A Haunting Wash. Post Story on Charleston SC Killer Dylann Roof's trailer+friends: An American Void

They are the people with whom Roof was associating in the weeks before the shooting, and this is the place he drifted into with little resistance, an American void where little is sacred and little is profane and the dominant reaction to life is what Joey does now, looking at Lindsey. He shrugs.

For several weeks, Dylann Roof slept on the floor here. He played video games. According to the Meeks, he showed off his new Glock .45-caliber handgun, drank heavily and retreated to his car to listen to opera. And sometimes he confided in his childhood friend Joey, who wasn’t the type to ask questions.

When Roof showed up asking Joey for a place to stay, Joey says, he invited him in without hesitation. When Roof told him that he believed in segregation, Joey didn’t ask why. When Roof mentioned driving two hours to Charleston and visiting a church called Emanuel AME, he didn’t ask anything about it. When Roof said that he was going to “do something crazy,” as Joey remembers it, he and Lindsey hid Roof’s gun but then gave it back, blowing it all off as a drunken episode.

“I didn’t take him seriously,” is what Joey says again and again….

ACC Standing Committee issues statement on Burundi

We deplore the situation of insecurity that prevails in Burundi. We call on those in leadership to put the needs of the poor and vulnerable ahead of their own interests. We call on the UN, the African Union and the East African Community to renew all possible efforts to support peace.

We call on Christians of all denominations to pray fervently for Burundi, and we call on the leaders in Burundi earnestly to seek peace and pursue it and especially to call the various political leaders to resume immediately serious and inclusive dialogue.

(Diocese of Down and Dromore) South Sudan peace deal fails ”“ please continue to pray

South Sudan’s President Salva Kiir has failed to sign a peace deal in Ethiopia’s capital Addis Ababa, aimed at ending the civil war in his country.
The government has initialled a draft agreement, but requested a further 15 days before signing in full.
International sanctions had been threatened by mediators if both sides failed to reach an agreement on Monday 17 August.

”˜A new refugee camp has opened a few kilometres from Gambella town. Another is being established near the town of Matar, and another in the Asosa region near the permanent camp Sherkole (the new camp has been given the poignant name ”˜Sorry’).

”˜The churches, however, are usually the first stop for the refugees. They often ask for food and shelter.

”˜As well as food aid, there are churches in the refugee camps providing literacy classes and other educational support. In this way, the churches function as community centres for many refugees.

”˜We have 15 mission centres in Gambella, each of which is a cluster of churches. Some of the churches are in established refugee camps; some are in villages and towns. We have 16 clergy and 90 lay readers in the area, so we are obtaining first-hand information about what is happening.

(NPR) He Fled Sudan And Made A New Life In The U.S. So Why Go Back?

[Daniel] Gai moved back to the country in 2011 and worked for a Denver-based aid agency that builds schools. He married and had a son. And he was there four years ago when South Sudan declared independence.

But soon, history repeated itself ”” for Gai and his country.

Civil war erupted again.

Gai was in his village, with his wife and newborn, and his elderly father, when rebels attacked.

Just like when he was 6 years old, he and his family started running. They hid in the swamp for more than a week.

(W Post Op-ed) Michael Gerson–Lotteries, payday lending, and the swindling of America’s poor

The question is posed: Can the United States go on as it has been with a good portion of its working class almost entirely isolated from the promise of our country?

It is a yes or no question. A “yes” involves the acceptance of a rigid, self-perpetuating class system in a country with democratic and egalitarian pretentions ”” a system upheld and enforced by heavy-handed policing, routine incarceration and social and educational segregation.

A “no” is just the start of a very difficult task. The mixed legacy of the Great Society ”” helping the elderly get health care, it turns out, is easier than creating opportunity in economically and socially decimated communities ”” has left the national dialogue on poverty ideologically polarized. And many policy proposals in this field seem puny in comparison to the Everest of need.

But there is one set of related policy ideas that would dramatically help the poor and should not be ideologically divisive. How about a renewed effort to help the poor by refusing to cheat them?

(NYT Editorial) The Struggle for Fairness for Transgender Workers

Shortly after graduating from college in Pennsylvania last year, Elaine Rita Mendus hopped on a Greyhound bus, hoping the $2,000 in her bank account would keep her afloat until the first paycheck. There was only one city in the country that seemed moderately promising for a 6-foot-3 transgender woman in the early stages of transitioning to launch a career.

“I figured, where else will I be accepted?” Ms. Mendus, 24, said. “New York.”

It was a rude awakening. The luckiest break she caught after a monthslong quest to find steady work was a coveted slot at one of the city’s few homeless shelters that give refuge to gay and transgender youths for a few months. It was a blessing, she said, but also “a really strange pill to swallow.”
Americans’ understanding of transgender people has been shaped recently by the riveting, glamorous lives of the former Olympian Caitlyn Jenner and the actress Laverne Cox. The two, though, are far from representative of an economically disadvantaged community that continues to face pervasive employment discrimination, partly as a result of lagging legal protections.

Roughly 15 percent of transgender Americans earn less than $10,000 a year, a rate of extreme poverty that is almost four times higher than the national average, according to the National Center for Transgender Equality and the National Gay and Lesbian Task Force. They are twice as likely to be unemployed as the general population, though transgender Americans have a higher level of education than the general population. About 16 percent of respondents to a 2011 survey said they resorted to illegal trades like prostitution and drug dealing. Ninety percent said they faced harassment, mistreatment or discrimination on the job. The worst off are black and Hispanic transgender women, particularly those who don’t have the means to alter their physical appearance as much as they would like. For many, coming out means being drawn into a cycle of debt, despair and dreadful choices.

In 1993, Minnesota became the first state to enact a law protecting employees from discrimination on the basis of gender identity. Since then, 18 other states, the District of Columbia, Puerto Rico and scores of jurisdictions have taken similar steps, which today collectively cover about 51 percent of the population.

In 2012, the Equal Employment Opportunity Commission began taking the position that discrimination against transgender employees was a form of sex discrimination under the Civil Rights Act of 1964. That offers individuals valuable legal recourse, but pursuing claims through the E.E.O.C. is time-consuming and generally futile for those who cannot afford to hire a lawyer.

(Sightings) Martin Marty on Robert Putnam's 'Our Kids: The American Dream in Crisis'

Putnam, not first of all a complainer, this time reaches for extremes: “We” and “Our Kids” are not merely confused or apathetic or drifting. We are clearly in crisis. Or the book could get dismissed as one more complaint about social class and the economic debates connected with both, or all, sides of class division in America. Also, it could be ignored by those who tire of nostalgic reckonings about “the good old days;” Some celebrations of them do appear here.

Putnam lovingly invokes the past as he begins with references to his own childhood years and to locales like the town in which he grew up. Winsomely and with clarity he writes about a time when the boundaries between classes were not as defined and drastic as now. But as he looks at the contemporary scene, he finds plenty of reason to describe the class gulf as “in crisis” and the “American dream” not merely fading for millions, but becoming almost irretrievably out of range for their young.

What’s missing, especially for the millions of “Their Kids” in America today? They lack agencies where “social capital”””an old Putnam phrase””is tended to. Voluntary organizations, support groups, clubs, neighborhood places, which encourage bonding and interaction are disappearing from the scene for the millions who cannot advance.

He served three terms, grappling with high unemployment, poor schools and violent crime.

We started by approaching Portland’s mayor, Sam Adams, the first openly gay mayor of a major American city, with a simple question: How can we, as the Body of Christ, best serve the city?

To be sure, my dad, Luis Palau, was the first worldwide evangelist Adams had ever hosted. In that first meeting, Adams was impressively open to us, not showing a hint of defensiveness. He sensed our sincerity and commitment ”” and was also sincerely concerned with the needs of the city.

Assured there were no strings attached ”” and feeling he had nothing to lose ”” he started the conversation by naming his biggest concerns: hunger, homelessness, healthcare, the environment, and public schools. So began a partnership, CityServe, between the city and a band of churches.

(NYT) A Choice for Recovering Addicts: Relapse or Homelessness

After a lifetime of abusing drugs, Horace Bush decided at age 62 that getting clean had become a matter of life or death. So Mr. Bush, a homeless man who still tucked in his T-shirts and ironed his jeans, moved to a flophouse in Brooklyn that was supposed to help people like him, cramming into a bedroom the size of a parking space with three other men.

Mr. Bush signed up for a drug-treatment program and emerged nine months later determined to stay sober. But the man who ran the house, Yury Baumblit, a longtime hustler and two-time felon, had other ideas.

Mr. Baumblit got kickbacks on the Medicaid fees paid to the outpatient treatment programs that he forced all his tenants to attend, residents and former employees said. So he gave Mr. Bush a choice: If he wanted to stay, he would have to relapse and enroll in another program. Otherwise, his bed would be given away.

“”˜Do what you do’ ”” that’s what he told me,” Mr. Bush recalled.

(CT) Evangelicals Denounce Payday Lending, Join Fight for New Regulations

Opponents of payday lending have a new ally in the fight against predatory lenders: Leaders from the 15.7-million member Southern Baptist Convention (SBC).

“We cannot sit by idly while some of the poorest among us are preyed on by people simply looking for a quick buck with no regard for the devastation they cause in the lives of others,” said Barrett Duke, vice president for public policy and research at the SBC’s Ethics and Religious Liberty Commission (ERLC).

The ERLC is one of the founding members of the newly-formed Faith for Just Lending coalition, which launched earlier this month. Among other members are the Cooperative Baptist Fellowship, the National Baptist Convention USA, the National Association of Evangelicals (NAE), the National Latino Evangelical Coalition, and the PICO National Network.

“While representing distinct institutions with different histories and practices, these faith organizations hold a shared conviction that Scripture speaks to the problem of predatory lending””condemning usury and teaching us to respect the God-given dignity of each person and to love our neighbors rather than exploit their financial vulnerability,” the group stated in a press release. “They believe that just lending is a matter of biblical morality and religious concern.”

The public view of religion among young people, according to a YouGov poll – well, alright it’s a poll, but ”¦ [laughter] the reputation of religion among young people is actually more negative than neutral: 41% ”“ this was a poll in 2013, when they still got them right ”“ 41% of 18-24 year olds agreed that “religion is more often the cause of evil in the world” and only 14% say it is a cause for good.

The Faith Action Audit reveals something different. It shows the breadth of commitment across the country, the depth of commitment, and above all the strength of experience and good practice. Thanks to Cinnamon [Network] and other bodies like it, this is not mere do-goodery. It is seeking to find best practice and put it into action in the most professional way that can be imagined.

We’ve heard some of the figures, but just a reminder: the faith sector collectively is delivering, according to the audit ”“ I’ll round it ”“ 220,000 social action projects, from which 47 million people benefit.

[THE] REV. WAYNE MEISEL: We have a generation of young people in their 20s and 30s that define themselves by their commitment to service and justice work. The challenge is that many of them, I think most of them, do not believe the church cares about them or the causes they care about. There’s this bubbling fervor and energy and possibility that we just have to figure out how to both tap and how to support, and then for guys like me to get out of the way.

CRAIG BARNES (President, Princeton Theological Seminary): Wayne is a fascinating and charismatic kind of leader. He works best kind of on the margins of schools, churches, and organizations, and he’s a visionary. But he doesn’t work through the system. He works with the students themselves, and he excites students, and they become all caught up in his vision of changing the world and thinking that their life can make a real difference. And this is not just happening in Princeton. This is happening in seminaries all over the country. So it’s a phenomenon.

The students are asking different questions in class. Our professors are developing their syllabi differently to account for this passion they have to not just study ethics but to do ethics along the way. These students actually are devoted to loving thy neighbor. And they won’t tolerate any more sitting in class taking notes on wonderful lectures about social responsibility and then folding up their laptops and just going home.

The charity runs debt services through local churches with the aim of releasing people from the prison of debt. Around 60 of its 280 debt centres are based in Church of England churches.

(BBC) South Sudan clashes leave 300,000 without aid, says UN

More than 300,000 people are without “life-saving” aid in South Sudan’s oil-rich Unity state after heavy fighting forced aid agencies to withdraw, the UN has said.

Government forces have been advancing towards Leer, the birthplace of rebel leader Riek Machar, reports say.

Emergency relief has come to a stop in areas worst-affected by fighting, the UN said.

International mediation efforts to end the 17-month conflict have failed.

(GC) Dan Gyun–Broken and Burdened in Baltimore

As a church planter and pastor in Baltimore, my soul is burdened with all of the hurt and pain in my city this week. Though it has been encouraging to know that more people from around the country are praying for my city than ever before, right now I wish the city I love could be famous for different reasons.

The injuries sustained by Freddie Gray and his subsequent tragic death in police custody have rallied Baltimore residents, who had peacefully protested for weeks. Based on the coverage from major media outlets, however, one would believe that the protests have been all about random riots, looting, and fires.

I’ve seen many on social media asking why someone would destroy the neighborhoods where they live and that none of this would be happening if people simply made better choices or parents did a better job of raising their kids. However, we must avoid the temptation of letting the media paint us an overly simplistic picture of Baltimore and her issues.

These protests and riots are not merely the culmination of the past few weeks’ events. They are the collective groaning of years of brokenness from systemic sin in our city under a brewing simmer that had finally reached this boiling point.

(RNS) World Bank launches interfaith push to eliminate extreme poverty

The World Bank is teaming up with global religious leaders in a 15-year effort to end extreme poverty by 2030.

About 35 religious groups worldwide, including Bread for the World, Islamic Relief International, the Religious Action Center of Reform Judaism and Sojourners, endorsed the call to action. Supporters include Christians, Jews, Muslims, Baha’is and others.

“Our approach to this staggering need must be holistic, rooted in the spiritual visions of our respective faiths, and built on a shared recognition of the intrinsic dignity and value of every life on Earth,” the call said.

Archbishop Justin Welby to become patron of Christians Against Poverty

Since his appointment as head of the Church of England in March 2013, Justin Welby has been outspoken about poverty and, in particular, the availability of easy credit from payday lenders. He made comments about payday lenders, such as Wonga, and his commitment to support the credit union movement and other services helping people out of financial distress.

CAP hosts a network of hundreds of churches tackling poverty and debt in communities across the UK. Archbishop Justin said: “CAP deals in helping people to get free of the prison of debt, and it’s something I feel passionately about.

“They are serious, highly professional, deeply committed and above all they will treat you as a human being of infinite value, loved by God, who just needs some help to find your own way forward.”

(CT) Justo González –Reading Luke Through Latin American Eyes

When a Latin American theologian reads Luke, what themes get noticed that others might underplay?

When you read Luke with poor people who have no hope, or with people hiding from dictators and death patrols, you see things you might not see otherwise. The most important underappreciated theme is what’s often called “the great reversal.” This is the idea, from Luke 13, that when the kingdom of God arrives, the last shall be first and the first shall be last.

Or take Mary’s song (the Magnificat) from Luke’s first chapter (vv. 46”“55). It talks about God filling the hungry with good things and sending the rich away empty. Traditional readings of this passage aren’t necessarily wrong, but they can neglect the themes of wealth and poverty. We need a variety of perspectives, including the poor’s, to get at the full meaning.

What are American evangelicals most apt to overlook?

Compared to the other gospel writers, Luke takes care to emphasize the word salvation. We tend to overlook the economic, political, and social implications of this salvation. Luke helps us to see what it looks like for the poor.

ISIS burns food donations from US intended for Syrian refugees

The Islamic State has allegedly burned boxes of food aid coming from the United States that were intended for Syrian civilians.

The Independent reports that two trucks containing the food parcels were intercepted at an ISIS checkpoint manned by the group’s “Hisba” police force in Syria’s Aleppo province. The boxes had the markings of Koch Foods, a chicken company based in the state of Illinois in the US.

According to The Independent, the Islamic State seized and burned the boxes, which contained chicken meat, claiming that the animal products were not slaughtered according to Islamic law.

The International Business Times, however, said that the boxes had markings to show that the chicken meat was “halal,” or had been slaughtered according to the dictates of Islamic Law.

World Council of Churches joins inter-faith call to action to end extreme poverty by 2030

The World Council of Churches (WCC) has joined over 30 leaders from major world religions and heads of global faith-based organizations today in launching a call to action to end extreme poverty by 2030, a goal shared with the World Bank Group.

The statement titled Ending Extreme Poverty: A Moral and Spiritual Imperative notes that remarkable progress has been made in reducing extreme poverty. Over 25 years the world has gone from nearly 2 billion people to fewer than 1 billion living in extreme poverty. Now, for the first time in human history there exists both the capacity and recognition of the moral responsibility to ensure that no one has to live in extreme poverty’s grip.

“We have ample evidence from the World Bank Group and others showing that we can now end extreme poverty within fifteen years,” the Moral Imperative statement notes. “In 2015, our governments will be deciding upon a new global sustainable development agenda that has the potential to build on our shared values to finish the urgent task of ending extreme poverty.”

“We in the faith community embrace this moral imperative because we share the belief that the moral test of our society is how the weakest and most vulnerable are faring. Our sacred texts also call us to combat injustice and uplift the poorest in our midst.”

How a Florence, South Carolina woman, continues a legacy to help homeless

Modestine Brody is sure that her service over the past two decades is not a choice but a calling by Jesus Christ.

Since Brody was a young girl, the Christian ministry has been important in her life. She also had a knack for helping others.

Brody now serves as the executive director of Resurrection Outreach Ministries, which was started in 2001 by her and her now-deceased husband, Pastor Louis Brody.

The ministry initially consisted of a church, but now it includes the addition of Resurrection Restoration Center for the Homeless.

(WSJ) Georgette Bennett–An Unusual Religious Alliance to Aid Refugees

Last month I visited the Syrian refugee camp in Jordan known as Za’atari. With 80,000 occupants, the camp would be the fourth-largest city in Jordan. It occupies a vast desert plain, filled with endless rows of tents that are gradually being replaced with rows of metal-sided caravans. Za’atari is a dreary place, but it is teeming with resilient people.

Residents of camps like Za’atari make up only 20% of the nearly four million refugees who have fled Syria. The rest live in cities, where they are often unregistered and therefore ineligible for services. These refugees tend to live in squalor and are vulnerable to exploitation. Nearly 80% of the refugees are women and children. These figures don’t include the 12.2 million within Syria who are either internally displaced or in urgent need of help.

About 200,000 people have been killed in Syria, many after torture. A photographer, who documented these horrors for the regime but defected, smuggled his photos out of Syria; they were passed on to me by a Syrian non-governmental organization. These emaciated, disfigured corpses could be skeletal Jewish inmates photographed during the liberation of Dachau, but they aren’t. They are Syrian Muslims and Christians””and this is happening now.

(Reuters) Vatican to give homeless private VIP tour of Sistine Chapel

In Pope Francis’s latest gesture towards Rome’s homeless, the Vatican said on Tuesday homeless people will get a special private tour of its museums and the Sistine Chapel.

About 150 homeless people who frequent the Vatican area – where Pope Francis has already set up facilities for them to have showers – will make the visit on Thursday afternoon, the Vatican newspaper L’Osservatore Romano said.

A Rowan Williams sermon on the life and ministry of Oscar Romero on Archbishop Romero’s Feast Day

And so his question to all those who have the freedom to speak in the Church and for the Church is ‘who do you really speak for?’ But if we take seriously the underlying theme of his words and witness, that question is also, ‘who do you really feel with?’ Are you immersed in the real life of the Body, or is your life in Christ seen only as having the same sentiments as the powerful? Sentir con la Iglesia in the sense in which the mature Romero learned those words is what will teach you how to speak on behalf of the Body. And we must make no mistake about what this can entail: Romero knew that this kind of ‘feeling with the Church’ could only mean taking risks with and for the Body of Christ ”“ so that, as he later put it, in words that are still shocking and sobering, it would be ‘sad’ if priests in such a context were not being killed alongside their flock. As of course they were in El Salvador, again and again in those nightmare years.

But he never suggests that speaking on behalf of the Body is the responsibility of a spiritual elite. He never dramatised the role of the priest so as to play down the responsibility of the people. If every priest and bishop were silenced, he said, ‘each of you will have to be God’s microphone. Each of you will have to be a messenger, a prophet. The Church will always exist as long as even one baptized person is alive.’ Each part of the Body, because it shares the sufferings of the whole ”“ and the hope and radiance of the whole ”“ has authority to speak out of that common life in the crucified and risen Jesus.

So Romero’s question and challenge is addressed to all of us, not only those who have the privilege of some sort of public megaphone for their voices. The Church is maintained in truth; and the whole Church has to be a community where truth is told about the abuses of power and the cries of the vulnerable. Once again, if we are serious about sentir con la Iglesia, we ask not only who we are speaking for but whose voice still needs to be heard, in the Church and in society at large. The questions here are as grave as they were thirty years ago. In Salvador itself, the methods of repression familiar in Romero’s day were still common until very recently. We can at least celebrate the fact that the present head of state there has not only apologized for government collusion in Romero’s murder but has also spoken boldly on behalf of those whose environment and livelihood are threatened by the rapacity of the mining companies, who are set on a new round of exploitation in Salvador and whose critics have been abducted and butchered just as so many were three decades back. The skies are not clear: our own Anglican bishop in Salvador was attacked ten days ago [in 2010] by unknown enemies; but the signs of hope are there, and the will to defend the poor and heal the wounds.

(Denver Catholic) George Weigel–Thinking about Marriage: A mission of love

Nothing falls outside God’s creative and redeeming purposes, which include our being created male and female, the complementarity and fruitfulness built into our being created male and female, and the permanence of marriage, which is a sign of God’s own covenant fidelity. God is a communion of loving Persons; thus married love, St. John Paul II taught, is an icon of the interior life of the Holy Trinity. God keeps his promises; thus the promise-keepers among us who live the covenant of marriage bear witness to that divine promise-keeping by their own fidelity.

In light of all this, the Christian idea of chastity comes into clearer focus. In the Catholic view of things, chastity is not a dreary string of prohibitions but a matter of loving-with-integrity: loving rather than “using;” loving another for himself or herself. The sexual temptations to which the Church says “No” are the implications of a higher, nobler, more compelling “Yes:” yes to the integrity of love, yes to love understood as the gift of oneself to another, yes to the family as the fruit of love, and yes to the family as the school where we first learn to love. “Yes” is the basic Catholic stance toward sexuality, marriage and the family. We should witness to that “Yes” with a joyful heart, recognizing that the example of joyful Catholic families is the best gift we can offer a world marked today by the glorification of self-absorption.

In a pontificate that has reminded us continuously of our responsibilities to the poor, for whom God has a special care, preparations for the World Meeting of Families are also an opportunity to remind our society that stable marriages and families are the most effective anti-poverty program in the world.

(NYT Op-ed) Ross Douthat on the social crisis among America’s poor and working class

Some arguments are hard to settle but are too important to avoid. Here is one: whether the social crisis among America’s poor and working class ”” the collapse of the two-parent family, the weakening of communal ties ”” is best understood as a problem of economics or of culture.

This argument recurs whenever there’s a compelling depiction of that crisis. In 2012, the catalyst was Charles Murray’s “Coming Apart,” with its portrait of the post-1960s divide between two fictional communities ”” upper-class “Belmont” and blue-collar “Fishtown.” Now it’s Robert Putnam’s “Our Kids,” which uses the author’s Ohio hometown to trace the divergent fortunes of its better-educated and less-educated families.

Murray belongs to the libertarian right, Putnam to the communitarian left, so Putnam is more hopeful that economic policy can address the problems he describes. But “Our Kids” is attuned to culture’s feedback loops, and it offers grist for social conservatives who suspect it would take a cultural counterrevolution to bring back the stable working class families of an earlier America.

(Reuters) Jean Vanier, Advocate of disabled, wins $1.7 million Templeton Prize for 2015

Jean Vanier, a Canadian who launched an international network of communities for the mentally disabled, has won the 2015 Templeton Prize worth $1.7 million for affirming life’s spiritual dimension.

The U.S.-based John Templeton Foundation announced the award on Wednesday in London, calling him “this extraordinary man” whose message of compassion for society’s weakest members “has the potential to change the world for the better”.

Vanier, 86, founded the first L’Arche (“Ark”) community in 1964 when he invited two mentally disabled men to leave their large institution and live with him in a small house in Trosly-Breuil, a village 95 km (60 miles) north of Paris.

Francis Fukuyama reviews ”˜Our Kids: The American Dream in Crisis’, by Robert Putnam

Putnam then goes on to explain, through the lens of accumulated social-science research, how important parenting and family structure are to life outcomes for children. Early childhood stimulation, appropriate role models, stable expectations and family dinners are all part of the environment needed to produce upwardly mobile adults, and almost all are lacking today for Americans from less educated backgrounds. Many people overcome dysfunctional families, but it is far easier to do so with adequate resources. Economic inequality thus becomes self-reinforcing through the mechanism of absent families.
Putnam points out that while both gender and racial equality have greatly improved over this period, the gains have been completely offset by widening class differences. College-educated Americans have been pulling away from their high school-educated peers within subgroups such as African-Americans, Hispanics and women. There is today a substantial upwardly-mobile black middle class that, like its white counterpart, has moved to the suburbs and segregated itself from the poor.

Back in the 1980s, the debate over black poverty was polarised between liberals who blamed structural (ie economic) factors such as the decline in manufacturing jobs, and conservatives who denounced permissiveness and shifting cultural norms for the breakdown of families. Putnam makes very clear that both of these causes are at work in the present crisis. The huge erosion of middle-class jobs in countless manufacturing industries has led to a decline in real incomes of 22 per cent since 1980 for high-school dropouts, and 11 per cent for high-school graduates. But culture also matters: while rising joblessness produces social dysfunction in all societies, the stresses of the Great Depression did not lead to an explosion of single-parent families because of cultural norms then in place, such as the stigmatisation of unwed parenthood and shotgun weddings. Conservatives who see family breakdown as a simple matter of cultural decay, however, have to explain the emergence of “helicopter parents” and steadily strengthening family bonds among the college-educated.
