A Church Times Editorial on the CofE HOB Report on Marriage+Same-sex Reltnshps

In the absence of such a solution, the fact that the report was agreed nem. con. by the Bishops suggests only one thing: that each party sees something to its liking in the document. This has been achieved by separating doctrine from pastoral practice. The doctrine of marriage, enshrined (a telling word) in Canon B30, has been reasserted, as being “in its nature a union permanent and lifelong, for better for worse, till death them do part, of one man with one woman, to the exclusion of all others on either side”. This pleases the Catholics, to whom doctrine is their link with the received deposit of belief and the universal Church, and the Protestants, who like things to be stated plainly and unambiguously. At the same time, both these parties, with liberals, welcome ”” perhaps even relish ”” the freedom to respond to difficult pastoral situations in ways that do not challenge the doctrine directly, but which might, in effect, set it temporarily aside. An analogy has been been made to second marriages. The doctrine of a permanent union is preserved, since that is certainly the intention of the couple at the time of the wedding.

Phil Ashey–Church of England Bishop's Report–More Questions than Answers

The implication would seem to be that whatever might “directly and publicly” undermine the doctrine of marriage may be perfectly admissible if done “indirectly and privately.” The progressive wing of the Episcopal Church used that ploy for years, surreptitiously establishing facts on the ground, until it couldn’t be ignored any longer.”

Two years after TEC was threatened with discipline by the Primates at Dar Es Salaam in 2007, General Convention 2009 came up with an end run that did not directly change the teaching of Christian marriage as between one man and one woman. Instead, they enacted Resolution C056 which circumvented those boundaries in practice by authorizing bishops and clergy to provide a “generous pastoral approach to meet the needs of [LGBT] members of this Church.”

Within a mere six years the foundations of the Church’s teaching on marriage were so compromised by “facts on the ground” that TEC General Convention 2015 effectively revised the Prayer Book by simply passing a “marriage equality” canon eliminating any language limiting marriage as between one man and one woman. In fact, those “generous pastoral provisions” evolved into the liturgies of the Church.

Bp Richard Chartres' Valedictory Sermon–“Master, now you are dismissing your servant”

One of the authentic prophets of our time is Jean Vanier whose friendship with a person with severe learning disabilities was the foundation for the L’Arche communities. The first one opened in 1964 in France and L’Arche communities are now present in many different countries. By living in intentional community with people some of whom have serious learning difficulties, and some of whom have other challenges, living with diversity and difference, we open ourselves up to grow and be transformed. I know that is true because I received my earliest call to genuine priesthood through my brother, who had very severe learning difficulties but a genius for love.

Jean Vanier’s work is a prophetic word for the church today. We are not called to be a church of warring sects like those which the great 17th century Anglican theologian Sir Thomas Browne denounced as “heads that are disposed unto schism and ”¦. naturally indisposed for a community” but “do subdivide and mince themselves almost into atoms”.

Members of the Church of England say that they are “part of the One Holy Catholic and Apostolic Church” which Jesus intended. The Great and Coming church is ahead of us. We must never forget our role in realising Christ’s prayer for this one church. We must cherish our Christian friends and never forget what Pope John Paul II said to Archbishop Runcie, “affective collegiality is the basis of effective collegiality”. We should seek partnerships in the gospel at whatever level we are working. We should seek alliances in the wider household of faith in building a servant community whose attractiveness pagans will not be able to deny. Thank God for the gracious presence here tonight of so many Christian friends from other communions.

Martin Davie on the CofE HOB report–"Lacks a clear theological basis"

There needs to be clarity about what is meant by a ”˜fresh tone of welcome and support’ for gay and lesbian people, those with same sex attraction, and their families.’ As noted above, the idea of engaging in fresh thinking about how to welcome and support such people is to be welcomed. However, it needs to be made clear that welcome and support is not the same as affirming same sex sexual activity or desire. Jesus welcomed everyone, regardless of their behaviour, but he also called them to repent and live lives that were in accordance with God’s will (Matthew 9:9-13 Luke 5:27-32, Luke 15:1-32) and we have to do the same. This does not, of course, mean that the first thing that we say to people is that they are sinners who need to repent, but it does mean that we make clear to them the implications for their sexual conduct of being followers of Jesus Christ.

A similar point needs to be made about the suggestion that the proposed teaching document should ”˜affirm the place of gay and lesbian people in the life of the Church.’ As the report distinguishes elsewhere between gay and lesbian people and those with same-sex attraction this would seem to apply the affirmation of those in sexually active same sex relationships. It needs to be made clear that in order to be consistent with the Church’s teaching such affirmation does not mean acceptance of their sexual conduct as being in accordance with God’s will. A good example of what it might legitimately mean is provided by Rosaria Butterfield’s autobiographical account The Secret Thoughts of an Unlikely Convert in which she recounts how she was welcomed and affirmed as a person by the Pastor and members of a conservative Reformed church while she was still in a lesbian relationship, without them compromising their belief that her way of life was contrary to God’s will and would eventually need to change.[1] It is that sort of approach that we need to be commending.

Overall the teaching document, as proposed, lacks a clear theological basis.

(ITV) Church of England has ”˜much to repent’ to LGBT community

Guernsey’s Vice-Dean says the Church of England has much to repent towards the LGBTQ community, following a heavily criticised report by the College of Bishops released last week.

The report recommended the Church of England should not change its opposition to same-sex marriage but it should adopt a ‘fresh tone and culture of welcome and support’ for gay people.

I think it’s very clear that in the past the church has a lot to repent of with regards to the LGBTQ community with the way in which they’ve been treated and some of the homophobia which has been expressed.

So I’d like to see the Church coming to a different place there.

The New Bishop of Sheffield hopes to tackle 'dangerous and toxic' divisions in society

Outspoken Bishop North – who has previously accused the Church of England of failing to notice the poor – said the clergy had ‘lived with the reality of decline for a long time’.

“It has made us a bit nervous and reticent,” he added.

“I would love to see some fresh confidence in Christians in living out their faith.”

Philip North Announced as Next Bishop of Sheffield

Bishop Philip studied history at the University of York, graduating with a Bachelor of Arts (BA) degree in 1988 when he started to explore a vocation to priestly ministry. He spent a year working as a pastoral assistant in Redhouse, Sunderland, before preparing for ordination at St Stephen’s House, Oxford. He graduated from the University of Oxford with a BA degree in 1991. He was ordained as a priest in 1993. Bishop Philip then went on to serve as curate at Saint Mary and Saint Peter’s in Sunderland until 1996, after which he became the vicar of Holy Trinity in Hartlepool until 2002, during which time he was also Hartlepool’s area dean (2000-2002).

In 2002 he moved to Norfolk where he spent six years as Priest Administrator of the Shrine of Our Lady of Walsingham, ministering to pilgrims and overseeing the regeneration of the Shrine’s buildings and grounds. In 2008 he became team rector in the Parish of Old St Pancras and team vicar at St Michael’s Church, Camden Town.

He was consecrated as Bishop of Burnley in February 2015.

Bp Michael Nazir Ali–A Response to the Bishops' Report on Marriage and Same Sex Relationships

I welcome the BRGS Report’s upholding of the doctrine set out in Canon B30. It is to be noted that this Canon is not just about marriage being between a man and a woman but also about its lifelong nature, the birth and the nurture of children and the ”˜hallowing and right direction of the natural instincts and affection’. This cannot go hand in hand with wanting to make pastoral provision for public prayer for those in others kinds of relationships.

I miss any treatment of a biblical anthropology in the document and, even more, of the detailed work both of biblical scholars and by the Church of England of the biblical material as set out, for example, in Some Issues with Human Sexuality (Church House Publishing, 2003). Although Scripture, tradition and reason are mentioned as a ”˜classic Anglican triad’ the primacy of Scripture is not affirmed. Instead, the report, mistakenly, invokes ”˜provisionality’ in theology, although Lambeth Conferences have done this only in relationship to ecclesiology.

After two years of intense internal discussion involving clergy and laity ”“ and at least two decades of bitter division within the church ”“ the bishops have produced a report reaffirming that marriage is the lifelong union of one man and one woman.

A Statement from the Bishop of Norwich on the House of Bishops Report on marriage+same-sex reltnshps

When reports to the General Synod are launched at a press briefing they are often published at the end of a process and contain recommendations. This report on marriage and same sex relationships from the House of Bishops isn’t that sort of report. It describes where the bishops have reached in their reflections. It goes on to provide a framework identifying areas where we believe present advice, policies or practice need further consideration, and invites members of General Synod and the wider Church, to contribute. So this isn’t the end of a process but we are somewhere in the middle of it. We are sharing where we have reached in order to be as transparent as possible, and open to other voices.

We hope that the tone and register of this report will help to commend it, though we recognise it will be challenging reading for some. This is no last word on this subject. For there are very different views on same sex relationships within the Church, and within the House of Bishops, mainly based on different understandings of how to read scripture. The House is agreed, however, that our present teaching documents do not address some elements of the contemporary situation regarding marriage and relationships in our culture. I refer to the current teaching document on marriage, issued by the House of Bishops in 1999, and an earlier document on same sex relationships, Issues in Human Sexuality. Neither discusses nor even anticipates same sex marriage, a reminder of just how quickly things have changed. Issues, published in 1991, was written when Clause 28 of the Local Government Act 1988 was in force. It prohibited the promotion of homosexuality in schools and prevented local councils from spending money on lesbian and gay projects including anything which suggested support of what it called “pretended family relationships”. The temper of the time in which Issues was written was a very different one from ours. The later teaching document from 1999 simply assumes marriage is the union of one man with one woman. Hence, the House of Bishops believes it needs to commission a new teaching document which articulates such an understanding of marriage within a theology of relationships for our changed times. This report isn’t that document but it indicates why it is needed.

The Church of England’s law and guidance on marriage should be interpreted to provide “maximum freedom” for gay and lesbian people without changing the Church’s doctrine of marriage itself, bishops are recommending.

A report from the House of Bishops to be discussed by the Church’s General Synod next month upholds the teaching, recognised by canon law, that marriage is the lifelong union of one man and one woman.

But it also concludes that the current advice on pastoral provision for same-sex couples – which allows clergy to provide informal prayers for those marrying or forming a civil partnership – is not clear enough and should be revisited.

(a) proposing no change to ecclesiastical law or to the Church of England’s existing doctrinal position on marriage and sexual relationships; and

(b) initiating fresh work in the four key areas identified [in 4 key areas]….

Mike Hill, Bishop of Bristol, announces his retirement

He said: “I have loved my time in this Diocese and there are many people I shall deeply miss. Working with colleagues, both lay and ordained has been a privilege and a gift.
“There will be many opportunities between now and 30 September to say more, but my overwhelming sense is a deep gratitude for the privilege of serving amongst you all. Please pray for Anthea and me as we prepare for this next phase of our lives.”

([Sunday London] Times) "Church to draw veil over sex lives of gay clergy"

Ben Bradshaw, a Labour MP who is in a civil partnership, said: “It is progress for them to stop asking the celibacy question but it still leaves the Church of England policy based essentially on dishonesty and encouraging its clergy to lie.”

He also suggested the church’s apparent reluctance to usher in full equality meant it could be time for parliament to intervene, as it did when the synod initially refused to allow women to become bishops in 2012.

Bradshaw, a member of parliament’s ecclesiastical committee, said: “There is a growing sense that if the church can’t sort this out for themselves, then parliament may have to do it for them.”

Frank Field, a fellow Labour member of the committee, urged the bishops to be “brave” and usher in equality, with a conscience clause for those clergy who feel they cannot marry gay people.

(BBC) Bishop James Jones given freedom of Liverpool for Hillsborough work

The bishop who was a key figure in the campaign to uncover the truth about the Hillsborough disaster is to receive the Freedom of Liverpool.
Bishop James Jones chaired the Hillsborough Independent Panel, whose report led to the quashing of the 1989 tragedy’s inquest verdicts.
The cleric will be honoured later at a ceremony in the city.
Bishop Jones, 68, was made Knight Commander last year for his services to the Hillsborough Inquiry.

Geoff Pearson, Anglican Bishop of Lancaster, announces his retirement

The Anglican Bishop of Lancaster, Rt Rev. Geoff Pearson, has announced his retirement after nearly 43 years of ministry.

Bishop Geoff, 65, who has held the Suffragan Bishop role for more than a decade, said: “I have a mixture of feelings as this announcement is made. There is a real sadness about leaving colleagues and being part of the momentum that is building around the Diocesan Vision 2026. “It has been a huge privilege to work in Lancashire with many lovely clergy and people ”¦ but I still have six months left to focus particularly on the Vision agenda and mission opportunities.”

Bishop of Chelmsford Stephen Cottrell Is Favourite To Be Bishop Of London

The Bishop of Chelmsford, Stephen Cottrell, has been named as the favourite to succeed Richard Chartres as Bishop of London.

Cottrell is 3/1 favourite with bookmakers William Hill for the Church of England’s third most senior job after Archbishop of Canterbury and York.

Although the formal appointments process has not yet begun, his name is increasingly being spoken of in Church circles as someone with the experience and charisma to lead the Church of England’s fastest-growing, most diverse and most complex diocese.

(Church Times) In New Year's Messages, Bishops urge less hate, more courage, and more heart

Bishops have painted a hopeful picture of a post-Brexit Britain in their New Year messages.

After the Prime Minister’s declaration that Article 50 will be triggered in March, so that Britain can leave the EU in March 2019, the Archbishop of Canterbury, in his message, spoke of a “tough cam­paign” that had “left divisions”, but argued that reconciliation was pos­sible: “I know that if we look at our roots, our culture, and our history in the Christian tradition . . . we will find a path towards reconciling the differences that have divided us.”

Bp Michael Nazir-Ali Condemns Koran Reading At Anglican Cathedral Epiphany Service

But Nazir-Ali, former Bishop of Rochester condemned the reading and called for discipline against those involved.

“The authorities of the Scottish Episcopal Church should immediately repudiate this ill-advised invitation,” he said in a statement.

He also called for the Archbishop of Canterbury, Justin Welby, to publicly distance the Church of England and the wider Anglican Communion from the event.

” Christians should know what their fellow citizens believe and this can include reading the Qur’an for themselves, whether in the original or in translation. This is not, however, the same thing as having it read in Church in the context of public worship,” he said.

(Elizaphanian) Sam Norton–What’s really wrong with the C of E House of Bishops

…this obsession with things which are ”˜less than God’ is rooted in a more profound malaise ”“ the House of Bishops is not spiritually serious. By this I mean to say that they don’t seem to believe that the substance of Christianity is a matter of eternal life and death. The House of Bishops seems to be filled with just the same sort of social justice pleading that a liberal atheist would be perfectly at home with, with the consequence that the Bishops sound just like every other well-meaning middle class worrier….

The Bishops, in other words, seem to embody the cultural cringe that most Christians in England suffer from ”“ that feeling when you are a reasonably intelligent and committed believer, but in mixed company refrain from mentioning anything to do with Christian faith for fear of causing offence, or, worse, being mistaken for a fundamentalist. The trouble is that the Bishops are there precisely to articulate the Christian faith in the public sphere and ”“ surely! ”“ to run the risk of offending when they do.

What the Bishops have failed to do is articulate a coherent narrative, not about what Christianity is in general and as a whole, but what Christianity means for the English people at this point in our national life.

Tom Wright on the Meanings of Christmas: In the new world there will be no more sea

When the early Christians wrote about Jesus, this was the story they believed themselves to be telling. They didn’t see him as simply a teacher, a moral example, or even as one who saved people from a doomed world. They told his story as the point where the dark forces of chaos converged, in the cynical politics of Herod and Pilate, the bitter fanaticism of the Pharisees, the wild shrieks of diseased souls, the sudden storms on the lake. They invite us to see his death on the analogy of Jonah’s being thrown into the sea, there to be swallowed by the monster called Death. They insist that in this death God has taken upon Himself the full force of the world’s evil. As a sign of that, the final book of the Bible declares that in the new world, now already begun with his resurrection, there will be no more sea.

Saying this precisely does not give Christian theology an easy explanation (“Oh, that’s all right then”) for the continuing presence of evil in the world. On the contrary, it tells a story about Jesus’s own sense of abandonment, and thereby encourages us to embrace the same sense of helpless involvement in the sorrow of the world, as the means by which the world is to be healed. Those who work for justice, reconciliation and peace will know that sense, and perhaps, occasionally, that healing.

This isn’t the kind of answer that the Enlightenment wanted. But maybe, as we launch into the deep waters of another new year, it is the kind of vocation we ought to embrace in place of shallow analysis and shrill reaction.

Tom Wright–Christmas from John’s Gospel

Out of the thousand things which follow directly from this reading of John, I choose three as particularly urgent.

First, John’s view of the incarnation, of the Word becoming flesh, strikes at the very root of that liberal denial which characterised mainstream theology thirty years ago and whose long-term effects are with us still. I grew up hearing lectures and sermons which declared that the idea of God becoming human was a category mistake. No human being could actually be divine; Jesus must therefore have been simply a human being, albeit no doubt (the wonderful patronizing pat on the head of the headmaster to the little boy) a very brilliant one. Phew; that’s all right then; he points to God but he isn’t actually God. And a generation later, but growing straight out of that school of thought, I have had a clergyman writing to me this week to say that the church doesn’t know anything for certain, so what’s all the fuss about? Remove the enfleshed and speaking Word from the centre of your theology, and gradually the whole thing will unravel until all you’re left with is the theological equivalent of the grin on the Cheshire Cat, a relativism whose only moral principle is that there are no moral principles; no words of judgment because nothing is really wrong except saying that things are wrong, no words of mercy because, if you’re all right as you are, you don’t need mercy, merely ”˜affirmation’….

The Bishop of London’s 2016 Christmas message

To give shape and meaning to life we need to inhabit narratives capacious enough to permit development and to accommodate new themes. Not only stories are needed but communities to inhabit them. We all need somewhere we belong and where membership gives us dignity and something to live up to….

God so loved the world that he was generous and gave himself to us in the person of the infant Jesus whose destiny was not command and control but to love his enemies into loving. We no longer regard Caesar as god and the coming of the Christ-child has also changed our picture of God and reveals a generous God who does not in his heart of hearts resemble Caesar.

And so the wise men significantly “departed into their own country another way”.

A genuine encounter with the Christ-child, an infant born in a stable to an ordinary mother in a far off province of the Empire, may not on the surface seem very earth-shaking but in reality it changes everything.

(BBC) A Committee aims for a smaller House of Lords

A cross-party group of peers has been set up to come up with ways to reduce the size of the House of Lords.

Earlier this month peers voted to reduce the size of the Upper House, which currently has 809 members.

There have been calls to make it no bigger than the Commons, which is set to be cut to 600 MPs.

The Bishop of London writes a letter of support to the Bishop of Berlin

A message of support to the Bishop of Berlin
Dear Brother in Christ,

I was praying for you and the people of Berlin earlier this morning. As the Bishop of a City which has also experienced terrorism, my heart goes out to the bereaved and injured. This attack on hospitable Germany is felt deeply here.

The dead and injured will be remembered in your Cathedral of St Paul’s in these last days of Advent.
