(Time) The Affordable Care Act is being exploited to allow people to prey on Opiod addicts

As so often happens, a frantic mother called us about her 19-year-old daughter, who I’ll call Jen. A heroin addict, Jen had been shuttled between multiple treatment centers and sober homes by greedy marketers looking to cash in on the teenager’s insurance benefits by keeping her perpetually in recovery, but never sober. As our investigator searched Palm Beach County for Jen, her mother finally reached her by phone. She pleaded with her daughter to leave Florida, to which Jen replied, “Why would I come home? I have all I need here.” In the ensuing months, Jen has become a victim of a vicious cycle known as “the Florida shuffle.” She has continued in and out of treatment, repeatedly relapsed and overdosed, been on the brink of death, was revived and all the while trafficked by marketers offering free rent and other gifts — as she ignores her mother’s desperate pleas to come home.

Americans know of the carnage wrought by the opioid epidemic. According to the U.S. Centers for Disease Control, opioids caused 91 deaths every day in 2015. Expect a significant increase when the 2016 medical examiner and coroner reports are released nationwide. In my jurisdiction alone, 596 people died from opioid-related deaths in 2016, an increase of 286% since 2012.

Less known, however, is that this growing epidemic has been fueled in part by the manipulation of well-intended federal laws — such as the Affordable Care Act (ACA) and Mental Health Parity Act — by unscrupulous individuals looking to profit on the misery and vulnerability of others. Fueled by new financial benefits in federal law, private drug treatment providers have flourished, as marketers often push individuals with substance use disorder to the warm weather states of Florida, Arizona and California as recovery destinations. The unethical players within the recovery industry see the addict as a valuable commodity and have exploited federal law to foster a cycle of relapse, rather than recovery.

Today, big money in the drug treatment industry comes through failure. …

(NYT Upshot) Whites Have Huge Wealth Edge Over Blacks (but Don’t Know It)

“I’m a person who studies inequality, who should really know how inequality looks,” said one of the psychologists, Michael Kraus, who researches the behaviors and beliefs that help perpetuate inequality. “And I look at the black-white gap, and I’m shocked at the magnitude.”

Black families in America earn just $57.30 for every $100 in income earned by white families, according to the Census Bureau’s Current Population Survey. For every $100 in white family wealth, black families hold just $5.04.

If Mr. [Michael] Kraus, of all people, is taken aback by these numbers, what are the odds that most Americans have a good understanding of them? The answer, he and his colleagues fear, has broad implications for how we understand our society and what we’re willing to do to make it fairer.

Americans, and higher-income whites in particular, vastly overestimate progress toward economic equality between blacks and whites, the psychologists reported Monday in the Proceedings of the National Academy of Sciences. Americans believe that blacks and whites are more equal today than they truly are on measures of income, wealth, wages and health benefits. And they believe more historical progress has occurred than is the case, suggesting “a profound misperception of and unfounded optimism” regarding racial equality.

(PA) Britons skipping birthdays over lack of money, Christian charity finds

The Church of England’s social action charity has revealed that one in nine British adults missed out on celebrating a birthday or other special occasion last year because of a lack of money.

The Church Urban Fund said more must be done to help hard-pressed Britons as figures from its food survey suggest almost a million adults used a food bank last year.

The charity’s executive director Paul Hackwood said the results paint a “deeply troubling picture of food insecurity throughout Britain”.

He described the effects of such poverty as wide-reaching, adding: “Those affected don’t just go hungry or poorly nourished – they suffer isolation, are excluded from participating in social activities and experience considerable anxiety.”

(WSJ) Why Entitlements Keep Growing, and Growing, and . . .An interview with John Cogan

Mr. [John] Cogan has just written a riveting, massive book, “The High Cost of Good Intentions,” on the history of entitlements in the U.S., and he describes how in 1972 the Senate “attached an across-the-board, permanent increase of 20% in Social Security benefits to a must-pass bill” on the debt ceiling. President Nixon grumbled loudly but signed it into law. In October, a month before his re-election, “Nixon reversed course and availed himself of an opportunity to take credit for the increase,” Mr. Cogan says. “When checks went out to some 28 million recipients, they were accompanied by a letter that said that the increase was ‘signed into law by President Richard Nixon.’ ”

The Nixon episode shows, says Mr. Cogan, that entitlements have been the main cause of America’s rising national debt since the early 1970s. Mr. Trump’s pact with the Democrats is part of a pattern: “The debt ceiling has to be raised this year because elected representatives have again failed to take action to control entitlement spending.”

A faculty member at Stanford’s Public Policy Program and a fellow at the university’s Hoover Institution, Mr. Cogan, 70, is one of those old-fangled American men who are always inclined to play down their achievements. The latest of his is the book that draws us together in conversation. To be published later this month by Stanford University Press, it is a 400-page account of how federal entitlement programs evolved across two centuries “and the common forces that have been at work in causing their expansion.”

(1st Things) Rusty Reno–remembering Michael Novak+the Spirit of Democratic Capitalism

Needless to say, Michael Novak did not foresee these outcomes when he wrote The Spirit of Democratic Capitalism any more than I did when I thrilled to his insights more than three decades ago. This should not surprise us. As Yuval Levin outlines in The Fractured Republic, America came out of the Great Depression and its mobilization for World War II with a consolidated economic, political, and social system. There was a closed, sealed quality to a great deal of social and economic life, which is why Michael and so many others were attracted to motifs of creativity and openness. Seventy years on, however, the project of deconsolidation has done its work. We now live in a fluid world in which the very idea of borders—between nations as well as between the sexes—seems more and more tenuous. In this context, which is our context, the genius of capitalism as Michael described it—creative, open, innovative, and dynamic—seems less benign. Those qualities liquefy our social relations, and even our sense of self.

In his last article for First Things (“The Future of Democratic Capitalism,” June/July 2015), Michael summed up his spiritual endorsement of capitalism: “Free markets are dynamic and creative because they are open to the dynamism and creativity intrinsic to our humanity.” This anthropological assessment of capitalism follows the lead of John Paul II, and it’s a profound reason to cherish economic liberty. But Michael did not give due emphasis to an equally important aspect of our humanity, which is our desire to give ourselves in loyalty to permanent things. As a man of faith, he certainly knew and affirmed this dimension: You shall love the Lord your God with all your heart, soul, and mind, and you shall love your neighbor as yourself. But in his enthusiasm for open, upward transcendence—a constant theme in his work—he lost sight of our need for anchors. As a consequence, he described the anthropology of capitalism in a one-sided way. Its fearsome dynamism speaks to part of our soul, but it neglects and even works against the part that cherishes permanence.

This one-sidedness needs to be corrected, for our challenges are quite different from the legacy of postwar consolidation that Michael responded to with such élan. We do not live in a closed, regulated, regimented world. Political correctness is a serious problem, and it has an authoritarian tendency. But it is not born of loyalty to permanent things. As an outgrowth of liberalism itself, this rigid ideology comes under the sign of choice. It is an obligatory, enforced participation in a fluid, liquefied moral world. We are told that we are not required to think or live in any particular way—except that we can’t think or live in ways that constrain, compromise, or even throw doubt on anyone else’s free decision to think or live differently. Taken to its logical extreme—everything is permitted as long as it permits everything—this becomes a paradoxical totalitarian toleration that is all the more dangerous because it deludes those who promote it into thinking that when they drive all dissent from the public square, they are “including.”

All of this dovetails frighteningly well with the dynamism and openness of capitalism, which is also presented as obligatory. And its partial anthropological resonance means that a part of our soul—the dimension that, taken in isolation, thrills to today’s gnosticism and its promise of freedom from all constraints, even those imposed by nature and our bodies—is given great encouragement. This antinomianism—which, again, is presented as “history’s” obligatory verdict—casts a dark shadow on the West in the twenty-first century, not the Soviet Union or older forms of centralized, totalitarian control.

(WSJ) Opioid Epidemic May Be Keeping Prime-Age Americans Out of the Workforce

New research suggests a significant portion of the post-1990s decline in labor-force participation among Americans in their prime working years could be linked to the opioid epidemic.

Conducted by Princeton University economist Alan Kruegerthe study found that a national increase in opioid painkiller prescriptions between 1999 and 2015 may have accounted for about 20% of the decline in workforce participation among men ages 25 to 54, and roughly 25% of the drop in prime-age female workforce participation.

“The opioid epidemic and labor-force participation are now intertwined,” Mr. Krueger said. “If we are to bring a large number of people back into the labor force who have left the labor force, I think it’s important that we take serious steps to address the opioid crisis.”

(Guardian) UK’s economic model is broken, says Archbishop of Canterbury

Britain’s economic model is broken and produces widespread inequality, the Archbishop of Canterbury has warned in a report backed by business leaders.

Justin Welby said the UK needed to make fundamental choices about the direction of its economy, in a study that found the gains from growth are being diverted into profits rather than wages.

“Our economic model is broken,” said Welby. “Britain stands at a watershed moment where we need to make fundamental choices about the sort of economy we need. We are failing those who will grow up into a world where the gap between the richest and poorest parts of the country is significant and destabilising.”

The report by the IPPR thinktank’s commission on economic justice, which features senior business and public figures alongside Welby, stressed that all political parties needed to reject the current patterns of economic growth that delivered most of the gains to corporations and the richest in society.

A Look Back to John F Kennedy’s Labor Day Address in 1963

We honor too the contributions of labor to the strength and safety of our Nation. America’s capacity for leadership in the world depends on the character of our society at home; and, in a turbulent and uncertain world, our leadership would falter unless our domestic society is robust and progressive. The labor movement in the United States has made an indispensable contribution both to the vigor of our democracy and to the advancement of the ideals of freedom around the earth.

We can take satisfaction on this Labor Day in the health and energy of our national society. The events of this year have shown a quickening of democratic spirit and vitality among our people. We can take satisfaction too in the continued steady gain in living standards. The Nation’s income, output, and employment have reached new heights. More than 70 million men and women are working in our factories, on our farms, and in our shops and services. The average factory wage is at an all-time high of more than $100 a week. Prices have remained relatively stable, so the larger paycheck means a real increase in purchasing power for the average American family.

Yet our achievements, notable as they are, must not distract us from the things we have yet to achieve. If satisfaction with the status quo had been the American way, we would still be 13 small colonies straggling along the Atlantic coast. I urge all Americans, on this Labor Day, to consider what we can do as individuals and as a nation to move speedily ahead on four major fronts.

First, we must accelerate our effort against unemployment and for the expansion of jobs and opportunity.

(First Things) John Waters for Labor Day 2017–Back to Work

In a recent book, Men Without Work, Nicholas Eberstadt shows that, although unemployment in the U.S. has been falling in what he calls this “second Gilded Age,” there is simultaneously a “flight from work” by men in their prime. Even while manufacturers are finding it difficult to fill vacancies, the percentage of working men between the ages of twenty-five and fifty-four is now lower than it was at the end of the Great Depression of the 1930s. Approximately one in eight men in their prime has left the workforce altogether, and about one in six is without paid work, a trend that has been visible since the mid-1960s. The graph of this male exodus from the workplace is an almost straight upward line, regardless of booms or recessions, indicating that weakening market demand is not the critical factor. Nearly seven million American men in their prime have left behind—it seems of their own volition—the idea of trading their skills and talents in the marketplace, and many have turned their backs on all forms of commitment and responsibility. Some are ex-cons, but the greater part is composed of single men without parental responsibilities and with limited formal education, a significant quotient of these being African Americans. Marriage trumps race as an indicator of employment, as does being a recent immigrant. For every man in his prime deemed unemployed, there are three others who are neither working nor looking for work. Almost three in five of these men are receiving at least one disability benefit, a factor that Eberstadt concedes may not be driving the phenomenon but is certainly financing it.

We observe, then, the depths of an existential rather than an economic or purely social crisis, with most of these men wasting away for an average of 2,100 hours a year in front of screens, binging on TV, pornography, sugar, and painkillers, no longer feeling that America has a place for their humanity. They don’t do civic society, religion, or volunteerism. If 1965 work rates pertained in the U.S. today, ­Eberstadt maintains, there would be approximately 10 million more men with paid work than there are now. He ­professes to find this baffling, given that national wealth has doubled since the turn of the millennium. He expresses ­similar incomprehension about the fact that, ­globalization and deindustrialization notwithstanding, this precise syndrome has not afflicted other Western ­societies to anything like the same extent. He calls it the “quiet catastrophe,” ignored by politicians and ­commentators.

Michael Novak For Labor Day 2017

…a calling requires certain preconditions. It requires more than desires; it requires talent. Not everyone can be, simply by desiring it, an opera singer, or professional athlete, or leader of a large enterprise. For a calling to be right, it must fit our abilities. Another precondition is love — not just love of the final product but, as the essayist Logan Pearsall Smith once put it, “The test of a vocation is love of drudgery it involves.” Long hours, frustrations, small steps forward, struggles: unless these too are welcomed with a certain joy, the claim to being called has a hollow ring.

On this three day weekend, when we rest from our usual labors, loving Father, we pray for all who shoulder the tasks of human labor””in the marketplace, in factories and offices, in the professions, and in family living.

We thank you, Lord, for the gift and opportunity of work; may our efforts always be pure of heart, for the good of others and the glory of your name.

We lift up to you all who long for just employment and those who work to defend the rights and needs of workers everywhere.

May those of us who are now retired always remember that we still make a valuable contribution to our Church and our world by our prayers and deeds of charity.

(Northern Echo) New man takes on the complex task of caring for York Minster ‘largest medieval, gothic cathedral north of the Alps’

York Minster’s new director of works and precinct, Alex McCallion, has joined from real estate provider Savills, where he worked as a director in the planning team.

A chartered planning and development surveyor by trade, he is a Fellow of the Royal Institution of Chartered Surveyors and brings considerable experience developing master-planning projects within the heritage sector.

His role at the Minster involves overseeing the maintenance, restoration and conservation of the cathedral and its precinct properties and services.

(NYT) Do some Big Companies Have too Much Power in America? Google Critic Ousted From Think Tank which they help fund

In the hours after European antitrust regulators levied a record $2.7 billion fine against Google in late June, an influential Washington think tank learned what can happen when a tech giant that shapes public policy debates with its enormous wealth is criticized.

The New America Foundation has received more than $21 million from Google; its parent company’s executive chairman, Eric Schmidt; and his family’s foundation since the think tank’s founding in 1999. That money helped to establish New America as an elite voice in policy debates on the American left.

But not long after one of New America’s scholars posted a statement on the think tank’s website praising the European Union’s penalty against Google, Mr. Schmidt, who had been chairman of New America until 2016, communicated his displeasure with the statement to the group’s president, Anne-Marie Slaughter, according to the scholar.

The statement disappeared from New America’s website, only to be reposted without explanation a few hours later. But word of Mr. Schmidt’s displeasure rippled through New America, which employs more than 200 people, including dozens of researchers, writers and scholars, most of whom work in sleek Washington offices where the main conference room is called the “Eric Schmidt Ideas Lab.” The episode left some people concerned that Google intended to discontinue funding, while others worried whether the think tank could truly be independent if it had to worry about offending its donors.

(Economist) Women alone are driving a recovery in workforce participation in the USA Economy

If there were a list of common complaints about America’s economy, the fact that too few people work would be near the top. Though unemployment is low—only 4.3% in July—the figure does not include those who are jobless either by choice, or because they have given up looking for work. The proportion of those aged between 25 and 54 in work is 79%—lower than in France, where the unemployment rate is more than twice as high. So it is a relief that over the past two years, as the labour market has improved, Americans aged 25 to 54 (prime-age, in the jargon) have been joining the labour force in greater numbers. What is remarkable, however, is that this turnaround has been driven almost entirely by women.

When people think about America’s hidden reserves of labour, they usually point to prime-age men, who have participated in the labour market at ever-lower rates since the 1960s. Things have been particularly bad for less educated men, who have suffered as technological progress and trade have killed off manufacturing jobs. More than one in five prime-age men with a high-school diploma does not work, compared with fewer than one in 11 men with a bachelor’s degree….the top end of the labour market is increasingly promising for women. Even in 2010, America’s working women were about as likely to be managers as men; elsewhere, they were only half as likely. They were also more likely than men to be professionals. Women are now a majority among new college graduates, make up more than half of law students, and are equally represented among freshmen at medical schools. Women in their late 20s and early 30s are responsible for nearly 40% of labour-force growth since prime-age participation bottomed out in August 2015.

(Telegraph) Marijuana company buys entire California town for ‘hospitality destination’

One of the largest marijuana companies in the US has bought a California desert town, promising to turn it into a “cannabis-friendly hospitality destination.”

American Green Inc. said it is buying all 80 acres of Nipton, which includes its Old West-style hotel, a handful of houses, an RV park and a coffee shop.

The town’s current owner, Roxanne Lang, said the sale is still in escrow, but confirmed American Green is the buyer.

(NYT) In Ukraine, Could a Malware Expert Blow the Whistle on Russian Hacking?

The hacker, known only by his online alias “Profexer,” kept a low profile. He wrote computer code alone in an apartment and quietly sold his handiwork on the anonymous portion of the internet known as the dark web. Last winter, he suddenly went dark entirely.

Profexer’s posts, already accessible only to a small band of fellow hackers and cybercriminals looking for software tips, blinked out in January — just days after American intelligence agencies publicly identified a program he had written as one tool used in Russian hacking in the United States. American intelligence agencies have determined Russian hackers were behind the electronic break-in of the Democratic National Committee.

But while Profexer’s online persona vanished, a flesh-and-blood person has emerged: a fearful man who the Ukrainian police said turned himself in early this year, and has now become a witness for the F.B.I.

“I don’t know what will happen,” he wrote in one of his last messages posted on a restricted-access website before going to the police. “It won’t be pleasant. But I’m still alive.”

(PA) C of E Bishops call for new approach from Government over benefits freeze

Bishops have called on the Government to urgently review its benefits freeze after a “deeply disturbing” report found poor working parents did not have the cash needed to look after children.

Low paid families are taking a “double hit” because earnings are failing to keep up with inflation and many welfare payments have been frozen, the Bishop of Gloucester said.

The struggles faced by parents on the national living wage have been laid out in a report by Child Poverty Action Group (CPAG).

Families working full time are 13% or £59 a week short of the amount needed to provide their children with a minimum standard of living, according to the report.

The Cost Of A Child 2017 found the shortfall for lone and out-of-work of parents was even starker.

([London] Sunday Times) Isis uses companies in Wales to finance terrorist attacks against the West

Isis used a network of companies operating out of an office in Cardiff to ship military-grade equipment to Spain and to finance terror plots against the West, FBI documents seen by The Sunday Times disclose.

The surveillance technology dispatched to Spain — where 14 people were killed last week in the latest Isis-inspired atrocities — is understood to be linked to the development by the terrorist group of weaponised drones. The FBI says it was capable of identifying “target locations”.

An affiliated firm was used to transfer thousands of pounds in cash to an American extremist in Maryland who later told how he dreamt of carrying out a gun massacre in a church.

(WSJ) Mene Ukueberuwa: The Acton Institute’s Moral Capital

When the Acton Institute was founded in 1990, America was in a heyday of harmonious thinking about capitalism and Christian values. Catholic intellectuals such as Michael Novak, Richard John Neuhaus and George Weigel gained renown for defending economic freedom. Novak described the ideal Christian economic creed as “ordered liberty”: a system that acknowledges the risks of consumerism and competition and mitigates them with a moral culture rather than state regulation.

This cohort influenced Acton Institute co-founder and president Father Robert Sirico. His ordination as a Catholic priest in 1989 followed his conversion from the leftism that marked his early career as a Pentecostal minister and political activist. One year after the think tank opened, Pope John Paul II published his encyclical “Centesimus Annus.” The document rejected socialism and embraced private property. Father Sirico calls it a limited but explicit blessing of the union between faith and economic freedom.

This school of economic thought transformed politics in the coming years. Jack Kemp, the Republican vice presidential nominee in 1996, argued that limited government would help lift up poor Americans, a direct appeal to the needy largely missing from the middle-class orientations of the Reagan and Bush administrations. In the same year, Congress enacted welfare reform that brought millions of Americans back to the work, guided by the premise that there is more dignity in a job than an endless stream of checks.

Two decades later, the capitalist consensus has begun to crumble.

(NYT Op-ed) David Bornstein–When Families Lead Themselves Out of Poverty

DB: Where did the war on poverty go wrong?

MLM: The war on poverty was about movements at the beginning; then it became about programs and institutions. And that has created a listening gap. All these poverty conferences we go to — the families we’re talking about are never there except as examples of a successful social service program. They’re never there to represent themselves, their own successes. They always represent programs. And their stories are told to get more funding for the programs.

DB: What’s wrong with programs?

MLM: I ran a program for 20 years. But I wouldn’t want my own family to use my own services, even though they were among the best in the country. Once I had money, I saw that the system for people with money runs very different than the social service system. When I get my kids tutors at Sylvan Learning Center, they ask, “Do you want tutors in the evening or afternoon? What works for you?” When I offered tutoring through my program, families had to take what I gave them, and I had to do what the funders required. But if the person who comes in for help isn’t making the choices themselves, they don’t hold themselves accountable. And there are very limited choices offered to people who can’t pay.

(Bloomberg) The Church of England Takes on Climate Change—and Generates a 17 Percent Return

Over the Exxon board’s objections, almost two-thirds of shareholders voted for a proposal asking the company to provide a detailed report on how curbing climate change could affect its business. Leading the charge was the giant New York State Common Retirement Fund, which manages $192 billion and is a veteran activist. Its partner was a far smaller and lower-profile newcomer taking one of its first public stands in the U.S.: the Church of England.

Through a £7.9 billion ($10 billion) fund that finances the church’s mission activities, cathedral costs, and clergy pensions, the church has been quietly—and successfully—engaging with European companies in the energy and mining industries for the past few years. BP, BHP Billiton, and Royal Dutch Shell have all voluntarily adopted similar climate change steps to those sought at Exxon.

“We see ourselves as active, rather than activist,” says ­Edward Mason, head of responsible investment at Church Commissioners for England, as the fund is formally known. The Church of England, also known as the Anglican Church, is the state church of England. Christianity came to the country during Roman times, but the church split from Rome in the 16th century under King Henry VIII. Like many socially responsible investors, the church today prefers to engage collaboratively with companies rather than resort to a public brawl.

(Church Times) Class divide at church must be addressed, new study suggests

The Church in the UK is dominated by the middle class, who must eschew superior attitudes and empower working-class culture if the dearth of working-class people in their congregations is to be reversed.

This is the message of A Church for the Poor (David C. Cook), a new book whose authors, Martin Charlesworth and Natalie Williams, straddle the class divide.

“If the poor or working-class are uncomfortable in our churches, we don’t need to convert them to our middle-class ways,” the authors write. “We need to move out of our comfort zones and accept them as they are.”

With a warning against “an attitude of superiority”, they cite sermons that disparage Sun readers, and social-media postings by Christians who argued for an IQ test before people could vote in the EU referendum. Churches must “consciously empower the sub-culture of the incoming group”, they argue.

Phil Ashey takes an in depth dive into the recent TEC Bp Jon Bruno decision and what it tells us: Questions about the corruption of a diocese

The Hearing Panel stated unequivocally that prior review and approval of the sale of church property by the Standing Committee “is a crucial part of the fabric and polity of the Church.” (Report at 57). And yet the specific findings recited in the Hearing Panel’s Report show that the Standing Committee did little, if anything, to investigate the legal ownership of St. James, to review any legal documentation for the sale, and to refer to its own minutes in doing so. If they had, they presumably would have discovered that the only properties transferred to Corp Sole were back in 2009, and did not include St. James. They would have discovered that a purported May 2014 quitclaim deed by the Diocese to Corp Sole was without any review by the Standing Committee. If they had followed Bishop Glasspool’s advice and consulted with another diocesan chancellor, they might have intervened and halted the sale. Nevertheless, they did not

These detailed findings in the Hearing Panel’s Report are troubling in the extreme, to say the least. Viewed as a whole, the findings strongly suggest that corruption and greed were systemic. They were not limited to Bishop Bruno himself. Key staff and leaders at the highest levels appear from the Report to have been complicit. The Standing Committee appears to have failed to properly review, let alone check, these problematic actions. Both laity and clergy close to the bishop were apparently involved.

How could the Episcopal Diocese of Los Angeles end up with so many people in positions of leadership who had lost their moral compass?

If the statement of the Diocesan spokesman and its webpage are any signs, the absence of conviction, humility and repentance is not promising.

Irwin Stelzer–The Opioid Crisis Is Creating a Labor Crisis

If you wonder what is supposed to happen when the demand for labor outruns the available supply, take a look at the picture below. It’s a Starbucks plea for baristas-the usually young people who make your latte, americano, or coconut milk mocha macchiato every morning. True, this particular branch is located in small-town Colorado, a state in which the unemployment rate is around 2 percent, far below the approximately 6 percent considered “full employment” when I was teaching this stuff. Still, even after recent increases in hourly wage rates, and introduction of an attractive benefits package that includes free college tuition and health care, and free access to Spotify, which I am told is some sort of music app, Starbucks is having trouble filling its ranks.

The Seattle-based chain is not the only employer struggling to find staff. The problem is widespread. One construction executive told me he cannot find roofers, those who left the trade during the Great Recession having found easier and steadier work driving UPS and FedEx vans. A property developer with a $1 billion annual budget has the land on which to build to houses, but can’t find workers, skilled and unskilled, to build them. Amazon, which needs 50,000 workers to fill new positions, 40,000 of them full-time, many with starting salaries of about $13 an hour, will be holding a job fair next week and expects to face difficulties finding suitable candidates. Employers uniformly tell me that higher wages would not attract the workers they need. Before responding, “They would say that, wouldn’t they?” consider opioids.

As Fed chair Janet Yellen told a Senate committee recently, the opioid epidemic is contributing to the labor shortage. Opioids are just the thing to kill the pain of a tooth extraction. For two or three days. And a blessing for the terminally ill. But they are a bane for those who abuse them, and a factor to be considered when analyzing the labor market. Yellen testified, “We’ve had many decades of declining labor force participation by prime-age men. … We’ve seen now unfortunately that it is likely tied to the opioid crisis. … I don’t know if it’s causal, or it’s a symptom of long-running economic maladies that have affected these communities.” One iteration of the now-failed Senate health care bill included $45 billion to combat opioid abuse.

Irwin Stelzer–Time to Break Up Amazon? Americans have a schizophrenic attitude toward successful big businesses

“The trusts are hijous monsters. On the one hand they must be crushed underfoot; on the other hand not so fast.” So spake Mr. Dooley, the fictitious Irish bartender and font of wisdom created by Finley Peter Dunne in the late 19th century. Trusts were the form monopolies took at the time. Dooley captured Americans’ schizophrenic attitude toward successful big businesses. We make them big and successful by buying their products-J.D. Rockefeller’s petrol, Andrew Carnegie’s steel, J.P. Morgan’s loans, Ma Bell’s telephone network, American Tobacco’s cigarettes-then worry that they have too much power and call in the trust busters.

In fact, schizophrenia is something of a misdiagnosis. Bigness alone has never been considered by the courts to be an evil. In the language of the Supreme Court, monopoly power that is the result of “a superior product, business acumen, or historic accident” in unobjectionable. So why, then, are some hedge funds shorting the stock of Amazon in anticipation of a government move to break up Jeff Bezos’ creation or somehow restrain its growth? And why do we see articles in the New York Times headlined ” Amazon’s Growing Monopoly Bite” and ” Is it Time to Break Up Google?” And why is the Wall Street Journal warning that “Tech Companies Spread Their Tentacles” thus “concentrating power and wealth in the hands of a few companies in a way not seen since the Gilded Age.” Not to be outdone by the Economist, which leads with “A giant problem” and goes on to what for it is a near-hysterical statement, “The rise of the corporate colossus threatens both competition and the legitimacy of business … using the dark arts of management to stay ahead.”

Let’s start with some facts, using Amazon as the poster boy for a possible new documentary, The Company That Ate the U.S. Economy. Statistics about the company are hard to come by, so we must rely on probably the best guesses available, those of Consumer Intelligence Research Partners (CIRP). Amazon Prime, the offering that provides “free” shipping, exclusive access to movies, television shows, photo storage and a host of other goodies, costs $99 per year, counts as members some 80 million U.S. households, about two out of every three in the country, up from 58 million only one year ago. That certainly is a lot of customers.,,,
