The Full Text of Lady Hale's Address at Yale's Comparative and Administrative Law Conference

England (and I mean England) is a paradoxical country when it comes to religion. We have an established church. This means that our head of state, the Queen, is also head of the Church of England and 26 of its bishops have seats in the upper House of Parliament. The Church of England also has special privileges and duties in relation to marriages and to burials. Until recently it also enjoyed the special protection of the law of blasphemy. But England is one of the least religious countries in Western Europe. According to the British Social Attitudes Survey (No 28, 2011), half the population do not belong to any religion and affiliation to the Church of England fell from 40% in 1983 to 20% in 2010. Politicians are not encouraged to wear their religion , if any, on their sleeves. Religious observance is much more common amongst minority communities than it is amongst the majority, who would once unhesitatingly have described themselve s as “C of E” even if they never went to church. One reason for this loss of interest, of course, could be that the Church of England is a very undemanding church. It has no dietary
laws, no dress codes for men or women, and very little that its members can say is actually required of them by way of observance….

A Pastoral Letter from the Bishop of Lichfield for Lent

We’re beginning the season of ”˜giving up’ things ”“ a tradition of Lent. So what to give up? For us Christians, it is about self-denial, yes, and making time for deeper prayer and repentance too.

But Lent isn’t simply about giving up something for a while, just to start it again when Easter arrives. We certainly shouldn’t be giving up good service to our neighbours, though we may wish to postpone excessive meetings about that work.

We certainly don’t give up meeting together to worship and study God’s Word. Repentance is about ”˜doing sorry’ ”“ turning away from wrong (sin) and in Lent we can take extra time to think about whether we’re living as God would have us live ”“ or, as the first of our themes puts it, discovering the heart of God.

(Church Times) Bishops start quizzing their clergy

Gay clergy have this week been describing the ramifications of the pastoral guidance on same-sex marriage, issued by the House of Bishops last month. Bishops have begun meeting gay clergy, at least five of whom are reported to be planning to marry.

The Vicar of St Mary with All Souls’, Kilburn, and St James’s, West Hampstead, the Revd Andrew Cain, said on Tuesday that speaking publicly about his plans to marry his partner of 14 years ( News, 21 February) had resulted in an “uncomfortable” meeting with his bishop, the Rt Revd Peter Wheatley, on Wednesday last week.

“It was very uncomfortable for both of us,” he said. “He was with HR, and I was with a union rep. That would not be normal for a meeting between a bishop and a priest. I could not honestly say it was particularly pastoral. It was awkward.”

Leon Morris–The Person of Christ

In His teaching Jesus continually made claims for Himself both explicitly and by implication, and claims that we should regard as fantastic did any other make them. He said He could forgive men’s sins, and indeed, on one occasion worked a miracle to prove His point (Mark 2: 10ff.). He said that He would raise men up at the last day (John 6:40). He said that He would be the Judge of men at that day (John 5: 25ff.), and that men’s attitude to Him and His words now would be the criterion by which they will then be judged (Mark 8:38). He spoke of Himself as the bread of life (John 6: 35), as “the light of the world” (John 8: 12). He said that He was “the way, the truth, and the life” and He added, “no man cometh unto the Father, but by me” (John 14: 6).

He issued the gracious invitation, “Come unto me, all ye that labour and are heavy laden, and I will give you rest. Take my yoke upon you, and learn of me; for I am meek and lowly in heart: and ye shall find rest unto your souls” (Matt. 11:28f.). We have come to take these beautiful words very much for granted. But when we reflect on them they involve an extraordinary claim. We cannot imagine anybody else making them, not Confucius nor Mahommet, not Julius Caesar nor Francis of Assisi nor the Archbishop of Canterbury. In fact not any of the sons of men. But the words sound natural enough as an utterance of Jesus. Furthermore, through the centuries all sorts of weary and heavy laden people have been coming to Him and finding, as He said they would, rest unto (their) souls.”

The making of such claims demands that one of three things be true, namely Jesus was an impostor, or He was deluded, or He was divine. There seems no other possibility.

Ashley Null on Thomas Cranmer Day–Conversion to Communion: Cranmer on a Favourite Puritan Theme

In the end, repentance, not love, has come to symbolise Cranmer himself, his life’s work being interpreted by his last days. In the eyes of his critics, Cranmer’s recantations prove that at best he was weak and vacillating. In the hearts of his admirers, however, Cranmer’s last-minute renunciation of his recantations proved his true commitment to the Protestant faith. But what of Cranmer himself, how did he interpret his last days and the meaning they gave to his life? According to a contemporary account, having previously been distraught, Cranmer came to the stake with a cheerful countenance and willing mind.

Fire being now put to him, he stretched out his right Hand, and thrust it into the Flame, and held it there a good space, before the Fire came to any other Part of his Body; where his Hand was seen of every Man sensibly burning, crying with a loud Voice, This Hand hath offended. As soon as the Fire got up, he was very soon Dead, never stirring or crying all the while.

His Catholic executioners surely thought Cranmer was making satisfaction to his Protestant God. Yet his doctrine of repentance would have taught him otherwise, for the God he served saved the unworthy.

A Prayer for the Feast Day of Thomas Cranmer

Merciful God, who through the work of Thomas Cranmer didst renew the worship of thy Church by restoring the language of the people, and through whose death didst reveal thy power in human weakness: Grant that by thy grace we may always worship thee in spirit and in truth; through Jesus Christ, our only Mediator and Advocate, who livest and reignest with thee and the Holy Spirit, one God, for ever and ever. Amen.

Two Camden vicars to defy Church of England ban on blessing same-sex marriages

Banning marriage blessings for gay couples could be “illegal” and we will fight for equality.

This is the message from two Camden vicars who have vowed to defy a Church of England ban on blessing gay marriages and open their churches to lesbian, gay, bisexual and transgender couples, ahead of the first same-sex weddings in the UK next week.

In what could become a test case, the Rev Anne Stevens, of St Pancras New Church, in Euston, and Father Andrew Cain, of St James’s in West Hampstead and St Mary’s in Kilburn, will campaign for the law to be changed.

(C of E) £20m for urgent cathedral repairs "welcome"

The Cathedrals Fabric Commission for England warmly welcomes the announcement of a new two-year £20 million fund for repairs to cathedrals, announced in the Chancellor’s Budget today.

Cathedrals are a key part of forming the cultural identity of many of England’s cities, and are powerful symbols of our shared history. But this does not mean they are just icons of the past. They are active community hubs and are at the centre of several urban regeneration plans, including Peterborough, Leicester and Blackburn, which are all creating cathedral quarters.

The Church of England’s 42 cathedrals alone welcome over 11m visitors a year with only 6,000 staff but over 15,000 dedicated volunteers; demonstrating how much cathedrals contribute to, but also depend upon, the communities around them. Church of England Cathedrals generate annually at least £350 million for the economy.

The Bishop of St Albans, Alan Smith: Ukraine Crisis – the Religious Dimension

The referendum will have done nothing to have diminished the risk of inter-ethnic violence.

Against this uncertain and volatile background, the Christian churches of Europe, through the Conference of European Churches, have been in contact with the All Ukrainian Council of Churches and Religious Organisations, a body that includes Jewish and Muslim representatives as well as Christian churches. A letter signed by the present CEC president, known to many Members of your Lordships’ House as the recently retired Bishop of Guildford, expresses solidarity and support, urges an end to further polarisation in Ukrainian society and assures them that churches elsewhere in Europe are urging a democratic and diplomatic solution to the problems facing Ukraine. I know that Bishop Christopher Hill will be talking later this week to other European church leaders about how this solidarity and support can be given more tangible shape through the Conference of European Churches.

Even if this crisis has cast a Cold War shadow over Europe, it is important that we remain in dialogue with the Russian Orthodox Church. That is not always an easy task given the Russian orthodox world view. I am encouraged that only last month the right reverend Prelate the Bishop of London met representatives of the Russian Orthodox Church to discuss the theological education of students from the Russian Orthodox Church here in the UK. However this crisis plays out, and I pray as I am sure many of us do for a speedy and peaceful resolution, it is important that we do not sanction measures that put such dialogue at risk.

(The Journal) Pay us for the church we built, says County Durham councillor

Residents in a remote village who have been left without a church should be the ones to benefit from a sale of the listed building, claims a local councillor.

After parishioners in Rookhope, County Durham, learned just over a week ago that their Sunday service at the 110-year-old St John The Evangelist C of E Church was to be the last, councillor and resident John Shuttleworth is demanding recompense.

The attractive stone-built church was actually paid for and constructed by villagers so he says it’s the community who should benefit from any sale. “I think it’s fair that the money from the sale should go back to the village,” said Coun Shuttleworth who aired his views in a letter to the Diocese of Durham.

(ThisDay) Boko Haram: Anti-terror Group Calls for Urgent Global Intervention

A group, Nigeria Arise Against Terror (NAAT), has called on the international community to help the federal government in the fight against terrorism.

NAAT stated this in support of the clarion call by the Bauchi State Governor, Isa Yuguda, for global effort to urgently end the orgy of terrorism ravaging the North-east region of the country.

In a statement issued by NAAT Publicity Secretary, Malam Abba Aliyu, at the weekend in Abuja, the interim National Coordinator of the group, Hon. Emeka Kanu-Nwapa, said NAAT had reasons to believe that most of the attacks in the region recently suggested that the war has gone beyond the Boko Haram insurgency and has now gone international.

(Vat. Radio) Global Freedom Network founded by Catholics, Anglicans, Muslims to end trafficking

The groundbreaking agreement to work closely together across the different faith communities was signed by Bishop Marcelo Sanchez Sorondo on behalf of Pope Francis. The Argentinian bishop is chancellor of the Pontifical Academies of Science and Social Sciences which brought together a broad coalition of anti-trafficking experts for a workshop last November. He was joined by New Zealand Archbishop David Moxon, director of the Anglican Centre here in Rome and representative of the Archbishop of Canterbury to the Holy See. Also on hand to sign the founding declaration was Dr Mahmoud Azab, representing the Grand Imam of Al-Azhar, one of the most important centres of Sunni Islam located in the Egyptian capital, Cairo.

The other key figure who put his signature to the document was Australian businessman Andrew Forrest, founder of a philanthropic organisation called the Walk Free Foundation. Set up after Forrest’s daughter travelled to Nepal where children were being caught up in a trafficking for prostitution ring, its aim is to stamp out this modern form of slavery by galvanizing and supporting action at local, national and international level. Planned actions include urging governments to publicly endorse the establishment of the Global Fund to End Slavery and persuading multi-national businesses to commit to eradicating slavery from their supply chains. By mobilizing the world’s major faith communities, this new Network hopes to bring an end by 2020 to what Pope Francis has dared to call a crime against humanity.

The Queen has approved the nomination of the Reverend Richard Charles Jackson, MA (Oxon) MSc, Diocesan Advisor for Mission and Renewal, in the Diocese of Chichester, to the Suffragan See of Lewes, in the Diocese of Chichester, in succession to the Right Reverend Wallace Parke Benn, BA, on his resignation on 31 August 2012.

(Independent) Peter Sanford–10 more Commandments: How to save the Anglican church

The first ordination of female vicars in the Church of England, 20 years ago this month by the Bishop of Bristol, was arguably the most-hyped of these recent New Jerusalems. It came after a long, and bitter via dolorosa that caused a small but high-profile group of dissenters (Ann Widdecombe, John Gummer, Charles Moore) to decamp to Roman Catholicism. But the first pioneers of women’s ordination were in no doubt that their Church was finally marching on the high road. “We are a people reformed, remade and renewed,” proclaimed Katharine Rumens, ordained a priest in April 1994. “I look to the future with great excitement.”

But yet again, this great reform hasn’t quite lived up to its billing. Many of the problems of disunity remain, notably over what is essentially the same issue: women bishops. So how to save the Church of England from a slow drift into oblivion?

Having had a ringside seat at the events of the past two decades, and more broadly as a fellow traveller (albeit at one pew removed as a Catholic), who sees so much that is good and needed about our national church as its goes about its daily, non-headline-making parish life, here are a few suggestions ”“ more 10 conversation-starters than 10 commandments ”“ assembled with the help of Anglican friends.

Bosco Peters–Rethinking marriage?

New Zealand Anglicanism shifted from a firmly-held “marriage cannot be dissolved” to “a couple when getting married should intend to stay together”. ALL references to Marriage-is-like-Christ-and-His-church imagery were completely removed from the three different rites available for getting married in the 1989 New Zealand Prayer Book. Even the Church of England’s own Common Worship rite has removed all but the tiniest single vestigial allusion (quoted above) to what was clearly once a dominant biblical paradigm for marriage.

What once again is clear when those who say the debates are not sourced in prejudice about homosexuality, but are about integrity to scripture and tradition, is that whilst a sea change has occurred in the understanding of marriage, they have only begun to register an issue when the direction heads towards committed same-sex couples.

In the discussion about whether gender difference is essential to marriage it is clear where the inner logic of the trajectory of Christian marriage changes leads, and that the Church of England bishops’ statement is on the wrong side of that trajectory.

(Diocese of Egypt) The First meeting of the imam-priest exchange for 2014

The Imam-Priest exchange initiative for 2014 opened at Al Azhar al Shereef, at the invitation of the Grand Imam. The 30 imams and 30 priests who participated in the initiative in 2013 shared what they learnt and were presented with certificates.

This initiative aims at reducing religious tension through practical dialogue. The need for dialogue has become
more critical after the 25 January 2011 Revolution because of the inter-religious strife leading to incidents of tragic sectarian violence. It is clear that religion will play a significant role in shaping Egypt’s future. Muslim Imams and Christian leaders need to address religious harmony and the importance of unity, because it is known how fragile the inter-religious relationships are and the dangerous consequences of the alternative for Egypt’s future.

”˜Together for a New Egypt: the Imam-Priest Exchange,’ is an interfaith initiative which brought together 30 priests (from different denominations) and 30 imams (selected by Al-Azhar) for four weekends in 2013. As a result of these meetings, the participating imams and priests built friendships and engaged together.

A Look Back (I)-June 2003–In Blessing Same-Sex Unions, Canadian Anglican Bishop Courts a Schism

The fateful decision has brought on charges from conservatives that…[Bishop Michael Ingham] is a blasphemer who is willing to split the Anglican Church to suit his taste for social change. Since then, 15 of the Anglican Church’s 38 primates, the top Anglican leaders worldwide, have denounced Bishop Ingham’s action and have either suspended or entirely severed ecclesiastical relations with his diocese.

In a scornful statement, the primates — representing 38 million Anglicans from Africa, Asia and Latin America — wrote in June that Bishop Ingham’s decision to bless same-sex unions represented ”a defining moment in which the clear choice has to be made between remaining a communion or disintegrating into a federation of churches.”

In greater Vancouver, 8 of the 80 parishes have withheld payments to Bishop Ingham’s diocese and 7 of them have voted to have the conservative bishop of Yukon minister to them in what has become a virtual civil war within the diocese. ”The dispute over Bishop Ingham’s decision to bless same-sex unions is dangerously close to producing a worldwide schism,” said Stephen A. Kent, a sociologist of religion at the University of Alberta, ”reminiscent of the original Anglican schism from Catholicism in the 1500’s as a reaction to issues involving marriage, divorce, blessed unions and authority.

(Church Times) Westminster rules on Same-sex marriage in shared churches and chapels

Proposals to convert the House of Commons chapel, St Mary Undercroft, into a multifaith centre (News, 15 March 2013) so that MPs and peers could use it to solemnise same-sex marriages, have been blocked.

Black Rod, Lt. Gen. David Leakey, confirmed that the original suggestion that the chapel be converted into a multifaith centre had been modified “so that the chapel would be a multi-denominational chapel; in other words, still a Christian place of worship rather than multifaith. None the less, there are no plans to take the proposal forward.”

The chapel is a Royal Peculiar, under the care of Westminster Abbey, and one of the few remaining areas of the Palace of Westminster still under royal control. Chris Bryant, the MP who first put forward the idea, suggested that the proposal was personally blocked by the Queen, who visited the chapel in December. “She is a very conservative woman,” he said.Read it all.

(RNS) Bats in the belfry a serious matter for the Church of England

Bats are making life unbearable for congregations by defecating on worshippers from roofs as well as bell towers, according to a report to the Church Buildings Council of the Church of England.

“Bats in churches are no joke for those who have to clean up the mess behind,” said Anne Sloman, chair of the council. “Their presence in large numbers is making it impossible for us to open churches for a whole variety of social and community uses as well as making life miserable for worshippers, and we are seriously worried about the irreparable damage bats are causing to priceless church artifacts.”

New Dean appointed for Cathedral in Ripon: John Dobson

The next Dean of Ripon has been announced as the Rev Canon John Dobson, who currently serves in the Diocese of Durham,

The appointment follows the death of the previous Dean, the Very Revd Keith Jukes, in May last year.

Canon Dobson said: “I’m delighted to be coming to Ripon ”“ it’s both a huge privilege and a challenging responsibility ”“ and it’s at a particularly exciting time as the new diocese of West Yorkshire & the Dales is born.

(Evening Standard) How Twitter Helped find a stolen cross from a Bethnal Green church

At 12.30pm last Friday, computer programmer Rowan Laurence, 32, saw a strange sight on Brick Lane ”” “as is quite normal down there,” he says. The sight in question was a well-dressed man in dark skinny jeans and brown brogues carrying a large wooden crucifix on his back, striding under the railway flyunder in the direction of Aldgate East. As is also quite normal down there, Laurence snapped what he saw and uploaded it to Instagram, captioning the picture “Jesus Lives”.

Two hours later, the good people of St Matthew’s, the lovely 18th-century church 10 minutes’ walk away in Bethnal Green, were in a panic. Their beautiful and historic altar cross, installed in the church after it was bombed on the first day of the Blitz in 1940, was gone. There was no trace of further damage in the church, nor anything else stolen, so the Rev Kevin Scully emailed his parishioners for help. By 4.15pm a local blogger informed of the theft had seen Laurence’s image from Brick Lane and a parishioner sent it to the vicar….

(C of E) Angela Berners-Wilson talks about being part of the first ordination of women priests

On March the 12th 1994 the first women were ordained as priests in the Church of England at a service in Bristol Cathedral. The group was made up of 32 women, among them the Reverend Prebendary Angela Berners-Wilson. She talks about her memories of the day and how life has been since her ordination.

New Church of England Higher Education advisor appointed

[The] Revd Duncan Myers has been appointed as the Church of England’s Higher Education Advisor. His extensive and varied experience of university life includes serving as a Chaplain in four Higher Education institutions, most recently at London South Bank University. He has also held a number of management positions including International Student Co-ordinator at the University of Durham, Tutor for Postgraduate Students at Hatfield College, and Senior Pastoral Advisor at Nottingham Trent University.

Peter Ould–an anonymous person "who has a firm founding in Ecclesiastical Law" on the HOB Statement

The Clergy Discipline Measure 2003 was designed to deal with a range of disciplinary issues concerning the clergy in the Church of England ”“ but to the exclusion of matters of doctrine or ritual.

The 1963 Ecclesiastical Jurisdiction Measure (one of whose chief architects was the late +Eric Kemp) retained the jurisdiction inherited from the Victorian era, and ultimately from the middle ages, expressly as a criminal jurisdiction, modelled on the former Assize Courts.

This meant among other things that the procedures of the consistory court when sitting under the EJM were those of a criminal trial, that prosecutors had to achieve a criminal standard of proof ”“ beyond all reasonable doubt ”“ in persuading the court to convict ”“ and that the court’s sentences were effectively criminal convictions for what in some cases were relatively trivial offences. Its proceedings were open to the public and to the media.

The CDM was designed to be a civil tribunal and to operate without the full glare of publicity brought by EJM proceedings. The world’s press turned up for the trial of the Dean of Lincoln, Brandon Jackson, and the false evidence against him was published on the front pages of national newspapers. He was acquitted.

Andrew Symes–Same-sex marriage and the Church’s response

The focus on analysis has led to (or perhaps is because of?) paralysis among church leaders with traditional beliefs. Typically, there is no urgency. Marriage has been redefined with huge implications for the spiritual and moral health of the nation, and yet many otherwise biblically orthodox clergy are not sure there is a problem ”“ especially since the Bishops have at least for the moment appeared to hold the line. There is little prayer, because of the influence of secularism which teaches us to rely on our management techniques rather than on God, because of the upsetting nature of the topic, and because of a lack of understanding about spiritual realities. “Oh yes, I will pray in general for the nation”, I have been told, “but not specifically about gay marriage”. There is no courage. Clergy tell me privately that they believe in what the Bible says about sex, but their priority is for hassle-free pastoral care, for unity in the congregation, and ultimately for their own livelihood. As a result there is a lack of good teaching in the congregations on this topic, and no action at local or national levels or support for others taking such action.

Of course not all churches in England have capitulated. Many are wanting to stand firm ”“ and this brings division. The church is now irredeemably divided over homosexuality. The Gospel should be truth lived out in experience, but today ”˜my story’ is ranged against propositional truth and right principles. Churches which should be based on the Word and oriented towards their communities are now choosing ”˜community’ over against the Word. ”˜Witness’ seen as cutting the cost of discipleship to get people into church is increasingly opposed to bearing witness to Christ at any cost. Words such as sin, the need for repentance and transformation are now applied more to people who do not approve of same gender sexual relationships, than to people in those relationships.

Andrew Symes: Gay marriage and the Church’s response

As the Archbishop of Canterbury has reminded us more than once, we are experiencing a cultural revolution in the area of public attitudes to sexual morality. The pace of change has been rapid. I am not yet 50 years old. When I was born, homosexual sex was illegal; now, in two weeks time, people of the same sex will marry, accompanied by celebrations all over the country here in the UK. The change has not evolved gradually, but has happened as part of a deliberate campaign. The change has been carefully controlled, by using media, the law and even science to promote the new ideas.

The changes have been rapidly accepted: importantly by people with power and influence, and then filtering down to the general population. The message has been imposed through a combination of relentless teaching and threats of punishment for resisting. And there is a real belief that the changes are wholly positive and part of the progress of civilisation.

In the face of this remarkably successful campaign, how has the church responded? By and large, we have seen targeting, analysis, paralysis, and division. After looking at each of these in turn, we’ll see if we can discern any signs of hope…

(Andrew Goddard) CofE HOB’ Pastoral Guidance on Same-Sex Marriage Part II ”“ Qtns and Challenges

The sad reality is that a house divided against itself cannot stand. Although it is reported that only one bishop voted against the guidance, it is also being claimed that a significant number, even a majority, are not personally happy with it. The reactions to the guidance make clear just how extensive the divisions are in the wider church and thus how difficult the environment for the facilitated conversations is going to be. They also perhaps highlight two areas where the conversations need to focus their attention but which were largely unaddressed by the Pilling Report:

(1) What doctrine of marriage should the Church have and how should it then bear faithful witness to that in ordering its own life and in mission in a wider society which recognises same-sex marriage? and

(2) What is to be done, what new church structures may be needed, so that those who find themselves unable to accept the conclusions on the doctrine of marriage and its practical implications can faithfully bear witness to their understanding of marriage without undermining the mind of the majority or condemning the Church of England to continuing destructive conflict over this issue?

(Guardian) Giles Fraser–Clergy Same Sex marriages: final chapter of the Anglican Communion fiction

Well, you could knock me down with a feather duster. The Pope is looking into the subject of gay marriage. According to Cardinal Timothy Dolan, the Holy Father said to him that “rather than quickly condemn them, let’s just ask the questions as to why that has appealed to certain people”. OK, it’s hardly a new Vatican policy. But language matters. And in the week of the first anniversary of Francis’s appointment as pope, it is worth recognising how far the language has come.

But things are going to change even faster for the Church of England over the next few weeks. With gay marriage becoming a legal reality on 29 March, it is certain that a number of clergy will be looking to get hitched, in direct defiance of the wishes of their bishops who have vaguely warned of disciplinary action if they do. But the truth is that the bishops can actually do very little about it. The following is slightly nerdish stuff, but for the likes of north London vicar Reverend Andrew Cain, now preparing for his nuptials, it is crucial. Writing on my Facebook page last night, the Bishop of Buckingham explained the clergy discipline measure:

“Its Section 7 lays down that matters of doctrine and worship are not justiciable under the measure, but must be tried under the Ecclesiastical Jurisdiction Measure 1963. Insomniacs may remember that around 10 years ago there was a proposal to have a Clergy Discipline Measure type measure for doctrine and worship cases but it failed. The legal trail leads from here to section 39 of the EJM63. The maximum penalty it lays down for a first offence is a rude letter telling you not to do it again ”“ which hopefully people getting married won’t.”

Of course, the bishops could pretend that clergy getting married is not a matter of doctrine, but this would be a bit of a problem given that they have been going round telling everyone that it is.
