The Current Numbers for Unemployment and Underemployment in America–Looking again at U-6

The U6 unemployment rate tabulates not only people without work who are seeking full-time employment but also counts “marginally attached workers and those working part-time for economic reasons.”

Please take the time to study this graph of U-6 at the top and look carefully at the other numbers. What do you see? Seasonally adjusted U-6 unemployment is now
(as of July, we get our first read of August 2013’s numbers this Friday) 14.0%. This is not very different from where it was in January 2009, which is roughly 4 and one half years ago. While the overall trend is coming down from the high of 17.1%, the movement of the trend is (a) very slow and (b) already back up from March of this year.

Some good news then–at least we are moving the right direction. But bad news–to get back even to 2007 levels [in the 8% range] there is a LONG, LONG way to go!

Those of you who are data hounds (like yours truly) will appreciate the table here.

On Labor Day 2013 as Christians these figures should trouble us profoundly, as to desire work and not have it is one of the truly dehumanizing realities of life in the start of the 21st century–KSH.

A Labor Day Reflection on Saint Joseph the Worker

ZENIT: What does “Gospel of work” mean?

Father Stramare: “Gospel” is the Good News that refers to Jesus, the Savior of humanity. Well, despite the fact that in general we see Jesus as someone who teaches and does miracles, he was so identified with work that in his time he was regarded as “the son of the carpenter,” namely, an artisan himself. Among many possible activities, the Wisdom of God chose for Jesus manual work, entrusted the education of his Son not to the school of the learned but to a humble artisan, namely, St. Joseph.

On this three day weekend, when we rest from our usual labors, loving Father, we pray for all who shoulder the tasks of human labor””in the marketplace, in factories and offices, in the professions, and in family living.

We thank you, Lord, for the gift and opportunity of work; may our efforts always be pure of heart, for the good of others and the glory of your name.

We lift up to you all who long for just employment and those who work to defend the rights and needs of workers everywhere.

May those of us who are now retired always remember that we still make a valuable contribution to our Church and our world by our prayers and deeds of charity.

May our working and our resting all give praise to you until the day we share together in eternal rest with all our departed in your Kingdom as you live and reign Father, Son, and Holy Spirit, one God, forever and ever. Amen.

(Washington Post) Robert Samuelson–Why on Labor Day 2013 Workers are Right to be Scared

Now comes the third labor regime: a confusing mix of old and new. The private safety net is shredding, though the public safety net (unemployment insurance, Social Security, anti-poverty programs, anti-discrimination laws) remains. Economist Fishback suggests we may be drifting back toward “unfettered labor markets” with greater personal instability, insecurity ”” and responsibility. Workers are often referred to as “free agents.” An article in the Harvard Business Review argues that lifetime employment at one company is dead and proposes the following compact: Companies invest in workers’ skills to make them more employable when they inevitably leave; workers reciprocate by devoting those skills to improving corporate profitability.

“The new compact isn’t about being nice,” the article says. “It’s based on an understanding that a company is its talent, that low performers will be cut, and that the way to attract talent is to offer appealing opportunities.”

Workers can’t be too picky, because their power has eroded. Another indicator: After years of stability, labor’s share ”” in wages and fringes ”” of non-farm business income slipped from 63 percent in 2000 to 57 percent in 2013, reports the White House Council of Economic Advisers. But an even greater decline in 22 other advanced countries, albeit over a longer period, suggests worldwide pressures on workers.

(RNS) Religious diversity is increasing at the office, and so are pitfalls

The American workplace, like the rest of U.S. society, is becoming more religiously diverse and that is raising concerns about employer accommodations for believers ”” and increasing the odds for uncomfortable moments around the water cooler.

Yet one potential flashpoint among workers does not involve new immigrant faiths but rather two indigenous communities: white evangelicals and unaffiliated Americans who constitute one of the fastest-growing segments of the population.

A major factor contributing to workplace conflict, according to a survey released on Friday (Aug. 30), is that evangelicals ”” whose religious identity is tied to sharing their beliefs ”” are much more likely to talk about their faith at work than other religious and nonreligious groups.

Boeing picks a North Charleston, South Carolina, site for its new 737 MAX engine inlet plant

Boeing Co. has picked a site in North Charleston for a new factory that will design and make engine inlet components for the 737 MAX, its first major investment in the region not tied to the 787 jetliner.

The aerospace giant plans to build the previously announced propulsion design and assembly plant in Palmetto Commerce Park, between Ladson and Ashley Phosphate roads.

The 48-acre site is next door to Boeing’s two-year-old Interiors Responsibility Center, which makes bins, partitions and other parts for the 787 Dreamliner.

(RNS) Adon Taft–Labor Day and the unions’ forgotten religious roots

Union leaders have forgotten the religious roots of organized labor in this country. Terence Vincent Powderly, who led the Knights’ outreach across the nation, was a devout Catholic influenced by his Baptist lay preacher predecessor, Uriah Stephens. Powderly, a nonsmoking teetotaler, attributed the roots of the labor movement to Christianity.

Writing in 1893 on the history of the Labor Day observance ”” which had begun only the year before and wasn’t declared a national holiday until President Grover Cleveland acted in 1894 ”” Powderly recounted centuries of labor history:

“Trades-unionists, members of guilds, leagues and other organizations of workingmen embraced Christianity and proclaimed its doctrines as being especially advantageous to the welfare of the toiling poor,” he said.

(NBC) One Minnesota Ad agency gives workers 500 paid hours to pursue their passions

“I think people were stunned more than anything else,” says Stuart D’Rozario, president and executive creative director at Minneapolis advertising agency Barrie, D’Rozario, Murphy.

Last spring, as the agency headed toward a cyclical lull in business, the agency partners gathered their employees and gave them something quite remarkable — time.

D’Rozario’s message to his workers: “You have 500 hours of your life back, figure out what you’re passionate about and go and do it.”

(Gallup) Americans Sour Slightly on Quality Jobs Market

The market for quality jobs may be cooling. The 21% of Americans who say now is a good time to find a quality job is down from 25% in July — and the most negative reading this year. Now, 76% say it is a bad time to find a quality job, up from 70% in July.

(NY Times) Gretchen Morgenson–New Jobs! If Only It Were True

A current success story on the agency’s Web site is that of Carolina AAC, a company that received $10.4 million in late 2010 to build a concrete manufacturing plant in Bennettsville, S.C.

“This project will create approximately 197 new jobs in Marlboro County,” the Agriculture Department’s Web site says. Such a figure would make Carolina AAC the program’s third-largest borrower in terms of jobs created.

But Carolina AAC said in a January 2011 news release that only 36 jobs would be created at the project. And even that has not come to pass. Currently, 10 people work at the company, according to Charles Paterno, its managing member. Troubling for taxpayers is that the government backs 90 percent of the loans and they are in liquidation.

(AP) Singapore church told to pay over adultery firing

Singapore’s government has ordered a prominent church to pay compensation to a former employee who was fired for alleged adultery, officials said last week.

The Faith Community Baptist Church has reportedly said it will abide by the order and pay the woman about $5,500 in salary and maternity benefits, but it insisted it was correct to dismiss her.

The woman, who handled administrative responsibilities for the church, filed a complaint to Singapore’s Ministry of Manpower after she was fired last September.

In 36 years with three school districts, Bull counts his sick days on one hand — five — and tallies just as many in 13 years as a carrier, first as a substitute in 2000 and then as a full-timer in 2007. The temperatures he works in can swing 120 degrees Fahrenheit, from 115 (46 Celsius) in the summer to below zero in the winter’s wind.

Five years ago, the snow and ice were so deep on the road that his power steering gave out. He zigged and zagged and tore through an electric fence, leaving a hole for 50 head of cattle to roam free. He pushed on the gas, nudging the truck out of trouble and on to the nearest farm for help.

“You just never know what might happen,” Bull says over rib-eye and potato salad at his favorite steakhouse.

(Behind the Storefront) Forever 21 under fire for shifting full-time employees to part time

A leaked memo from Forever 21 said it’s reducing “a number of full-time non management positions,” including stock associates, sales associates, store maintenance associates, accessory specialists and cashiers. Effective on Sunday, they would have been reclassified as part-time employees, with the memo adding their hours will not exceed 29.5 hours per week. Those employees’ existing medical, dental, vision and other voluntary plans will end on Aug. 31 and they won’t be accruing paid time off.

Ahead of the Affordable Care Act mandate requiring companies with at least 50 employees to provide health care coverage to full-time employees (anyone working at least 30 hours a week), Forever 21”²s latest move has ignited a heated debate on social media.

(NY Times) Layoffs Taboo, Japanese Workers Are Sent to the Boredom Room

For more than two years, [Shusaku Tani]… has come to a small room, taken a seat and then passed the time reading newspapers, browsing the Web and poring over engineering textbooks from his college days. He files a report on his activities at the end of each day.

Sony, Mr. Tani’s employer of 32 years, consigned him to this room because they can’t get rid of him. Sony had eliminated his position at the Sony Sendai Technology Center, which in better times produced magnetic tapes for videos and cassettes. But Mr. Tani, 51, refused to take an early retirement offer from Sony in late 2010 ”” his prerogative under Japanese labor law.

So there he sits in what is called the “chasing-out room.” He spends his days there, with about 40 other holdouts.

(CSM Editorial) Decline in marriage ”“ it’s the economy

Love and marriage. They’re hitched together, traditionally. But more and more today they’re being forced to lead separate lives.

A good marriage can yield all kinds of emotional benefits, including happiness, companionship, and even better health, according to some studies. Marriage also can serve as a strong economic foundation, with each partner supporting the other’s efforts to provide for the family.

But a new study suggests another, more detrimental link between money and marriage: Joblessness or other economic insecurity leads to fewer marriages. That not only deprives those individuals of the benefits of marriage, in a broader context it deprives society of the benefits of marriage as well.

(Church of the Redeemer NYC) Suna Chung–Center for Faith & Work: In the Living Room

So, why do we have In the Living Room? Why should artists get their own joint in the body of the church? I asked myself these questions, too. Was this some sort of team-building, Kumbayah camp exercise?

For some, it was a time to heal and be built up. To contemplate the God-endued honor in what some people in their past labeled “frivolous”. To be with others whose day job is one thing while their mind- and heart-life is occupied elsewhere. To be challenged by the fact that God can be in the process of our work, when the work itself doesn’t have a hard outline.

We discussed the notion of liminality, the “here, but not yet” place that Christians can live in. (e.g. Our marriages are a “here, but not yet” version of our status as Bride of Christ.) For people in the creative arts, we walk into this shifting place in our work lives, too, and it can be unnerving. There is no such thing as “finished” in art. But we’re all working toward some imagined plateau before the next climb. The target is wavering and the fruit of our labor is not always in measure with the amount we have sown.

For me, this was the benefit of In the Living Room: to communicate and have communicated to me the blessedness of our “at work” state.

The U.S. Roman Catholic Bishops’ Annual Labor Day statement.

Every human being enjoys a basic right to be respected, not because of any title, position, prestige, or accomplishment but first of all because we are created in the image and likeness of God. From an ethical and moral perspective we embrace the exhortation of St. Paul “to anticipate one another in showing honor” (Rom 12:10). Today’s competitive culture challenges us to strive for victory and advantage, but for St. Paul the challenge is to build each other up and honor one another’s innate dignity.

Labor Day is an opportunity to take stock of the ways workers are honored and respected. Earlier this year, Pope Francis pointed out, “Work is fundamental to the dignity of a person. . . . It gives one the ability to maintain oneself, one’s family, to contribute to the growth of one’s own nation.” Unfortunately, millions of workers today are denied this honor and respect as a result of unemployment, underemployment, unjust wages, wage theft, abuse, and exploitation.

Even with new indicators of some modest progress in recovery, the economy still has not improved the standard of living for many people, especially for the poor and the working poor, many of whom are unemployed or underemployed.

Ezra Klein Talks some sense on the Affordable Care Act's Tax on so-called Cadillac Health Plans

That sets up one of the recurring problems in health-care policy, which is that the more you do to control costs, the more people will hate you. Insurers found this out in the 1990s, when HMOs managed to save a lot of money without doing any measurable harm to care, but the American people loathed them for it. Various provisions in the Affordable Care Act ”” or any serious cost-control effort ”” will end up proving it again.

This will present a useful test for seeing who’s serious about controlling health-care costs. Conservative economists, for instance, almost universally hate the fact that employer-provided health benefits aren’t taxed, and that public-sector workers have bargained so aggressively for generous benefits. John McCain’s 2008 health plan relied on ending the employer deduction entirely and converting it to a capped deduction for individuals ”” which is a much more violent version of this kind of change.

(The Atlantic) Why Wasn't the NSA Prepared for someone like Edward Snowden?

In the coming weeks, Congress and the civilian defense leadership will have to ask a lot of questions about the National Security Agency’s surveillance programs, and how to reconcile them with privacy concerns. But they will also have to ask a more basic set of questions: Why on earth wasn’t the NSA prepared for this? Why didn’t the intelligence agency’s leadership have a plan to deal with the global outcry that would follow the leak of classified Internet surveillance programs?

Contingency planning is a critical part of every military operation, and is even more important for secret or covert activities. The Central Intelligence Agency and Special Forces Command examined every possible thing that could go wrong on the raid to kill Osama bin Laden, for example, and had clear plans to deal with any ensuing fallout. Although it has an intelligence mandate, the NSA is a Defense Department organization, and the director of NSA is a 4-star general. As such, it is troubling that the NSA appears to have no plan in place for how to respond once its spying program was made public and plastered on the front pages around the world. Instead, the best defense General Alexander could offer a room full of security professionals at the Black Hat convention, almost two months after the leak, was an explanation of FISA courts and the successful prosecution of a San Diego cab driver who sent money to a Somali militia.

The NSA leadership had ample warning signs that leaks were possible, and that public reaction in the U.S. and around the world would be overwhelmingly negative….

(Globe and Mail) The rise of the ”˜workation:’ Vacationers pack their jobs in their suitcase

Canadians are increasingly working while on vacation, according to a recent study by Regus PLC, a global provider of flexible workplaces. The study found that 53 per cent of the Canadian professionals who responded would work one to three hours a day while on holiday. While entrepreneurs and freelancers have been taking so-called “workations” for years, now more Canadian nine-to-fivers are using the increased flexibility that technology offers to travel while continuing to work at their full-time jobs from the road. Workations allow people to travel the world without sacrificing their careers, explains Wes Lenci, a vice-president at Regus Canada, who cites significant benefits such as boosted creativity from the exposure to different cultures as well as stress reduction for employees.
