess. As we are wondering what can be done, let’s do what we are called to do,” he wrote in a lament for CT. “Let’s pray. Let’s lament. Grief over the conditions at the border has compelled many evangelical Christians to act, but they prefer to work directly with evangelical mercy ministries.

However, in these moments when the law stands between Christians and acts of mercy—like not being able to drop off donations at a detention center—they can be uncomfortable with idea of supporting government aid or state humanitarian efforts, said Kathryn Freeman, director of public policy for the Texas Baptists’ Christian Life Commission.

“Even for Christians who tend to be leery of government intervention,” Freeman said, to get the diapers and wipes to the children in custody, “the reality is that Congress has to take that up and do it.”

(NAE) Inhumane Conditions for Migrant Children Are Unacceptable

In the letter, evangelical leaders ask the administration and Congress to:

  • Immediately appropriate adequate funding and deploy appropriately trained staff to care for children and families who are held in temporary processing facilities and in facilities for unaccompanied children;
  • Respect and enforce the protections of U.S. asylum laws, ensuring that no one with a credible fear of torture or persecution “on account of race, religion, nationality, membership in a particular social group, or political opinion” is returned to their country of origin or forced to remain in unsafe third countries, and that all asylum seekers are afforded due process and treated humanely throughout the process;
  • Minimize the use of detention, especially the detention of children, and utilize effective alternatives to detention to ensure that those with pending asylum cases show up for court; except in cases when there is a valid reason to suspect that an individual presents a threat to public safety, families should be allowed to rely upon sponsoring relatives and friends throughout the U.S., or upon the assistance of local churches and non-profit
    organizations, rather than being detained at taxpayer expense;

(NYT) As Trade War With U.S. Grinds On, Chinese Tourists Stay Away

A new battlefront has opened in the trade war between the United States and China: the $1.6 trillion American travel industry.

A Los Angeles hotel long popular with Chinese travelers saw a 23 percent decline in visits last year and another 10 percent so far this year. In New York City, spending by Chinese tourists, who spend nearly twice as much as other foreign visitors, fell 12 percent in the first quarter. And in San Francisco, busloads of Chinese tourists were once a mainstay of one fine jewelry business; over the last few years, the buses stopped coming.

Figures from the Commerce Department’s National Travel and Tourism Office show a sharp decline in the number of tourists from China last year.

Industry professionals worry that the drop-off is picking up speed this year, affecting not just airlines, hotels and restaurants, but also retailers and attractions like amusement parks and casinos.

(NYT) Trade War Starts Changing Manufacturers in Hard-to-Reverse Ways

…evidence is mounting that the conflict has taken an economic toll. The Commerce Department said Thursday that trade — both imports and exports — slumped in April, and data released earlier this week showed a sharp slowdown in manufacturing, amplifying a recent trend. The bond market in recent days has been sending signals that the trade war could be a threat to growth in the United States and globally. The impact could deepen if Mr. Trump follows through on his promise, made Thursday, to impose new tariffs on imports from Mexico.

And as the conflict drags on, there are signs it is beginning to reshape the global economy in more fundamental ways.

“There’s definitely lasting damage that has been done,” said Mary Lovely, a Syracuse University economist and senior fellow at the Peterson Institute for International Economics in Washington. “It’s not going to mean the end of the world tomorrow, but it’s death by a thousand cuts. How competitive is America going to be in 10 or 15 years?”

Tariffs have not yet compelled businesses to return large-scale production to the United States, where labor and other costs tend to be much higher than in China and other overseas manufacturing hubs.

But trade tensions are accelerating a corporate trend of shifting supply chains away from China. In a recent survey of more than 200 corporate executives by the consulting firm Bain, 42 percent said they expected to get materials from a different region in the next year, and 25 percent said they were redirecting investments out of China.

(Sunday [London] Times] Niall Ferguson–the world cannot afford another Thirty Years’ War: History suggests the US-China conflict will need a Westphalian resolution

The end of the Thirty Years’ War was not brought about by one treaty, but by several, of which the most important were signed at Münster and Osnabrück in October 1648. It is these treaties that historians refer to as the Peace of Westphalia. Contrary to legend, they did not make peace, as France and Spain kept fighting for 11 more years. And they certainly did not establish a world order based on modern states.

What the Westphalian settlement did was to establish power-sharing arrangements between the emperor and the German princes, as well as between the rival religious groups, on the basis of limited and conditional rights. The peace as a whole was underpinned by mutual guarantees, as opposed to the third-party guarantees that had been the norm before.

The Cold War ended when one side folded. That will not happen in our time. The democratic and authoritarian powers can fight for three or 30 years; neither side will win a definitive victory. Sooner or later there will have to be a compromise — in particular, a self-restraining commitment not to take full advantage of modern technology to hollow out each other’s sovereignty.

Our destination is 1648, not 1989 — a Cyber-Westphalia, not the fall of the Great Firewall of China. If we have the option to get there in three years, rather than in 30, we should take it.

(WSJ) David Molton–My Jewish Family’s American Life Almost Wasn’t–They were turned away 80 years ago but made their way to the U.S. eventually

Left alone with three children, my grandmother formed a plan to reunite the family. She spent much of her dwindling savings on a voyage to Cuba aboard the St. Louis. The ship was filled with hundreds of Jews with similar stories. In what should have served as a warning of trouble ahead, the passengers were required to purchase return tickets.

As the ship neared Havana in May 1939, the Cuban government announced it wouldn’t honor the Cuban landing permits sold to passengers by a corrupt Cuban minister. Most passengers weren’t concerned, since they held immigration quota numbers committing the U.S. to grant them entry when their turn came over the next few years. They assumed Washington would move up the timetable and let them enter right away.

Yet the St. Louis was anchored in Havana harbor from May 27 to June 2. A representative from the Joint Distribution Committee, a Jewish relief group, negotiated with the Cuban government to allow the passengers to disembark. Dinghies carried separated family members, including my grandfather, for temporary reunions. President Franklin D. Roosevelt remained silent, and the negotiations failed.

(Atlantic) The Impossible Future of Christians in the Middle East

The call came in 2014, shortly after Easter. Four years earlier, Catrin Almako’s family had applied for special visas to the United States. Catrin’s husband, Evan, had cut hair for the U.S. military during the early years of its occupation of Iraq. Now a staffer from the International Organization for Migration was on the phone. “Are you ready?” he asked. The family had been assigned a departure date just a few weeks away.

“I was so confused,” Catrin told me recently. During the years they had waited for their visas, Catrin and Evan had debated whether they actually wanted to leave Iraq. Both of them had grown up in Karamles, a small town in the historic heart of Iraqi Christianity, the Nineveh Plain. Evan owned a barbershop near a church. Catrin loved her kitchen, where she spent her days making pastries filled with nuts and dates. Their families lived there: her five siblings and aging parents, his two brothers.

But they also lived amid constant danger. “Everybody who was working with the United States military—they get killed,” Catrin said. Evan had been injured by an explosion near a U.S. Army base in Mosul in 2004. Catrin worried about him driving back and forth to the base along highways that cross some of the most contested land in Iraq. Even after he stopped working for the military, they feared he might be a victim of violence. That fear was compounded by their faith: During the war years, insurgents consistently targeted Christian towns and churches in a campaign of terror.

The Almakos had watched neighbors and friends wrestle with the same question: stay, or go? Now more and more Christians in the region were deciding to leave. The graph of the religion’s decline in the Middle East has in recent years transformed from a steady downward slope into a cliff. The numbers in Iraq are especially stark: Before the American invasion, as many as 1.4 million Christians lived in the country. Today, fewer than 250,000 remain—an 80 percent drop in less than two decades.

(FA) Daniel W. Drezner–This Time Is Different: Why U.S. Foreign Policy Will Never Recover

It is a truth universally acknowledged that a foreign policy community in possession of great power must be in want of peace of mind. Climate change, the Middle East, terrorism, trade, nonproliferation—there is never a shortage of issues and areas for those who work in international relations to fret about. If you were to flip through the back issues of Foreign Affairs, you would find very few essays proclaiming that policymakers had permanently sorted out a problem. Even after the Cold War ended peacefully, these pages were full of heated debate about civilizations clashing.

It is therefore all too easy to dismiss the current angst over U.S. President Donald Trump as the latest hymn from the Church of Perpetual Worry. This is hardly the first time observers have questioned the viability of a U.S.-led global order. The peril to the West was never greater than when the Soviet Union launched Sputnik—until U.S. President Richard Nixon ended the Bretton Woods system. The oil shocks of the 1970s posed a grave threat to the liberal international order—but then came the explosion of the U.S. budget and trade deficits in the 1980s. The perpetrators of the 9/11 attacks seemed like an existential threat to the system—until the 2008 financial crisis. Now there is Trump. It is worth asking, then, whether the current fretting is anything new. For decades, the sky has refused to fall.

But this time really is different. Just when many of the sources of American power are ebbing, many of the guardrails that have kept U.S. foreign policy on track have been worn down. It is tempting to pin this degradation on Trump and his retrograde foreign policy views, but the erosion predated him by a good long while. Shifts in the way Americans debate and conduct foreign policy will make it much more difficult to right the ship in the near future. Foreign policy discourse was the last preserve of bipartisanship, but political polarization has irradiated that marketplace of ideas. Although future presidents will try to restore the classical version of U.S. foreign policy, in all likelihood, it cannot be revived.

The American foundations undergirding the liberal international order are in grave danger, and it is no longer possible to take the pillars of that order for granted. Think of the current moment as a game of Jenga in which multiple pieces have been removed but the tower still stands. As a result, some observers have concluded that the structure remains sturdy. But in fact, it is lacking many important parts and, on closer inspection, is teetering ever so slightly. Like a Jenga tower, the order will continue to stand upright—right until the moment it collapses. Every effort should be made to preserve the liberal international order, but it is also time to start thinking about what might come after its end.

The gravity of the problem is dawning on some members of the foreign policy community. Progressives are debating among themselves whether and how they should promote liberal values abroad if they should return to power. Conservatives are agonizing over whether the populist moment represents a permanent shift in the way they should think about U.S. foreign policy. Neither camp is really grappling with the end of equilibrium, however.
