(The State) South Carolina’s top accountant to resign after $3.5B accounting error

South Carolina’s top accountant Richard Eckstrom says he will resign effective April 30 after disclosing to state lawmakers that he inflated the state’s cash balances for a decade, eventually reaching about $3.5 billion.

In a Thursday resignation letter to Gov. Henry McMaster, the comptroller general reiterated his advocacy that the Legislature move forward on legislation for a constitutional change to make his position appointed by the governor, rather than elected every four years by the voters. “Over the course of my time in public office I have taken great pride in the responsibility trusted to me,” Eckstrom, 74, wrote in his letter to McMaster, obtained by The State Media Co.

“I have been humble in my approach to the job an attribute I hope our constituents have recognized and will remember.” Eckstrom’s early resignation means the General Assembly will nominate and elect the next comptroller general during a joint assembly to be scheduled at a later date. Eckstrom’s leave also means he’ll avoid a trial in the Senate, a hearing legislators were soon going to announce would start April 11.

(WSJ) Exercise Can Be the Best Antidepressant

One of the highlights of my pandemic workweek was the Zoom workout I did with a dozen fellow swimmers once we lost access to our pool. Most aspects of my life were upended, but the 7:45 a.m. home exercise session was a constant: a warm-up, two sets of resistance exercises designed by our loyal coach, then stretching and gabbing. None of us wanted to give up this routine when restrictions eased, and we’re still at it.

I feel more upbeat and quicker on the uptake on days when I do planks and squats. Now a new paper evaluating studies of the impact of exercise on mood shows that physical activity, of any kind, is just as effective as antidepressants at reducing feelings of anxiety and depression—and sometimes more effective.

Dr. Ben Singh, a research fellow at the University of South Australia, was the lead author of the study, which appeared in February in the British Journal of Sports Medicine. He and 12 other scientists combed the research literature for all randomly controlled studies published before 2022 that involved adding exercise to a person’s “usual care,” to see how physical activity might relieve psychological distress.

(The Parliament Politics) Bp [of St. Albans] Alan Smith–Coroners currently do not need to record an opinion on the factors that may have caused a person to take their life this has to change

The industry makes most of its profits from those who are vulnerable, with 86% of online betting profits coming from 5% of customers. Most of thesepeople are already suffering from gambling–related harms or have been diagnosed as suffering from an addiction. Further, the statistics show that 35% of people with a gambling disorder receive daily incentives to gamble, compared to only 4% of those without. All too often there are reports in the media of people receiving offers of ‘free’ spins and the chance to be a ‘VIP customer’ when they have been trying to stop gambling.

Coroners currently do not need to record an opinion on the factors that may have caused a person to taketheir life. My Private Members Bill, the Coroners (Determination of Suicide) Bill aims to change that.

It is estimated that between 400 – 500 people take their lives each year in this country due to gambling. Yet when the House of Lords ministers answered my questions they claimed that there was no reliable statistics of the numbers of deaths caused by gambling. Furthermore, they showed little concern to find out.

If this bill comes into law, the requirement on coroners to record the ‘where, how and what’ questions associated with each suicide will remain unchanged. However, once this part of the inquesthas been concluded, each coroner will be required to record the co-morbidities of each suicide….

(Church Times) Scammers posing as Archbishop of York make second attempt to defraud clergy

A spokesman for the diocese of York said this week: “The sender has taken some trouble both with identifying their chosen pseudo-sender and the intended victim. In many cases the sender has used an untraceable Gmail address, or texted from an equally untraceable pay-as-you-go or ‘burner’ mobile phone.”

At least one person is believed to have lost £1000 in the con and another only narrowly avoided losing a similar sum when they became suspicious after being asked to supply the voucher codes.

The diocesan spokesman continued: “It seems this is a national trend with similar reports from other Church of England dioceses. We have reported one specimen case to North Yorkshire police who have passed it over to Action Fraud, a national police scheme. Incumbents may like to consider advising their church officers and PCC members that: ‘I will never ask you by email to spend your own money for the church’.”

A joint unit of Northumbria, Cleveland, and Durham police has issued an alert over similar issues in the northeast, saying: “Clergy will never ask you to give them money, vouchers, or personal banking details directly, even to help someone in need . . . Even if they’re saying you’ll be refunded, it is a scam.”

(NYT) The Colorado River Is Running Dry, but Nobody Wants to Talk About the Mud

…the silt never ceased arriving in Lake Powell, the reservoir above the dam. Each day on average for the past 60 years, the equivalent of 61 supersize Mississippi River barge-loads of sand and mud have been deposited there. The total accumulation would bury the length of Manhattan to a depth of 126 feet — close to the height of a 12-story building.

For years this mud was hidden beneath Lake Powell’s blue waters. Now, as climate change and overuse of the Colorado have drawn the reservoir down to record lows, the silt is exposed — forming “‌mud glaciers‌‌.” And because of a gradient created when the lake level falls, the giant mud blobs are moving at a rate of 100 feet or more per day toward the dam.

These advancing mud blobs pose existential threats to the water supply of the Southwest: One day they could form a constipating plug that blocks Glen Canyon, preventing the water from flowing downriver. They could also someday endanger the structural integrity of the dam.

Asked about the dangers that the sediment posed, Floyd Dominy, the commissioner of the U.S. Bureau of Reclamation in 1963, later quipped, “We will let people in the future worry about it.”

(Unherd) Giles Fraser–Justin Welby can’t read the room

And here is my real beef with Welby’s Church: managerialism. The backdrop to Welby’s appointment was the banking crisis and the subsequent Occupy camp at St Paul’s Cathedral. The Church needed to get a bit more this worldly, many thought. It needed to understand finance and business. When it came to capitalism, Welby was a grown-up, having worked for Elf Aquitaine in a previous life. And 11 years in the oil industry clearly shaped his thinking about organisational structures. The old, slightly bumbling high-table, soft-power understanding of Lambeth Palace was not for him. Welby wanted to change things and have access to levers of real executive power.

But the Church of England is not set up like this. It never has been. The parish system is the very model of subsidiarity. If anything, the Church is a bottom-up institution rather than top-down. You bow to your bishop, but you don’t necessarily do everything he asks. Under Welby, however, the centre has grown ever stronger, the parishes increasingly weaker. Max Weber famously divided power into the charismatic, the traditional and the legal/rational. Welby is the first archbishop who has tried to govern through the latter.

The “Save the Parish” movement was established as a fightback. Too many bishops became middle managers, hidden behind their laptops. Directives and new initiatives came down from head office, which many of the clergy, myself included, received with an inner groan. In the face of declining attendance, we all had to learn that evangelical up-speak, and get on with the paperwork. Morale has plummeted.

The Church’s reaction to Covid was the depressing conclusion of Welby’s legal/rational approach to power.

ZENIT: What does “Gospel of work” mean?

Father Stramare: “Gospel” is the Good News that refers to Jesus, the Savior of humanity. Well, despite the fact that in general we see Jesus as someone who teaches and does miracles, he was so identified with work that in his time he was regarded as “the son of the carpenter,” namely, an artisan himself. Among many possible activities, the Wisdom of God chose for Jesus manual work, entrusted the education of his Son not to the school of the learned but to a humble artisan, namely, St. Joseph.

(CT) Angela Lu Fulton–Buddhism Went Mainstream Decades Ago. US Churches Still Aren’t Ready

Churches dot Linwood, a predominantly Black neighborhood in Columbus, Ohio. Yet drive down a quiet road past Holy Spirit Church of Columbus and Christ Centered Apostolic Church and you’ll find an unexpected sight: a brightly colored Buddhist shrine with ornate gold accents and a pointed roof typical of Laotian architecture.

Twin red dragons guard the pathway to the shine, surrounded by reflections ponds. In the same compound is the Watlao Buddhamamakaram Buddhist temple, built in 2009 by Laotian immigrants. Inside, monks in saffron robes pray in front of golden statues of Buddha.

This Buddhist temple is a visible marker of the changing landscape of the United States. Since the 1965 Immigration and Nationality Act ended national origin quotas, the number of immigrants from Buddhist-background countries has grown drastically.

Today, Asians are the fastest-growing ethnic group in the United States, making up 7 percent of the US population, or 22 million people. Arriving to pursue higher education or job opportunities or to escape wars and turmoil, Asians will continue moving to the US, and demographers project the community will grow to 46 million by 2060.

This trajectory means US churches and Christians will more likely encounter neighbors who are Buddhist or from a Buddhist-influenced culture, as the religion significantly influences more than a billion people worldwide. Around 500 million people practice Buddhism, most of whom live on the Asian continent. China has the largest number of Buddhists (with about 245 million adherents), while seven countries have Buddhist majorities, most in Southeast Asia.

(CC) Matthew Stuhlmuller reviews David Zahl’s Low Anthropology–The Unlikely Key to a Gracious View of Others (and Yourself)

[David] Zahl argues that we are limited, doubled, self-centered creatures who spend far too much of our lives trying to evade this reality. We ignore our limitations, pretending that we are capable of far more than the constraints of time, biology, and historical context will allow. We minimize our doubleness, failing to perceive that our lives are governed by a jumbled mix of motivations that leads to an impasse between what we say we want and what we actually do. We explain away our self-centeredness, failing to see our own shortcomings while being quick to point out other people’s flaws.

Of course, these are not just religious phenomena; these types of behaviors characterize all spheres of life. Surely it does not take much imagination to see these impulses at work in the political sphere, for example. But there is grace to be found through an honest acceptance of these realities. We discover new opportunities for humility, unity, community, courtesy, humor, and compassion when we view our lives and the lives of others through such an honest lens. At this moment of extreme polarization in the United States, such fruits are welcome.

Zahl does an exceptional job of conveying difficult truths with grace and humor. His writing evinces a pastoral heart. His claims are made even more compelling by the wealth of anecdotes that he provides, drawing widely from both scholarly publications and popular culture to illustrate his points. On several occasions, I found myself stopping to check out links cited in the footnotes, which led me to some delightful YouTube rabbit holes. If Zahl is correct—and I think he is—the contemporary culture of the United States needs this kind of refreshing honesty more than ever.

(NYT front page) The stunning demise of Silicon Valley Bank has spurred soul-searching about how large and regional banks are overseen

The Federal Reserve is facing criticism over Silicon Valley Bank’s collapse, with lawmakers and financial regulation experts asking why the regulator failed to catch and stop seemingly obvious risks. That concern is galvanizing a review of how the central bank oversees financial institutions — one that could end in stricter rules for a range of banks.

In particular, the episode could result in meaningful regulatory and supervisory changes for institutions — like Silicon Valley Bank — that are large but not large enough to be considered globally systemic and thus subject to tougher oversight and rules. Smaller banks face lighter regulations than the largest ones, which go through regular and extensive tests of their financial health and have to more closely police how much easy-to-tap cash they have to serve as a buffer in times of crisis.

Regulators and lawmakers are focused both on whether a deregulatory push in 2018, during the Trump administration, went too far, and on whether existing rules are sufficient in a changing world.

While it is too early to predict the outcome, the shock waves that Silicon Valley Bank’s demise sent through the financial system, and the sweeping response the government staged to prevent it from inciting a nationwide bank run, are clearly intensifying the pressure for stronger oversight.

(C of E) LLF Next Steps Group meeting on 3 March 2023

The meeting appraised and reviewed the outcomes of the Living in Love and Faith debate and motion passed at General Synod in February and considered the scope of work required between now and the next General Synod in July 2023.

The Next Steps Group then considered and refined the agenda of the forthcoming College of Bishops meeting at the end of March. They noted that it will be important for the bishops to listen to the feedback from General Synod, the response of the wider church to the decisions made, as well as to each other’s reflections before moving on to the consider how the work of drafting the Pastoral Guidance, providing pastoral reassurance, refining the Prayers of Love and Faith and establishing the Pastoral Consultative Group will be taken forward.

With the remit of the Next Steps group now having reached its conclusion, the bishops went on to discuss the necessary phases of work after the March College of Bishops and the composition of the working groups that will take forward the work that will need to be done for the July Synod.

The meeting ended in prayer.

(CT) John Stott: ‘Evangelical Traditions Are Not Infallible’

Were there any particularly transformative moments for you while listening?

I think that, first of all, the depth of Scripture and theology was amazing. There were times that I would stop and say, “Boy, this church had decades of teaching at this level.” This immersion just comes up in his preaching all the time. He gets the big picture.

He sees how things go together at a level of depth that you would go, “That’s not profound.” But the profoundness is that he puts the pieces together. There was a sense that he wasn’t preaching at but … was standing alongside and that we are together learning under the authority of Scripture.

In one sermon, he said, “I think the great difficulty any Christian communicator or preacher has today is to have the courage to face the applications of Scripture in their own lives.” He applied Scripture to himself before he came to anyone else.

Then, in another sermon, he talks about the hallmark of authentic evangelicalism. And I’d be curious to know how John would deal with that today, given what’s happened to the term. But back then, it was the high view of Scripture and Scripture being applied to the realities of the current world.

He would say, “The hallmark of authentic evangelicalism is not that we maintain the traditions of the evangelical elders. It is rather that we are prepared to reexamine even the most long-standing evangelical traditions in the light of Scripture, in order to allow Scripture, if necessary, to judge and reform our traditions. Evangelical traditions are not infallible; they need to be reexamined. They need to be judged. They need to be reformed.” Well, that’s a statement that I think rings true today.

The promise to Abraham and his descendants, that they should inherit the world, did not come through the law but through the righteousness of faith. If it is the adherents of the law who are to be the heirs, faith is null and the promise is void. For the law brings wrath, but where there is no law there is no transgression. That is why it depends on faith, in order that the promise may rest on grace and be guaranteed to all his descendants–not only to the adherents of the law but also to those who share the faith of Abraham, for he is the father of us all, as it is written, “I have made you the father of many nations” –in the presence of the God in whom he believed, who gives life to the dead and calls into existence the things that do not exist. In hope he believed against hope, that he should become the father of many nations; as he had been told, “So shall your descendants be.” He did not weaken in faith when he considered his own body, which was as good as dead because he was about a hundred years old, or when he considered the barrenness of Sarah’s womb. No distrust made him waver concerning the promise of God, but he grew strong in his faith as he gave glory to God, fully convinced that God was able to do what he had promised. That is why his faith was “reckoned to him as righteousness.” But the words, “it was reckoned to him,” were written not for his sake alone, but for ours also. It will be reckoned to us who believe in him that raised from the dead Jesus our Lord, who was put to death for our trespasses and raised for our justification.

(Church Times) Nick Spencer–Is artificial intelligence a threat to theology?

There was a certain circularity in the reasoning here: only humans can have a soul, which is why robots don’t have a soul. Combine this with the popular pseudo-neuroscientific view — that, as Harari expressed it, when “scientists opened up the [human] black box, they discovered there neither soul, nor free will, nor ‘self’ — but only genes, hormones and neurons” — and all the ingredients for a perfect confrontation were there.

The headlines were ready. “Religious groups fight AI research because ‘it threatens the soul’.” Precisely because they overlap across the human, the potential for conflict between science and religion is always a live one, whether talking about algorithms in the 21st century or astrology in the fourth.

And yet, if the long history of science and religion has anything to teach us, it is that this conflict is only potential, not inevitable.

Indeed, if the main argument of my book is right, and it is the complex, multilayered, and varied natures of the human beast that lie at the heart of so many interactions between science and religion, then it is just possible that the age of AI might open up a space for enriching dialogue rather than closing it down in the face of defensive argument.

(NYT) Making Deepfakes Gets Cheaper and Easier Thanks to A.I.

It wouldn’t be completely out of character for Joe Rogan, the comedian turned podcaster, to endorse a “libido-boosting” coffee brand for men.

But when a video circulating on TikTok recently showed Mr. Rogan and his guest, Andrew Huberman, hawking the coffee, some eagle-eyed viewers were shocked — including Dr. Huberman.

“Yep that’s fake,” Dr. Huberman wrote on Twitter after seeing the ad, in which he appears to praise the coffee’s testosterone-boosting potential, even though he never did.

What then shall we say about Abraham, our forefather according to the flesh?  For if Abraham was justified by works, he has something to boast about, but not before God. For what does the scripture say? “Abraham believed God, and it was reckoned to him as righteousness.” Now to one who works, his wages are not reckoned as a gift but as his due. And to one who does not work but trusts him who justifies the ungodly, his faith is reckoned as righteousness. So also David pronounces a blessing upon the man to whom God reckons righteousness apart from works:

“Blessed are those whose iniquities are forgiven, and whose sins are covered;
blessed is the man against whom the Lord will not reckon his sin.”

Is this blessing pronounced only upon the circumcised, or also upon the uncircumcised? We say that faith was reckoned to Abraham as righteousness. How then was it reckoned to him? Was it before or after he had been circumcised? It was not after, but before he was circumcised. He received circumcision as a sign or seal of the righteousness which he had by faith while he was still uncircumcised. The purpose was to make him the father of all who believe without being circumcised and who thus have righteousness reckoned to them, and likewise the father of the circumcised who are not merely circumcised but also follow the example of the faith which our father Abraham had before he was circumcised.

They came to the other side of the sea, to the country of the Ger′asenes. And when he had come out of the boat, there met him out of the tombs a man with an unclean spirit, who lived among the tombs; and no one could bind him any more, even with a chain; for he had often been bound with fetters and chains, but the chains he wrenched apart, and the fetters he broke in pieces; and no one had the strength to subdue him. Night and day among the tombs and on the mountains he was always crying out, and bruising himself with stones. And when he saw Jesus from afar, he ran and worshiped him; and crying out with a loud voice, he said, “What have you to do with me, Jesus, Son of the Most High God? I adjure you by God, do not torment me.” For he had said to him, “Come out of the man, you unclean spirit!” And Jesus asked him, “What is your name?” He replied, “My name is Legion; for we are many.” And he begged him eagerly not to send them out of the country. Now a great herd of swine was feeding there on the hillside; and they begged him, “Send us to the swine, let us enter them.” So he gave them leave. And the unclean spirits came out, and entered the swine; and the herd, numbering about two thousand, rushed down the steep bank into the sea, and were drowned in the sea.

The herdsmen fled, and told it in the city and in the country. And people came to see what it was that had happened. And they came to Jesus, and saw the demoniac sitting there, clothed and in his right mind, the man who had had the legion; and they were afraid. And those who had seen it told what had happened to the demoniac and to the swine. And they began to beg Jesus to depart from their neighborhood. And as he was getting into the boat, the man who had been possessed with demons begged him that he might be with him. Declare this in the house of Jacob,
proclaim it in Judah:
“Hear this, O foolish and senseless people,
who have eyes, but see not,
who have ears, but hear not.
Do you not fear me? says the Lord;
Do you not tremble before me?
I placed the sand as the bound for the sea,
a perpetual barrier which it cannot pass;
though the waves toss, they cannot prevail,
though they roar, they cannot pass over it.
But this people has a stubborn and rebellious heart;
they have turned aside and gone away.
They do not say in their hearts,
”˜Let us fear the Lord our God,
who gives the rain in its season,
the autumn rain and the spring rain,
and keeps for us
the weeks appointed for the harvest.’
Your iniquities have turned these away,
and your sins have kept good from you.
For wicked men are found among my people;
they lurk like fowlers lying in wait.
They set a trap;
they catch men.
Like a basket full of birds,
their houses are full of treachery;

They know no bounds in deeds of wickedness;
they judge not with justice

An appalling and horrible thing
